An opportunity is now available for an experienced Waste Management Specialist to support JIGPC at its Jazan IGCC facility through commissioning and start-up phase for the acquired assets. This is an on-site position in Jizan, Saudi Arabia.

The incumbent will report to the Environment Manager. The position will also interact with government agencies, JVs partners, customers, and environmental contractors/engineers in all aspects of ensuring environmental compliance especially with respect to waste management, disposal, recyling and waste elimination/minimization programs at the JIGPC. The JIGPC team supports the safe and efficient leadership, planning, commissioning and start-up of process gas units, including our newly acquired gasification technologies.

PRINCIPAL DUTIES AND RESPONSIBILITIES

The Waste Management Specialist role is to ensure the aims of the environmental management programs are met and that environmental protection is maintained throughout the Commissioning, Start -up and stabilization phases of the project.

Other duties and responsibilities include:

  • Ensuring the project is operating in line with the law of the land and all applicable Air Products and Saudi Aramco procedures
  • Establishing a systematic oversight program to assure compliance with all applicable regulations as per legal register
  • Ensuring JVs / Contractor environmental information is reviewed, and commented on as necessary prior to execution of work
  • Develop an environmental plan that details the environmental monitoring in accordance with legal and project requirements
  • Developing procedures and work practices to identify, classify, segregate and store waste in compliance with applicable regulations and in a safe and secure manner
  • Identifying all waste streams generated, and properly characterizing and classifying each stream
  • Ensuring the project maintains a proper waste manifest system and duty of care documents
  • Ensuring the Project (JV / Contractor) disposes of all waste in a legal and responsible manner via project approved waste disposal/treatment facilities
  • Promoting an environmental recycling program throughout all work area
  • Developing plans to implement the mitigation measures described in the EIA and ESIA for the project
  • Minimizing the potential to cause harm to human health and the environment from waste management activities by following a hierarchy that looks to eliminate or reduce waste at the source as the first option to and disposal as the last option
  • Managing site-specific waste profile sheets, including implementing analyses for non-routine or variable wastes where process knowledge is insufficient to classify the waste
  • Ensuring management is made aware of resources necessary to implement the environmental plan
  • Verifying, through periodic inspection and audit, the site-specific waste management practices, including documentation and record keeping, following applicable regulations
  • Highlight deficiencies in JVs/ general contractor programs and escalate as appropriate

through the EHSS&Q head and Commissioning manager.

  • When required and requested take part in contractor kick off meetings
  • Developing and deliver environmental training as required
  • Supporting incident / accident investigations in line with the established site procedures for same and ensuring accurate content and corrective action follow up
  • Ensuring all Incidents are entered into the JIGPC incident tracking system
  • Develop and track leading and lagging waste management objectives and targets
  • Maintaining a strong and effective professional working relationship with the JVs Management, Client, interfacing EPC's, sub-contractors, and other stakeholders
  • Maintaining an open and effective communication channel with the department head when in kingdom and out of kingdom
  • Assist the EHSS&Q department in ensuring the JIGPC Environmental plans are implemented
  • When required or requested, represent the company in meetings with the client, interfacing EPC's, contractors and other stakeholders
  • Backup the Water & Air Quality Engineers (wastewater, seawater discharge and portable water quality monitoring and air emission monitoring and testing experience will be a plus)
  • Periodically audit third party waste service providers to assure JIGPC-generated wastes are being managed responsibly
  • Responsible for regulatory compliance of radiation sources and the overall radiation safety program

  • Strong environmental technical and management experience at large multi-unit sites during commissioning and start-up phases.
  • Extensive practical experience with waste manifest generation and tracking system
  • Retain waste tracking records for periods defined by local / RC legal requirements
  • Environmental plan and procedure development including delivering training to affected employees
  • Strong environmental report writing and presentation skills
  • Waste identification and segregation knowledge
  • Through knowledge of international standards for management of health, safety, environment and risk assessment such as OSHA, ISO 14001 and ISO 45001
  • Strong management skills proven in large oil, gas or petrochemical industry.
  • Ability to work in a multinational organizational matrix with a variety of working relationships.
  • Results oriented, must be able to understand impact of decisions /changes on project HSE risks and overall project success.
  • Practical working knowledge of US EPA and Royal Commission Environmental Regulation & standards
  • Works autonomously, reliably communicating upwards when appropriate.
  • Strong planning, coordination and risk management skills.
  • Energy, drive and determination to lead the team to deliver the required results.
  • Ability to build up high performance environmental support to the management

Education & Experience:

  • Degree in Engineering (Chemical or Environmental) or Chemistry
  • Minimum 6+ years’ experience in oil, gas or petrochemical industry in Saudi Arabia preferred with focus on waste management programs
  • Strong knowledge of US EPA and Royal Commission Environmental Regulation & standards and its compliance
  • Knowledge of KSA Radiation laws and compliance experience with a valid RSO licence will be a plus.
  • Demonstrated experience in being a member of a multi-discipline team
