SENIOR BUDGET ANALYST

Summary

Under direct supervision, responsible for collecting, analyzing and reviewing data related to Hospital budgeting process; assists in the preparation of financial plans, progress reports, allocation and re-allocation of funds.

Please Note that the position will be under KFSHRC-Madinah hierarchy,but will be located in Riyadh.

Essential Responsibilities and Duties

1. Participates in the preparation of yearly Hospital budget request to the Ministry of Finance.

2. Participates in the preparation of yearly operational budget as a Management tool.

3. Reviews budget request submissions from various departments and assists in budget allocations.

4. Builds and run budget allocations, reallocations, and transfers, traces and integrates budget allocations and transfers.

5. Analyzes periodically expense, budget, and variances for control purposes. Analyzes data related to actual expenses in terms of the size of activities; reports on trends and other statistical occurrences. Monitors expenditures and deviations from allocated budget and ensures the accuracy of budgeting data.

6. Responsible for the collation of historic data in a manner that will facilitate cost centre managers to understand past performance estimate requirements for the future.

7. Coordinates with Procurement and Planning Department to ensure compliance with allocated departmental budget.

8. Coordinates with Manpower Services regarding MSR changes to determine if funds are available or if the transaction requires additional funds. Controls and updates approved manpower lines through the appropriate applications system.

9. Prepares MIS financial reports such as budget variance, cost analysis, expenditures, etc. and analyses of same. Prepares special financial and auditor statements and schedules, in addition to regular budget reports as required.

10. Maintains suitable filing system for all reference documents in area of responsibility.

11. Interprets complex laws and regulations and updates policies and procedures for accounting and finance functions.

12. Provide advice and technical assistance with cost analysis, fiscal allocation, and budget preparation.

13. Participates in self and others education, training and development, as applicable.

14. Performs any other related duties as assigned.

15. Follows all Hospital related policies and procedures.

Education

Master’s or Bachelor’s Degree in Administrative Sciences major in Accounting or other related discipline is required.

Experience Required

Three (3) years of related experience with Master’s Degree, or five (5) years with Bachelor’s Degree required.

Other Requirements(Certificates)

– Computer literacy required.

– English proficiency required.

– Other professional qualifications in accounting preferred.

– Saudi national preferred.
