JOB PURPOSE
Programme Assistant/ will be primarily working for BISP Nashonuma activities for ensuring timely support to Provincial Programme Policy Officer -Nutrition (Both SC-8 and Head of Provincial Nutrition unit, NOC). The Programme Assistant will be reporting to Programme Policy Officer- BISP and Head of Nutrition unit (NOC) Peshawar. Positions are based in WFP Peshawar, and the SC-5 staff will be responsible for optimal functioning of facilitation centers in cluster of 8-12 districts (or more if required) with BISP Nashonuma facilitation centers in Khyber Pakhtunkhwa (including NMDs). The position is in particular intended to maintain the highest quality of BISP FC's services as per donor's expectations. The staff member is expected to timely identify and correct any gaps in the Quality of Services in the Field. The role involves mix technical support and monitoring of the BISP Project activities in close coordination with SC-8 position and Nutrition unit head. Staff is expected to undertake periodic field visits in line with Head of Unit’s directions, as well as timely preparation for donors and government's missions and development of briefs.
KEY ACCOUNTABILITIES (not all-inclusive)
1. Perform specialized and/or standardised processes and activities within the specific technical area of work supporting alignment with wider programme policies and guidelines.
2. Provide project management and/or general office support following established targets and WFP’s policies and procedures.
3. Within the specific area of responsibility, compile data and support analysis and preparation of reports (e.g. food assistance needs, resource utilization, programme status, performance) in order to support operational decision-making.
4. Perform accurate, timely recording of data within the specific technical area of work, following corporate standards and guidelines.
5. Work and exchange information with internal counterparts to support effective collaboration, implementation and monitoring of ongoing project activities.
6. Support communication and activities with local partners, agencies, NGOs and government institutions.
7. Act as a point of contact for resolution of general operational queries requesting assistance where necessary.
8. Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis.
9. Periodic visits to BISP NashoNuma Facilitation centers and ensure to maintain high quality services of the FC's in line with Operations Manual of BISP Project and donors expectations;
10. Support the SC-8 in development of the BISP NashoNuma Quality check list focusing on Quality of services, Staff presence and skills, APP functionality, FC's Outlook and cross check with BISP, POS and DoH's opinion on Quality of services.
11. Support the SC-8 for timely coordinate with Logistics/ Supply chain units (weekly and monthly coordinate) to ensure that at least one quarter of RUSF food commodities supplies are available at Provincial warehouse or Nashonuma Facilitation centers for smooth flow of activities. (Timely report the constraints in RUSF supply chain to PMU Country office as well as Project manager BISP.
12. Submit FC's visits reports to the supervisor with the feedback for improvement of operations and ensure the timely course correction as required; The staff will be engaged to supervise the FCs specified tasks each month. This includes periodic visits with Provincial Nutrition unit head and SC-8 as required to ensure compliance of Quality protocols and full time readiness to receive field missions of donors and WFP management or Media visits on short notice. The staff member is required to timely submit the Travel Plans for each month (at least 06 week ahead of planned visits) with the Supervisor for NoCs processing and regular follow-up with security unit on the approval status.
13. Coordinate with FC's outreach mobilization team during the field visits and gather feedback on any issues pertaining to Social Mobilization and mapping exercise.
14. Any other task/s assigned by the BISP SSA-8 or Provincial Nutrition focal point.
OTHER SPECIFIC JOB REQUIREMENTS
1. Keep close and timely coordination with the respective government departments, Cooperating Partner and field coordinators in assigned districts, to ensure that all the activities at the district level are well coordinated and implemented. Actively participate in the district coordination meetings.
2. Maintain close liaison with Department of Health, LHWP, BISP Tehsil/District office, nutrition partners to mobilize eligible beneficiaries at BISP Nashonuma Center.
3. Ensured the uninterrupted supply of SNF to the respective distribution points (Facilitation center and nutrition sites). Assist the Provincial Office -Nutrition Unit in development of quarterly and monthly distribution plans in close consultation with respective CP and development of call forwards for RUSF food for each district. Whenever required, take lead on generation of the CRNs in comet system for approvals and ensured timely food dispatches to the BISP Nashonuma Facilitation centers.
4. Facilitate training/orientation and capacity building session of project staff and relevant stakeholders, such as medical officers, medical officers, Lady Health Workers (LHW) and Lady Health Supervisors (LHS).
5. Within the specific area of responsibility, ensure compilation of data and support analysis and preparation of reports in order to support operational decision-making.
6. Act as a point of contact for resolution of complain received from field and general operational queries requesting assistance where necessary at district level
7. Maintain information records and monitoring plan documentation, such as records of commodity movements, monitoring reports, monitoring checklists and entry in system ,in order to assist in the effective service delivery
8. Conduct periodic monitoring trips, spot checks to the project sites in consultation of Nutrition unit head, including random monitoring checks on Cooperating Partners (CPs) activities, assessments and prepared progress report using standard monitoring tools.
STANDARD MINIMUM QUALIFICATIONS
Education: Advance University degree/Master’s degree in Social Sciences, Nutrition or equivalent. (Preferably with Nutrition experience or courses relating to WFP Operations)
Experience: Minimum experience of 4 or 5 years in public and/or private sector with provincial/national/ international organization(s) demonstrating evidence of extensive involvement in Nutrition Project preferably experience of WFP or UNICEF nutrition interventions.
Candidate with Experience of BISP Stunting Prevention Project will be given due priority.
Knowledge & Skills:
- Hands on skills relating to MS office and other Office applications and tools.
- Written and oral fluency in Pashto, Urdu and English;
- Proven ability to work in a collaborative, multi-tier team environment; and Good communication, people management, and writing skills
- Experience of working in KP districts (Including NMDs) will be an advantage
