ORGANIZATIONAL CONTEXT:

Established in September 2017, the Risk Management Division (RMD) aims to strengthen, embed and achieve continuous improvements in risk management, internal control and compliance, oversight reporting, anti-fraud & anti-corruption measures and donor review management throughout WFP, and organizational learning in these areas, in line with WFP’s 2018 Enterprise Risk Management Policy, 2018 Oversight Framework and 2021 Revised Anti-Fraud and Anti-Corruption (AFAC) Policy. RMD also provides functional leadership to a network of Risk and Compliance Advisors (RCAs) located in Regional Bureaux and higher risk Country Offices and AFAC Specialists located in Regional Bureaux.

RMD is comprised of a front office and three branches: RMDC (AFAC and Donor Review Management); RMDR (Risk Management); and RMDS (Risk Systems). RMDS is responsible for managing the implementation of the corporate Risk and Recommendation Tool (R2)—a platform providing an integrated digital solution for risk monitoring including oversight recommendation management across WFP.

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

As part of the project team delivering R2 functionality to stakeholders, the Systems Analyst is required for the implementation of the R2 project on the MetricStream platform, managing coordination with technical staff provided by the vendor.

Working within the Delivery team, the Systems Analyst will be expected to develop an in-depth knowledge of R2, based on the MetricStream M7 system, as also of information management systems and APIs. Their role will be to find solutions for the implementation and delivery of stakeholder business requirements and to assist with configuration and testing of configuration options to configure reports, forms and other functions. The Systems Analyst will report to the Project Manager.

KEY ACCOUNTABILITIES/RESPONSIBILITIES:

  1. Identification of the high-level solution(s) on the R2 system that best fit the requirements gathered by the Business Analyst, through a consultation with the MetricStream staff, RMDS colleagues and through external consultations.
  2. Ensure design specifications delivered by vendor and by WFP technical staff are aligned to business requirements, and all configurations and user interface design are approved by appropriate stakeholders.
  3. In close cooperation with Configurator/Developer and Business Analyst, ensure configurations developed in-house are compliant with business requirements, are accepted and endorsed by MetricStream technical team, and are released on Training and Production platforms.
  4. Ensure that all needed R2 data are properly exposed by the MetricStream platform through specific APIs to enable integration of the R2 system with other WFP platforms.
  5. Using the R2 testing methodology, prepare the Test Plans, support the identification of the Test Cases and organize the user acceptance testing sessions with stakeholders
  6. Verify the completeness and the correctness of the Test Scripts prepared by any testing experts for each functionality and, when needed, prepare these Test Scripts and execute them.
  7. Together with the vendor and R2 project team, identify and monitor the quality standards of R2, including system performances, and work to timely address gaps in quality.
  8. Keep all relevant documentation up-to-date, complete and available for each project lifecycle step, and system guides update for new functions or Change Requests released in Production.
  9. Provide support to the R2 service management team by training them on new functionalities and Change Requests released on Production, and, when specifically requested, by analyzing the technical issues found on Production, especially the ones related to configurations executed by WFP technical staff, and the ones connected to data migration (as part of the cut-over).
  10. Other duties as assigned within the context of R2 Project implementation.

DELIVERABLES AT THE END OF THE CONTRACT:

  • Proper and complete technical documentation for the solutions to be configured in-house by the WFP technical staff, for the high-level solutions of any changes to be introduced on the R2 system as well as contributions to the team’s technical documentation regarding the R2 system for any feature investigated and worked on.
  • Stakeholders' satisfaction of the testing sessions by tracking and monitoring their feedback and the defects found during all testing cycles.
  • Proper and complete documentation (Test Plans, Test Cases, Test Scripts and their results) for tests executed to verify configuration or development executed in-house or by the vendor.
  • Proper Release Notes for each release on production executed for in-house developments.

QUALIFICATIONS AND EXPERIENCE REQUIRED:

Education:

Advanced University degree in Computer Science, Information Systems or Engineering, or First University Degree with additional years of related professional work experience and/or training/courses.

Experience:

3 years, progressively responsible experience managing IT projects through entire project lifecycle; proven track record in development and implementation of IT applications.

Experience delivering WFP or UN System technology platforms preferred. Proven track record in requirements gathering and analysis, design and implementation of IT applications.

Experience using SQL and JavaScript to produce reports and/or user interfaces is necessary.

Experience in implementing MetricStream platform is an asset.

Knowledge & Skills:

Strong interpersonal, communication and negotiation skills – including expectation management. Excellent written and analytical skills.

Strong ability to research, explore and understand systems with limited documentation and training provided. The capacity to meet deadlines and work under pressure as part of a team is also required.

Knowledge and appreciation of IT trends and strategies including business vision and systems technologies. Good time management skills.

Language:

Fluent in written and spoken English. Fluency (level C) or intermediate knowledge (level B) of another UN official language is an asset.
