GLOBAL FLEET
WFP owns, leases and globally operates around 1,000 trucks of different configurations, trailers and workshop facilities throughout 28 Country Offices (COs). The WFP fleet is deployed to fill critical gaps in local transport capacity and stabilize transport rates in the event of increased insecurity and/or sudden growth in demand, as well as pioneer new routes that, due to prevailing insecurity, would remain inaccessible to local transporters.
JOB PURPOSE
The Fleet Manager will be responsible for the overall management and oversight of Country Office fleet assets, spare parts stores, and workshops, in accordance with established fleet and financial procedures, Special Operating Procedures (SOPs), and normative guidelines.
KEY ACCOUNTABILITIES (not all-inclusive)
Under the general supervision of the Head of Logistics/Supply Chain, the incumbent shall perform the following duties:
- Overall management of trucks, vehicle workshops, spare parts stores, truck maintenance and repairs.
- Supervision of a multicultural team of WFP- and outsourced staff for fleet operation and fleet support.
- Establish the required trucking capacity based on the operational requirements. Monitor trends upwards or downwards and adjust resources accordingly and in line with CO program requirements.
- Initiate timely call forward of new trucks in case of increased demands and vice versa, based on the program requirements.
- Manage and monitor the performance of trucks and trailers in the Country Office to achieve maximum utilisation.
- Ensure efficient vehicle routing & scheduling for timely deliveries of both Food and Non-Food-Items, meeting operational needs.
- In liaison with the Supply Chain Unit, regularly review WFP fleet capacity and available commercial transportation capacities in the country to ensure proper planning and optimal utilization of WFP fleet in line with approved operational program plans.
- Systems management and harmonization with corporate tools such as FMS, LESS and Comet and ensure that control mechanisms and monitoring are in place.
- Prepare the annual fleet budget and ensure funds management and utilization are in line with WFP financial rules, regulations and approved standard operating procedures, manage operational advance, and ensure proper accounting.
- Prepare the annual and quarterly procurement plan and always ensure adequate stocks of spare parts and timely replenishment of parts.
- Ensure that workshop staff manages POL (Petroleum, Oil & Lubricants) and ensure that the quality/quantities of the supply of fuel & lubricants are in accordance with standards set.
- Timely disposal of obsolete and surplus spare parts, assets, and equipment in compliance of approved disposal procedures.
- Ensure that minimum Health and Safety requirements in the workshops are met in full, together with considerations for environmental needs.
- Management of the contract with manpower service provider and update management through Head of Supply Chain on any challenges or constraints affecting the fleet operations and make appropriate recommendations to overcome these challenges.
- Identify training needs for WFP and outsourced staff and organize necessary trainings and/or workshops.
- Collect and analyse operational data and prepare reliable monthly fleet KPI reports required for management decisions.
- Coordinate and manage service provision activities to WFP partners.
- Perform any other duties that may be required or requested.
STANDARD MINIMUM REQUIREMENTS
Education
- University degree, preferably at an advanced level in automotive or mechanical Engineering.
Experience
- Minimum 5 years of progressively responsible post-graduate experience in Fleet and/or Workshop Management
Knowledge and Skills
- Strong experience in managing truck fleets and workshops.
- Strong knowledge of a computer-based Fleet Management Systems.
- International experience in working with advanced fleet management systems and supply chain systems.
- Proficiency in MS Office (Word, Excel) and knowledge of transport tracking system.
- Highly numerate with an innate ability to analyse and interpret data quickly and recommend improvements.
- Strong analytical abilities, quantitative and qualitative; able to leverage analytical skills in Excel.
- Knowledge of transport contracting, procurement and financial procedures is an advantage.
- Hands on knowledge of vehicle and truck mechanics, repair and maintenance is an advantage.
Language
- Proficiency (level C) of English and Intermediate knowledge (level B) of another official UN language (French, Arabic, Chinese, Russian, or Spanish) or Portuguese (one of WFP’s working languages) is an asset.
