THE ORGNIZATION

Plan International Jordan was established in 2016 and has programmes in Azraq refugee camp and host communities.
The consortium
Plan International (PI), Mercy Corps (MC), Arab Renaissance for Democracy and Development (ARDD), Al Jidara, Solidarity is Global Institute (SIGI) are contracted by USAID to implement The Promoting the Voice and Leadership of Women (PVLW) Activity, which offers a new approach to advancing gender equality—one designed and led by Jordanian female voices and grounded in Human Centered Development (HCD) and behavioural science to sustainably change norms. The PVLW is a five-year activity that will create transformational changes in gender relations at the family, community and national levels to enhance gender equality and advance women’s leadership in Jordan. This will be achieve through: 1) strengthening the enabling environment and institutional capacity and addressing structural barriers for women to fully exercise their rights, express their agency and freely lead and participate in society without restrictions; 2) partnering with local stakeholders to counter prevailing prohibitive social norms that perpetuate gender inequality, undermine women’s agency to exercise their rights, and prevent transformative change in gender relations; and 3) advancing the inclusive and transparent leadership and decision-making participation of girls and women.
role PURPOSE
Plan International Jordan is looking for a
Social Behaviour Change (SBC) Officer
to provide technical support to the PVLW project in terms of social behaviour change and campaigning across the three pillars. The SBC officer will work closely with Plan’s gender officer, capacity strengthening officer, and with other consortium partners, to ensure timely fulfilment of the annual work plan.

Accountabilities
Plan international, a PVLW consortium member, is seeking to hire a social behavior change (SBC) officer who will be responsible for:
Program management

Support in the design and implementation of a cross cutting SBC analysis.

Support the SBC team in designing a formative research to better understand current norms and behaviors around women empowerment and meaningful participation.

Support in the design and implementation of SBC and communication strategies that support transformative change in gender norms.

Ensure proper design and implementation of a national level SBC and communication campaign based on the results of the gender analysis which will be carried out by the PVLW team.

Provide inputs into the design of SBC learning and monitoring activities, including SBCC indicators and evaluation designs.

Ensure mainstreaming of SBC and Communication Strategies in all PVLW activities with women and youth-led CSOs, coalitions, and other groups activities.

Support in the expansion of network of youth groups and coalitions.

Ensure efficient testing and adapting of SBC messaging with CSOs prior to any rollouts, to reduce the risk of misinformation, backlash, or harm to message deliverers, and to mitigate possible confusion over desired behavior change.

Document successes and lessons learned; prepare reports, presentations, short articles for publication to disseminate learning.

Inform regular monitoring of campaigns and SBC activities.

Assist with general program operations and field-based activities
Networking and coordination

Work closely with The PVLW Capacity Building and SBC Collaborative Team (MC and ARDD) with consultations to implement unified national-level communication and advocacy strategy and governorate-level communication strategies and actions.

Work closely with the PVLW gender unit to ensure the mainstreaming of gender lens across all SBC campaigns.

Provide continuous feedback on local campaigns and messaging.

Attend monthly cross-technical and cross-partner review meetings to discuss topics such as progress on the workplan, budget, contextual challenges and solutions, and monitoring data reviews.

Ensure consistent understanding of terms and approaches used under PVLW across all staff.

Liaise with key national and internationals stakeholders, including partners and donors towards the implementation of the gender equality agenda.

Provide inputs into the capacity strengthening plans and strategies for participants, stakeholders, staff, and partners to advance knowledge and skills in SBCC.

Provide stakeholder’s with leadership and networking opportunities.

Provide opportunities for young men and women to develop and drive behavior changes using traditional and non-traditional campaigns and messaging.
Child protection, gender equality and inclusion

Ensure that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan
Technical expertise, skills and knowledge
Essential

Bachelor’s degree in communications, media, marketing, journalism, public relations, women’s studies or a related discipline. In lieu of a Bachelor’s degree, at least three additional years of experience in the areas of women’s studies and/or communications, media, or marketing.

A minimum of three years of relevant experience supporting activities relevant to strategic communications and SBC.

Demonstrated understanding of SBC approaches that address change in social norms, structures, and individual behaviors, especially those related to gender dynamics and women’s empowerment.

Sound knowledge of gender issues in humanitarian and/or development settings, particularly GBV, including relevant international human rights, principles and established international standards.

Ability to work independently with limited supervision from line manager and under pressure with competing priorities and deadlines.

Excellent reporting and writing skills; both English and Arabic.

Excellent communication skills at all levels.

Proficiency in Microsoft Office applications including Excel and Word and ability to use information technology as a tool and resource.

Desirable

Flexibility and ability to work in a consortium with multiple staff members, partners, and networks.

Understanding and knowledge of USAID regulations and program administration, management, and reporting procedures and systems is preferred.
