Project Summary:
The Yemen Continuous Learning and Evaluation (YCLE) program provides rapidly deployed, robust, on-the ground, in-country oversight of USAID funded development activities implemented in Yemen. The YCLE Contractor supports the prudent use of U.S. taxpayer funds in an efficient and cost-effective manner, with a focus on: (1) Performance and Contextual Monitoring and Verification Services; (2) Evaluation Services; (3) Analysis and Reporting Services; (4) Collaboration, Learning, and Adaptive Management Services; and, (5) Program Support Services. The overall goal of YCLE is to enable USAID/Yemen to become a more effective and adaptive development organization.

Position Summary:
The Senior Monitoring, Evaluation and Learning (MEL) Officer will work closely with the Amman and Aden based MEL Specialists. The Sr. MEL Officer will be primarily responsible for collecting data and providing rigorous support in managing the portfolio of Third-Party Monitoring activities and will also play a key role in YCLE’s monitoring and evaluation work.
Responsibilities:
· Provide general technical support to YCLE Third-Party Monitoring (TPM) portfolios.
· Provide inputs into the design of TPM tools and design TPM tools as directed by the MEL Specialist.
· Work closely with the Monitoring and Evaluation (MEL) Specialists to script TPM tools using data collection software such as KOBO.
· Work with other MEL team members to design and deliver trainings for TPM data collectors.
· Take notes, as needed, for Implementing Partners (IP) TPM kick off meetings, consultation, orientation meetings and debrief meetings.
· Lead and support with TPM data analysis and drafting TPM site visit reports.
· Support in managing the YCLE monitoring, evaluation and learning plan including reviewing and revising indicators, completing Project Indicator Result Sheet (PIRS) statements, designing data collection tools, and ensuring timely reporting of YCLE MEL data.
· Work closely with the Yemen MEL Specialist to collect relevant YCLE data, analyze identify and address Imaging (IM) gaps, and facilitate information sharing between YCLE and YCLE stakeholders.
· Contribute to all aspects of Geographical Information System (GIS) data collection, cleaning and updating, including field data collection with GIS and non-GIS tools with the support of the MEL Specialist and Research and Reporting Officer.
· Develop and maintain the geodatabases for YCLE and USAID/Yemen activities as required.
· Create YCLE GIS products such as static maps and dashboards for standard periodic reports and for ad hoc assignments.
· Design, support, and lead Data Quality Assessments (DQAs) to ensure the reliability and validity of performance data.
· Provide technical support to other YCLE work including evaluation and assessments.
· Other duties, as necessary and assigned by the MEL Specialist or Chief of Party.
Qualifications:
· Bachelor’s degree required in a field related to monitoring and evaluation (M&E) such as social sciences. Master’s degree preferred.
· Minimum two years’ experience in monitoring and evaluation of international development projects required, preferably on USAID projects.
· Experience developing data collection instruments and collecting data in the Arab region.
· Ability to travel to Yemen for project assignments and field data collection.
· Strong command in writing reports in English is required.
· Fluency in English and Arabic is required.
