Background:
The leading government institution was established in November 2019 to coordinate, support, and drive the implementation of reforms under the Reform Matrix. Additionally, the leading government institution will provide necessary technical assistance and capacity building to Government Ministries and entities to support and expedite the implementation of reforms.
The leading government institution will oversee the implementation of the Reform Matrix; ensure reforms are designed in consultation with stakeholders; report to the Government of Jordan (GoJ) and development partners on progress; and coordinate between GoJ entities and development partners to ensure implementation and alignment of donor programs with national priorities. Furthermore, the leading government institution will produce and disseminate information and communication materials to inform all target groups, including the private sector and the public, of the progress of implementation and impact of reforms.
The Reform Matrix consists of twelve pillars:
- Pillar 1: Pursue Macroeconomic Adjustment.
- Pillar 2: Improve Public Sector Efficiency and Governance
- Pillar 3: Reduce Business Costs, Improve Regulatory Quality, and Increase Competition.
- Pillar 4: Drive FDI and Promote Export Development of Products, Services, and Markets.
- Pillar 5: Deepen Access to Finance from Banks and Non-Bank Financial Institutions.
- Pillar 6: Create More Flexible Labor Markets for Job Creation.
- Pillar 7: Expand and Improve Social Safety Nets to Better Protect the Poor and Vulnerable.
- Pillar 8: Improve Public Transport Efficiency and Access.
- Pillar 9: Increase Energy Efficiency and Access.
- Pillar 10: Promote Water Security.
- Pillar 11: Promote Agribusiness.
- Pillar 12: Strengthen the Tourism Sector.
The Reform Support Fund is lodged at leading government institution and managed by the leading government institution. It will finance just-in-time technical assistance in support to line ministries involved in designing, implementing, and monitoring the Reform Matrix.
Project Context
Given Jordan’s limited fiscal space, the leading government institution is committed to ensure that Jordanian public investment spending is well assessed and efficient to promote growth and at the same time strengthen public financial management by improving the management of fiscal risks through monitoring the Government’s underlying fiscal position. In June 2016 a decision was taken to establish a central Public Investment Management (PlM) Unit at Leading Government Institution along with a Governance Framework for PIM/PPP decision making. As such the government has already established a central PIM Unit at Leading Government Institution to manage all investments according to standards set by the PIM/PPP framework, also a plan to develop a National Register of Investment Projects (NRIP) for PIP and PPP projects has been adopted to make it fully operational for all new projects to be selected through appropriate methodologies and selection criteria which will provide comprehensive data for all government investment projects, as well as preserve, archive, and organize documents studies, and reports for these projects. The registry will also determine priorities and monitor performance indicators during various stages of the project with the overall goal of improving the quality of outputs and achieving developmental goals in line with outlined financial costs and approved timelines to better manage and control public expenditures.
Main Function:
The Senior System Administrator will be seconded by the leading government institution to support the integration and development of the system, assets, build solutions, and provide training and solutions.
S/he will serve as a technical expert in the area of system administration for complex operating systems and will have the responsibility to provide technical support to line ministries and define application issues and challenges, while ensuring the best possible solutions and procedures are applied. S/he will be reporting to the Director of Public Investment Management Unit / at the leading government institution.
Responsibilities:
The Senior System Administrator will be responsible for the following key tasks:
- Define application problems by conferring with clients and evaluating procedures and processes and develop solutions by studying information needs and preparing and evaluating alternative workflow solutions.
- Studying systems flow, data usage and work processes, investigating problem areas, and following the software development lifecycle.
- Prepare and install solutions by determining and designing system specifications, standards, and programming, while ensuring the highest level of data security is implemented.
- Support and develop software engineers by providing advice, coaching and educational opportunities, performing minimum supervision of technical staff.
- Implement computer system requirements by defining and analyzing system problems, designing and testing standards and solutions.
- Collaborating with Business Analysts, Project Leads and IT team to resolve issues and ensure solutions are viable and consistent.
- Work collaboratively with others to achieve goals and collaborate with team to brainstorm solutions to issues arising.
- Create ETLs and perform data migration activities and carry out other technical related duties that may be required.
- Effective project management techniques, principles and practices of effective management and supervision.
- Perform multiple tasks concurrently and respond to emergency situations effectively.
- Design and implement monitoring, configuration management and reporting functions that will make a hands-off environment
- Provide after-hours support for Infrastructure related emergencies as well occasional weekend maintenance.
- Assist with hardware, firewall, telecom and software vendor evaluation, recommendation, and negotiations.
- Responsible for the technical design, planning, implementation, and the highest level of performance tuning and recovery procedures for mission critical enterprise systems.
- Recommends the redesign and configuration of operating systems and system applications.
- Involved in a wide range of security issues including use of Cyber Security tools, whitelisting, blacklisting activities.
Deliverables:
The following are the expected deliverables from the Senior System Administrator:
- Monthly progress reports.
- Technical reports and presentation on assigned tasks.
- Prepare Manuals and guidelines on the system for the organization.
- Prepare and demonstrate solutions and necessary documentation (flowcharts, layouts, diagrams, charts, code comments and clear code)
Qualifications:
- BA degree in Computer Science and Information Technology or any related field from a recognized university.
- Certifications in VMWare, Microsoft Windows Server, MCSA, Oracle, etc. are preferred.
- 5-7 years’ work experience as Senior System Administrator or other similar job.
- Strong experience in Microsoft SQL server.
- Knowledge in each of the following:
- Good knowledge of at least one scripting language.
- Oracle database and tools (forms & Reports).
- .net framework (C#) and ASP.net.
- Web development languages (HTML, CSS, JavaScript, Bootstrap).
- Developing RESTful APIs, SOAP APIs (preferable).
- At least one of the Agile methodologies.
- Solid knowledge of LAN/WAN networking.
- Advanced knowledge of different operating systems (Windows Server (2012/2016), Desktop Operating Systems, and others).
- Data modeling and data visualization tools
- Risk mitigation planning and system security techniques.
- Good experience in database design, data quality and integrity, and database performance issues.
- Managing server virtualization technologies like Microsoft HyperV/Virtual Server.
- Ability to troubleshoot network issues including back bone infrastructure issues.
- Strong communication and documentation skills and ability to communicate technical/complex information both verbally and in writing.
- Excellent troubleshooting skills and hands-on experience with various operating systems with the ability to plan, organize, configure and document complex system design activities.
- Highly motivated with excellent interpersonal and team skills with the ability to work under pressure and to tight deadlines.
- Fluency in Arabic. Excellent command of English.
- Flexible under pressure and in response to changing needs.
