Category Educational and Training Job Type Full-time Education High School / GED Travel Up to 100% Security Clearance Required Secret POSITION OVERVIEW AND PRIMARY DUTIES AND RESPONSIBILITIES (ESSENTIAL FUNCTIONS): The Director of Training for Alutiiq Essential Services has on-site responsibility for the management, development and implementation of the Overseas Protective Operations Training Program in Amman, Jordan. The Director of Training reports to the Local Program Manager and Deputy Program Manager, and leads and supervises subordinate managers to ensure proper prioritizing, planning, and scheduling of work activities; manages operations, resources; responsible for budget oversight, reviews measures of productivity; monitors issues of professional responsibility; communicates status, problems/delays to the LPMO, Government Technical Monitor and is available to the Contracting Officer’s Representative.
Major Duties:
Manage and oversee in-country training operations for the OPO-T Task Order in Amman, Jordan.
Provide leadership, management, guidance, and direction to staff.
Provide oversight and compliance management to facilitate training delivery.
Develop strategies to execute training plans which meet throughput requirements and achieve goals and objectives.
Oversee curriculum review and control, and work with the Government to identify, execute, and approve revisions and additions.
Ensure training facilities are adequate to support training and mission requirements.
Ensure proper coordination and scheduling of equipment, training facilities, and services to support training in conjunction with qualified personnel.
Ensure proper documentation of all non-dedicated facility and equipment utilization.
Ensure that resources are utilized for the purposes under the scope of the contract and task order.
Facilitate transition of all current projects and activities to replacement DT during rotations or absences to maintain continuity.
Evaluate performance of training to ensure compliance with training objectives, procedures, and technical aspects.
Evaluate instructor performance as well as oversee professional development program based on coaching, mentorship, and training to facilitate continuous improvement.
Identify performance issues and implement remedial actions when necessary; recognize and reward good performance.
Work with the Staffing Manager to identify staffing requirements needed to sustain continuity of operations.
Collect data to assist with the completion of weekly and quarterly reports.
Prepare written and oral briefings, assessments, and reports on all aspects of the program.
Submit reports in accordance with the contract, assuring timely and accurate reporting of all program activities and successes.
Ensure incidents and sensitive issues are documented and reported in accordance with the contract requirements.
Identify and resolve problems or conflicts as they arise and communicate with the LPMO, GTM and COR as appropriate.
Remain knowledgeable in emergency action planning and ensure that the Emergency Action Plan (EAP) is up to date and accessible. Brief all incoming AES personnel upon arrival on local safety, health, driving and political/cultural conditions to include threat levels.
Oversee and manage the AES team to ensure adherence to corporate policies, business ethics and code of conduct, KASOTC policy and U.S. and local laws and regulations.
Remain aware of any political, social, cultural, or economic issues in the US and abroad that could potentially affect the program.
Work with DPMO to ensure Risk, Safety, ITAR, Legal and QA/QC program compliance at the training site.
Assist the DPMO with the management of the administrative fund and oversight all other expenditures as required to support the program.
Communicate and promote the program vision, mission, and goals, as well as assist in building high performing teams
REQUIRED QUALIFICATIONS AND EXPERIENCE:
US citizen and eligible for a Secret clearance
Must possess either:
A Bachelor's degree from an accredited institution and six (6) years of applicable work experience
A minimum of five (5) years of this experience must have been work in planning, evaluating, analyzing, and implementing training projects.
A minimum of two (2) years of this experience must have been supervisory experience
An Associate’s degree from an accredited institution and nine (9) years of applicable work experience
A minimum of seven (7) years of this experience must have been work in planning, evaluating, analyzing and implementing training projects.
A minimum of three (3) years of this experience must have been supervisory experience
Ten (10) years of applicable work experience providing training services and/or other DS-related security program.
A minimum of six (6) years of this experience must have been work in planning, evaluating, analyzing, implementing training projects.
Outstanding ability to work with law enforcement, political, operational security organizations, and military at the National level, both in the US and overseas;
Working knowledge of logistical and fiscal support to overseas operations;
An exceptional ability to multi-task multiple issues and resolve real-world problems under short deadlines;
Excellent writing and communications skills. Experience in preparing oral and written briefings and papers and the ability to present these briefings and papers at the Executive Level of a US Government Agency or Foreign National;
Proficiency in Microsoft Soft 365 to include MS Teams, Outlook, Word and Excel
