1. PROJECT BACKGROUND

The Municipal Support Program (MSP) is a five-year, USAID-funded program implemented by DAI. MSP aims to strengthen municipal-sector service delivery and promote local economic development in Jordan. MSP will strengthen municipal-sector service delivery by supporting improved governance and organizational culture through a focus on three interventions: key policy and service delivery reforms, municipal sector public financial management, and community engagement. Improved municipal service delivery will ensure that municipalities can respond effectively to citizens’ needs and create the conditions for investment and inclusive economic growth. MSP will also increase capital investment in the municipal sector. This investment is intended to catalyze local economic opportunities and further strengthen service delivery by supporting improved development planning, facilitating investor partnerships, increasing access to finance, and supporting renovation and construction of fixed assets including the provision of material resources. Across all interventions, MSP will increase the participation of marginalized groups, including women, youth, and persons with disabilities in municipal-sector decision-making. Participatory planning will improve marginalized groups’ access to public services and increase their economic opportunities. MSP will work across all of Jordan’s governates working closely with the Ministry of Local Administration (MOLA) and the Cities and Villages Development Bank (CVDB).

MSP will use the Institutional Support Fund (ISF) to include robust material support and complementary technical assistance (TA) in municipal transformation packages. The ISF will be used to leverage rapid needs assessments, the MPIR tool, and stakeholder consultations to inform the selection of specific equipment, systems, and tools for each stakeholder. The ISF team, under the direction of the DCOP, will implement procurement functions in coordination with the technical teams to meet MSP’s Outcomes 1 and 2 activity impacts and results.

2. POSITION DESCRIPTION

The ISF Manager is MSP’s critical link between the program team and the procurement/ops/HR side of the project, working to ensure quick mobilization of TA and rapid procurement of goods and services while maintaining compliance with all relevant regulations, policies and procedures. The ISF Manager will oversee the procurement of goods and services and complementary short-term TA to facilitate MSP’s municipal transformation activities. S/he will work collaboratively with the DCOP and Outcome Leads to procure the right resources and materials to address needs and interventions tailored for target municipalities. Illustrative activities may include:

  • Procuring equipment and/or systems enhancements and upgrades through specialized technical services firms, consultants, or vendors
  • Developing contracts/subcontracts for radio broadcasting to reach MSP audiences
  • Facilitating e-services plans through subcontracts with local IT firms
  • Preparing bids for the procurement of local vendors for MSP activities such as street sign making and installation; subcontracts for energy efficient products; or development and maintenance of e-portals to promote exchange between community and local authorities

The ISF Manager will ensure integrity, fairness, and openness in subcontracting and procurement processes as well as adherence to policies, procedures, and controls. S/he will work closely with MSP operations, finance, procurement and HR personnel to ensure that all procurement actions are compliant with US Federal Acquisition Regulations (FAR) and Agency for International Development Acquisition Regulations (AIDAR) regulations, DAI rules and regulations, and that complementary STTA is sourced in accordance with MSP and DAI policies and procedures.

3. KEY DUTIES AND RESPONSIBILITIES

  • Manage procurement of a wide range of goods, commodities, and services through subcontracts, blanket purchase agreements, and purchase orders
  • Serve we the bridge between the MSP technical teams and operations team to ensure results are delivered in a timely and compliant manner
  • Source and manage STTAs that will complement material support under the ISF.
  • Coordinate all ISF activities closely with municipalities, MOLA, and CVDB to ensure their support and buy-in.
  • Oversee solicitation of bids and quotes from vendors in adherence with policies and approved requisitions and procurement plans under the ISF and MSP contract
  • Conduct price/cost/reasonability analyses
  • Review requisition documentation, cost estimates, statements of work, etc. against procurement plans and budgets
  • Help non-procurement staff understand the requirements for submitting accurate and thorough requisitions, cost estimates, statements of work, or to determine other technical specifications
  • Determine source selection methods for complex procurements to ensure compliance
  • May serve as a non-voting chairperson on evaluation committees in accordance with DAI policies/procedures and thresholds
  • Assist activity staff in coordinating meetings, facilitating discussions, and developing briefings in support of the source selection process
  • Review and analyze budget estimates for allowability, allocability, reasonableness, and consistency; prepare cost evaluation data, and source selection documentation
  • Through market research efforts, identify and qualify potential suppliers (and products/services)
  • Ensure that beneficial, ethical, and open supplier relationships are created and maintained according to procurement policies
  • Work closely with various home office support staff as necessary
  • Comply with consistent usage of DAI’s operations and procurement systems (TAMIS) in managing procurement processes and keep electronic records and files required
  • Maintain integrity, fairness, accuracy, and openness in procurement processes.
  • Follow all DAI/USAID and FAR policies, and procedures.
  • Help activity staff and ISF Fund recipients become more familiar, and understand, DAI and USAID procurement policies and procedures.

4. QUALIFICATIONS

  • Bachelor’s degree or equivalent years of experience.
  • 8 years of relevant experience, preferably on USAID-funded projects or activities.
  • Organizational and institutional development experience.
  • Computer literate with e-mail, word processing, and spreadsheet experience.
  • Ability to multi-task and prioritize tasks.
  • Excellent organizational skills and ability to work as part of a team.
  • Strong interpersonal and management skills
  • Fluency in English is required.
  • Knowledge of USG and FAR regulations and procurement and acquisition aspects of USAID-funded activities required.
