Background
Under the guidance and supervision of the iMMAP’s Country Representative for Jordan and the overall supervision of the iMMAP’s Operations Director, and in conjunction with the iMMAP’s Food Security and Livelihood (FSL) Unit. The iMMAP FSL Coordinator will manage the iMMAP FSL Unit with an overall oversight to produce study reports and research analysis outputs on Livelihood & Food Security, Agriculture Value Chains and Market Systems related subjects for consumption by the various Livelihood & Food Security stakeholders iMMAP serves in region.
Description of Duties
The iMMAP Food Security and Livelihood Coordinator is responsible for leadership and coordination of program planning and management; coordination of programmatic themes and will oversee the following:
·Execute overall project management and guide the project set-up, including developing work plans, budgets and competence table with financial responsibilities and mandates for technical deliverables of the FSL Unit
· Monitor FSL staff performance to ensure all milestones set in the annual work plan are met, develop mitigation plans to reduce risks and take corrective actions to remedy any deviation from the work plans.
·Guide knowledge development, documentation and communication and branding in close collaboration with the Country representative, guided by donor and stakeholder expectations.
·Identify follow-up funding, partnership possibilities and lead on business development to substantially increase the funding portfolio of the FSL Unit.
·Manage change processes related to sustainable intensification, market/value chain development, funding, enabling environment and learning in the Livelihood & Food Security, Agriculture Value Chains and Market Systems sectors.
·As part of the iMMAP commitment to organizational learning, and in support of the understanding that learning organizations are more effective, efficient, and relevant to the communities they serve, it is expected that position holder will commit 5% of their time to learning activities that benefit iMMAP, as well as individual professional development.
Specific Key Result Areas
Project Management
-Provide programmatic leadership & team management in the development and implementation of the program studies.
-Support the Country Representative in maintaining strong partnerships and diversifying partnerships by identifying new partners in support of the Country Business Development Plan.
-Ensure high quality of project and program plan with effective delivery and fulfilment of objectives and utilization of budget.
-Plan the mobilization of resources for the implementation of program activities.
-Manage a comprehensive activity plan, including resource needs analysis, covering the time frame.
-Proactively inform iMMAP Country representative of identified opportunities, risks and risk mitigation relevant to the program planning and implementation.
-Maintain an overview of the national and regional context with a view to the strategic development of the project both in the current identified sites and potential of future program extension and expansion.
Technical guidance
-Lead on analytical and research work in the thematic areas of Livelihood & Food Security, Agriculture Value Chains and Market Systems Development, Sustainable land use, Climate Smart Agriculture, Agricultural Diversification and Nutrition Sensitive Agriculture
-Work with Whole of Syria FSL Cluster partners, Jordan FSL partners and iMMAP to identify research needs and topics.
-Lead in developing FSL reports and ensure the quality production of the deliverables.
-Ensure the inclusion of cross-cutting issues (Protection, Age, Gender, Disaster Risk Reduction and Environment) in the sector’s response.
Program Supervision
-Lead proactively on external coordination with other actors, (OCHA, UN sector lead agencies) at the relevant level, actively build relations and establish information sharing channels to ensure iMMAP is well placed within the FSL actors.
-Ensure training needs of teams are identified in collaboration with the other Project Leads.
-Lead and encourage a continuous learning and capacity building activities in the FSL Unit.
-Builds solid relationships with key national partners including local authorities, Academia and others.
-Ensure all identification, selection and contracting related issues for the FSL Unit staff are carried out in accordance with iMMAP guidelines.
-Ensure that staff receive appropriate and adequate training by providing coaching.
-Through a consultative leadership style and a transparent and supportive communication structure, develop and build an effective FSL project team.
-Tasks, delegates, and follow-up on the daily activities of the unit members
-Effectively coordinates and delegates the planned activities to ensure timely delivery of product.
Business Development
-Contributes to iMMAP’s business development activities, including developing project proposals, technical concept note, outreach activities, relevant consultations, and meetings.
-Strategy & Program Development – Meet donors to preposition for new program ideas and models based on evidence.
-In consultation with the Country Representative and Operations teams, lead on the development of technical/sectoral components of new proposals in Livelihood & Food Security, Agriculture Value Chains and Market Systems, based on emerging new needs and donor interests.
-Provide input into budget of technical components within new proposals.
-Lead development of Technical approaches and technical programs in alignment with strategies of various sectors.
Identification of New Programmatic Areas
-Under the guidance of the Country Representative, participate in the update of the Syria, Jordan and Business Development Plan.
-In coordination with the Country Representative, participate in new project proposals development and donors reporting in collaboration with other technical experts, project leads, Country Representative and iMMAP HQ.
-Capitalize on the good practices developed by the Global iMMAP mission and share it with the relevant stakeholders.
-Regularly assess and provide feedback and recommendations on the quality of the programs.
Learning and Research
-Participate in all FLS Units projects’ lessons learned events.
-Participate in design and roll out of new research proposals and initiatives of iMMAP as needed.
-Conduct regular situational analysis of the sector and feed recommendations back to iMMAP for decision making on future priorities.
Financial Management
-Plan and construct the FSL program budget.
-Ensure that budgets are spent according to donor proposals and regulations.
Representation
- Represent the iMMAP country office with national and international partners, donors, and media, and participate in local stakeholder engagement as appropriate.
- Maintain effective and positive internal contacts with iMMAP country and regional representatives, external contacts with national and local government officials, international non-governmental organizations (NGOs), and partner organizations;
- Follow iMMAP's branding regulations required for marketing or branding of all iMMAP products and correspondence.
Requirements

Education
– Postgraduate degree (MSc and/or Ph.D) in Agriculture and Natural resources, Agribusiness, Food Security and Nutrition studies, International Development Economics, or relevant field.
Experience
– Minimum of 5 years’ experience in program management required in the thematic area of Livelihood & Food Security, Agriculture Value Chains and Market Systems research and assessment in the humanitarian sector.
– Good understanding of project cycle management of livelihood programming and the sustainable livelihood framework
– At least 5 years of experience with increasing responsibility in Livelihood and Food Security Coordination, Missions Support Roles, in I/NGOs or other humanitarian agencies.
– Experience in donors and partnership relationships, representation with a wide range of organizations and stakeholders.
– Grant management experience with knowledge of the grant submission processes of major humanitarian and development donors such but not limited to the, USAID/BHA, EC, ECHO and FCDO.
Soft skills
– Strong analytical skills, and apt at turning abstract discussions into concrete ideas.
– Technical writing skills including developing proposals and reports.
– Ability to have a global overview of a program.
– Reactivity, anticipation, adaptability, capacity to take initiatives.
– Ability to pro-actively build relations with other stakeholders.
– Ability to select, develop and lead teams.
– Sound knowledge of the existing emergency market system mapping and analysis tools (EMMA, PCMA), familiar with systemic analysis and the M4P approaches.
– Proven technical capacity and knowledge contribution through publication of research articles with impact factor.
– Ability to work based on objectives.
