Project Information: Saudi Arabian Military Industries (SAMI) is a national holding company owned 100% by the Public Investment Fund (PIF), a sovereign wealth fund owned by the Kingdom of Saudi Arabia (KSA). SAMI was established in May 2017 to develop the military industrial infrastructure necessary to help the Saudi Vision 2030 aim of localizing military spending to at least 50% by the end of the decade. It commenced operations in January 2018. SAMI is working with numerous Original Equipment Manufacturers (OEMs) and local contractors to establish the military industrial infrastructure across the Kingdom. It is organized into 5 Divisions: Aeronautics, Defense Electronics, Land Systems, Weapons & Missiles and Emerging Technologies; Naval interests are covered within the Weapons & Missiles portfolio. Bechtel was contracted in August 2020 to provide a Facility Management Team (FMT) to develop and implement a Facility Masterplan to help align SAMI`s programs. This has led to the opportunity to provide a Project Management/Construction Management (PM/CM) team (approximately 90 strong) to manage the design and construction of a major military industrial facility near Riyadh over the next 3-4 years.
The ideal candidate will have substantial experience and understanding of project management within KSA. He/she will have previous Project Controls experience working on projects or in the Home Office, ideally within KSA or the wider Middle East. He/she will have a cultural awareness of the nuances of operating successfully within KSA and maintaining client and contractor relationships.
SUMMARY:
Performs cost estimating, analysis, and control activities. Supports project organizational and administrative activities when delegated. Supervises cost engineering activities when delegated.

§ Maintains relationships with all project personnel, as well as with the contractor and sub-contractor personnel at jobsites, as required.
ESSENTIAL JOB DUTIES:
1. Prepares Project Controls plans and detailed internal manpower utilization plans for discipline or specialty activities.
2. Determines scope definition requirements for a discipline or other specialty, and works with Engineering and other sources to coordinate the production of required data to conform to the overall estimate preparation plan.
3. Performs or coordinates quantity development and verification for a discipline or specialty. Develops, or assists in the development of, quantity bases for assumption. Performs review of quantity bases submitted by contractors and subcontractors.
4. Performs, or coordinates the performance of, pricing structure development and application to takeoffs, derived quantities, quantity assumption, and cost allowances within a discipline or other specialty.
5. Plans, coordinates, and directs preparation of specific budgets. Assists in developing requirements for budgeting standards.
6. Develops and implements requirements for cost recording, reporting, and analyzing standards, programs, and reports. Performs performance monitoring and control functions.
7. Assists in developing specific project codes of accounts and recommends appropriate modifications and revisions.
8. Identifies or defines data sources and techniques for data acquisition, and collects required data for a specific discipline or other specialty applications.
9. Assists in developing unit hour and pricing data for a specific discipline or other specialty, including estimating parameters, factors, indices, productivity and craft distribution reference data, etc., based on analysis of Bechtel and industry experience. Performs data analysis, identifies problems, and makes recommendations.
10. Creates and implements measurement systems for given processes, analyzes performance metric results, and identifies improvements.
11. Reviews the weekly and monthly progress reports submitted by contractors and subcontractors and prepared the Monthly Progress Report for submission to the client.
12. Develops, maintains, and updates the project trend and change register. Leads the project weekly trend and change control meetings and provides timely reports to project management.
13. Develops, maintains, and updates the project cost and commitment (CoCo) dashboard and provides timely updates to project management.
14. Performs contingency analyses and works closely with the project Risk Management to reconcile project trend register and the project risk register. Develop contingency drawdown / release curves, as requested by project management.
15. Performs estimating / cost engineering duties related to Bechtel services on the project i.e. job hours reporting, services cost reports, revenue and gross margin calculations, and supporting the preparing of the Project Financials Status Report (PFSR).
JOB KNOWLEDGE
Experience in performing, monitoring, and reviewing cost engineering functions, which include cost estimating, cost control, and cost analysis, in the field and the home office.
Knowledge in the use of computers for executing work processes.
Knowledge of supervision, personnel administration, and training of technical and nontechnical personnel.
Skilled in oral and written communication.
Knowledge of financial reporting systems and controller account codes.
Intermediate level of knowledge of engineering, procurement, contracts, construction, and startup work processes, as performed by Bechtel.
Knowledge of engineering and construction management customarily acquired over time through specialized instruction or practical experience.
