OBJECTIVES OF THE PROGRAMME
To ensure that effective WHO country presenceis established to implement WHO country cooperation strategies that are alignedwith Member State's health and development agendas and harmonized with theUnited Nations country team.
DESCRIPTION OF DUTIES
1. Analyze and do research on the public health topics to contribute to the development ofpublic health programmes and activities.
2. Participate in the drafting of public health guidelines and propose input on a plan ofaction for existing public health policies and health systems.
3. Assist in the Monitoring of work plans and budgets including resource mobilization for the work programme and follow up/coordinate the implementation of planned activities.
4. Prepare Interim and draft reports related the country office's performance.
5. Conduct research on best practices and partners' experiences in implementingsustainable Public health systems and disseminate information.
6. Analyze information on best practices in Public Health and health systems and reportfinding to Responsible Officer.
7. Prepare reports on Weekly Media Intelligence and coordinate the country office'svisibility and advocacy initiatives.
8. Coordinate and Organize meetings and capacity building activities in the area of Public health systems and the management and financing of the systems.
9. Liaise and follow up on correspondences related to WHO collaborative programmes with Ministryof Heath, national counterparts and the Regional Office.
10. Provide a technical input inthe drafting of public health reports and acts as a focal point to PublicHealth topics in the area of work.
11. Represent WHO at variousmeetings with the Ministry of Health as well as other governmental entities.
12. Perform all other related duties as assigned.
REQUIRED QUALIFICATIONS
Education
Essential
: A first university degree in Medicine, public health or a biological-science discipline.
Desirable
: An advanced university degree (Master's level or above) in a health related discipline.
Experience
Essential
: At least two years of demonstrated professional experience working on public health activities.
Desirable
: Experience working on public health topics at country-level. Knowledge of WHO mandate and goals or experience in UN Organizations, international institutions or NGOs is considered an asset.
Skills
– Knowledge of country level situations with regard to public health systems development with good understanding of relevant country's needs, priorities and policies.
– Ability to conduct research and analyze results, identify issues, formulate opinions, make conclusions and recommendations forstrengthening health care systems.
– Ability to draft policies and objectives of assigned program and activities.
– Interpersonal skills using tact, patience and courtesy.
– Excellent knowledge of Health care systems and safety regulations.
– Proven knowledge of technical aspects in the field of specialty.
– Public speaking techniques.
– Excellent drafting and communication skills.
– Commitment to implementing the goal of gender equality by ensuring the equal participationand full involvement of women and men in all aspects of work.

REMUNERATION
WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 49,254 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 1900 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
