Senior Finance Officer
Job Purpose
Under the authority of the Senior Finance Manager – Budget Management unit Senior Finance Officer will be in charge of supporting the Senior Finance Manager in his/her functions. More specifically, s/he will be in charge of the implementation and follow-up of financial management and control tools.
Objectives
- Support the Senior Finance Manager in budget preparation and contractual review
- Consolidate and follow-up the Financial Internal Control tools and Financial Reporting.
Duties & Responsibilities
1. Budget preparation and contractual review
- Upon request of the Senior Finance Manager, in coordination with the CFM, prepare budgets by gathering information from the relevant departments to consolidate budgets for project proposals according to project/mission needs and donor constraints; propose sufficient programme and support budgets including mission’s investment plans in close link with country coordination. Ensure the financial feasibility of projects, respecting ACTED and donor’s rules and deadlines
- Whenever a new contract from a donor is received, prepare a contract sheet clarifying al the financial rules applicable for the Finance Manager validation (eligibility, flexibility etc…)
2. Implementation and Follow-Up of Financial tools
2.1. Cost Analysis
- Update the Running Costs follow-up tool and conduct analysis.
- Update the Allocation Tables and time sheets files (monthly and upon new contract signature as well).
- Review the ACTs of projects under her/his responsibility and suggest potential reallocations
- Upon request, present a cost analysis to the FM/CFM to support the decision-making process
2.2. Allocations
- Follow up of ACTED’s resources allocation per project at country level
2.3. Budget Control and Funding Structure
- Update the monthly BFU, CFU, DFU for the projects of the Area in collaboration with the AC/DAC and PMs
- Provide an analysis of ACTED resources to be funded on new proposal
- Identify funding gaps and risks
3. Financial Reporting preparation and support
- Ensure the preparation of Financial Reports to donors, crosscheck allocation tables with the financial reports and update the allocation tables accordingly, if needed
- Plan, consolidate, draft & crosscheck with Project Development Department (PDD) financial reports when requires (ad’hoc, interim and final), respecting contractual deadlines and rules such as flexibility, eligibility and liquidation period etc.
- Follow-up payments from donors and financial project close-out (contract liquidation)
4. Participation to the Midyear and Annual Accounting Closures process
- Under the supervision of the CFM, support the preparation of the v2 Closure (ATROCE: Final reports, SAGA allocations checking, reallocations, instalments from donors and cash tracking, ACT review) to ensure a smooth freezing of the accounts.
5. Any other tasks upon request of his/her manager, such as (but not only)
- Training of capital and base finance staff on ACTED FLAT Procedures and tools
- Support the finance and administration teams in the mastering of financial documents
- Support/act as area finance officer when needed
Key Performance Indicators
- Timely submission of financial reports to donors
- Accuracy of the mission financial data
- Number of alert and action plans developed by the finance department to improve system, process and practices
- Degree of autonomy of finance team
*Monthly Salary: 1405JOD
Skills
- Bachelor’s degree in accounting, finance or any related field (Master is a plus).
- Excellent knowledge of Excel
- Previous experience as a Finance Officer in International NGO
- Ability to communicate easily in Arabic and English
- Rigorous and detail orientated
- Good knowledge on SAGA
- Good knowledge on allocation tables
- Good knowledge in donor's rules and guidelines
- 2 years of experience on Budget control VS actual analysis
