JOB PURPOSE
Afghanistan is becoming the world’s largest humanitarian crisis; 22.8 million people now face acute food insecurity according to the latest IPC assessment released on 25th October, including 8.7 million facing emergency levels of food insecurity (IPC phase 4). WFP has never seen this many people facing emergency levels of food insecurity in Afghanistan in the 10 years that the UN has been conducting IPC analyses.
WFP is ramping up its humanitarian support to meet the food and nutrition needs of almost 23 million people in Afghanistan. To achieve this, WFP expects operations may cost as much as US$ 220 million a month. To support this scale up, the Supply Chain corridor through Pakistan is critical to ensure the food needs of the people in Afghanistan are met.
The Supply Chain Officer shall oversee corridor coordination and liaison to ensure the smooth running of the key corridor from Pakistan to Afghanistan.
KEY ACCOUNTABILITIES (not all-inclusive)
- Lead the coordination of corridor activities including overseeing implementation of logistics operations on the Pakistan corridor, ensuring they follow standard processes and facilitate, directly or indirectly, the effective delivery of food assistance to beneficiaries.
- Conduct baseline logistics assessments on corridor capacities including road networks, storage capacity, access challenges, etc to help inform the Supply Chain strategy
- In collaboration with relevant units, identify and advise on Supply Chain capacity gaps on the Pakistan corridor, determine specific supply chain corridor activities and identify additional requirements to enhance delivery of food assistance in support of the Afghanistan response.
- Ensure all required logistics contracts and relevant WFP processes are in place and are adequate to meet the response needs on the Pakistan corridor.
- Lead and ensure effective and efficient Supply Chain coordination between the various Supply Chain units in Pakistan, Afghanistan and in the regional bureau and headquarters as required;
- Ensure the required Supply Chain corridor reporting and information sharing including on logistics activities and movements at the Port of Karachi, in Pakistan and along the corridor;
- Support engagement with government authorities including ensuring WFP requirements are fully understood by authorities as well as WFP needs are met.
- Foster and engage in productive partnerships with counterparts amongst UN and NGO partners in Pakistan to share operational knowledge, identify supply chain gaps and share resources to ensure a coordinated and efficient supply chain into Afghanistan.

STANDARD MINIMUM QUALIFICATIONS
Education:
Advanced University degree preferably in Supply Chain Management, Engineering, Economics, Business Administration, Logistics, Legal, Engineering or other related field, or First University degree with additional years of related work experience and/or training/courses.
Language:
- Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.
MINIMUM EXPERIENCES FOR ENTRY INTO THE ROLE
Minimum 5+ years of Professional/ managerial level experience in Logistics and/or Supply Chain.
Experience in operational supply chain processes including customs, port operations and transport contracting;
Experience in implementation of Supply Chain operations
Experience in information management activities including collecting, consolidating and analysing relevant information
Experience in fostering partnerships including working with government authorities is a plus
An awareness of the cultural and political context of Pakistan is a plus.

Under the direct supervision of the Head of Supply Chain in Pakistan with a functional reporting to the Head of Supply Chain in Afghanistan, the Supply Chain Officer shall oversee corridor coordination and liaison to ensure the smooth running of the key corridor from Pakistan to Afghanistan
