JOB PURPOSE

To provide specialist advice, analytics and contributions to integrated supply chain operations at HQ/RB level, or manage field supply chain operations to ensure an effective and integrated supply chain approach meeting the food assistance needs of beneficiaries and service provision requirements for partners.

KEY ACCOUNTABILITIES (Part 1)

  • Participate in the development, review and implementation of procedures for logistics field operations ensuring that objectives are achieved and increased efficiencies in compliance with functional strategies, policies and plans.
  • Analyze regional/country context, and design and manage end-to-end operational supply chain to proactively mitigate and/or address dynamic supply chain challenges and obtain operational optimization.
  • Lead, plan and manage the implementation of all transport logistics operations assistance modalities to ensure timely, efficient and cost-effective delivery of direct or indirect food assistance ensuring compliance with wider logistics policies and WFP standards.
  • Plan, monitor and manage resources to maximize effectiveness of supply chain operations.
  • Collect, prepare and analyze relevant technical and financial data from diverse sources to forecast operational needs under various scenarios and make evidence-based proposals.
  • Effectively contribute and coordinate to the preparation of logistics operations activities and contracting of all associated services in accordance with established guidelines.
  • Effectively lead managing transporters execution of the transport contract activities including performance monitoring and evaluation, supported by analysis and recommendations.

KEY ACCOUNTABILITIES (Part 2)

  • Build relationships and collaborate with counterparts in the key supply chain functions to ensure an integrated supply chain approach to food assistance.
  • Prepare accurate and timely accounting, data collection and reporting, to inform supply planning and contribute to a WFP wide view of logistics activities, enabling informed decision making and consistency of information presented to stakeholders. Liaise with internal and external stakeholders and consolidate preliminary data analysis, prepare accurate and timely reports to support a WFP-wide view of logistics activities that enables informed decision making.
  • Coordinate and liaise with internal and external stakeholders to support transport logistics operations management and strengthen partnerships on humanitarian supply chain.
  • Plan, organize and supervise the work of more junior staff to ensure that tasks are accomplished in a manner consistent with organizational requirements
  • Provide technical advice and guidance to WFP staff, partners and governments, building capacity to connect to markets, manage food systems and deliver food assistance to those in need.
  • Identify and build productive relationships and partnerships with counterparts in UN agencies, NGOs, governments and the private sector to share knowledge and resources and ensure coordinated delivery of food assistance.
  • Contribute to preparedness actions, develop CO Logistics Capacity Assessment (LCA), provide technical recommendations and guidance and monitoring the management of specific logistics risks to enable WFP to quickly respond and deploy food and resources at the onset of the crisis.
  • Act in an assigned emergency response capacity as required to meet emergency food assistance needs.
  • Perform other tasks as required.

STANDARD MINIMUM QUALIFICATIONS

Education & Experience: 5 or more years of postgraduate professional experience; with an advanced educational degree in a relevant area of expertise OR 7 years or more of relevant experience with a first university degree with relevant years of experience (Administrative/Assistant/Secretariat work experience is not considered, except for years holding Associate positions or above (UN equivalent grade G-6 or above), in which case each year is counted at 50%).

Language:

  • Fluency in English (level C written and spoken).
  • Fluency in Arabic (level C written and spoken).

Nationality: Yemeni citizenship.

TERMS AND CONDITIONS

  • WFP staff who are still under probation period are not eligible to apply for another FT position.
  • WFP staff on FT contracts must have completed one year in the current position to be eligible to apply for another FT position.
