II. Organisational Context and Scope
The Kingdom of Bahrain is continuing to make efforts to strengthen the situation of migrant domestic workers, including but not limited to the standard tripartite employment contract and the optional insurance system for domestic expatriate employees. In 2022, the country has attained Tier 1 status in the State Department’s annual Trafficking in Persons Report (

an achievement it has maintained for 5 consecutive years

). As elsewhere, however, migrant domestic workers face a range of challenges over the course of the labour migration cycle, including, for example, deceptive recruitment practices, inadequate inclusion in legislation, contract substitution, trafficking, inadequate living and working conditions, poor occupational health and safety and non-payment of wages, to name a few. Since early 2020, migrant domestic workers have also had to contend with the additional health and social risks brought on by the COVID-19 pandemic, which exacerbated pre-existing vulnerabilities. In addition, as they work in, and often live in, private households, domestic workers are often socially and physically isolated, and therefore face more difficulties in availing of support and assistance.
Responding to wide-ranging efforts by the Government of Bahrain to enhance the protection of migrant domestic workers, this project seeks to identify key points of systematic vulnerability and propose targeted recommendations. This will contribute to establishing a strong evidence base that will support future related interventions. The

Technical Consultant

will be part of an IOM research team and will support by developing vulnerability assessment criteria to ensure that all relevant thematic areas are included, as per key international frameworks, standards and conventions. S/he will also carry out technical analysis focusing on identifying and mapping out structural and systematic factors that could render migrant domestic workers vulnerable, along with accompanying recommendations.
S/hewill report directly to the Project Officer (Labour Mobility & Social Inclusion) in IOM-Bahrain and will be expected to work closely with the

Research Specialist

and

Researcher

at IOM-Bahrain.
III. CONSULTANCY OBJECTIVE
The objective of this consultancy is to develop vulnerability analysis criteria for migrant domestic workers in Bahrain, in close consultation with the IOM research team. S/he will also produce a gender-responsive technical assessment that identifies and comprehensively maps out gaps in legislation, policies and practices that can render migrant domestic workers vulnerable, against the backdrop of international standards and conventions. This assessment should also include relevant recommendations.
IV. SCOPE OF WORK
The

Technical Consultant

will work together with the IOM research team to complete the following:
– Review relevant project and existing documents.
– Develop vulnerability analysis criteria for migrant domestic workers, including a comprehensive set of thematic areas and guiding research questions, in line with international standards and conventions.
– In line with the approved vulnerability research criteria and with support from the research team, carry out a technical assessment of existing structural and systematic gaps in legislation, policies and practices, noting the extent it can render migrant domestic workers vulnerable, from their point of arrival to departure and in line with international standards and conventions. Each thematic area should be accompanied with relevant actionable recommendations, adopting a multi-stakeholder approach.
– Provide inputs to key informant interview guides and/or requests for data for different stakeholders to understand the lived experience of migrant domestic workers.
IOM will provide the Technical Consultant with any available resource that could support the assignment.
V. DELIVERABLES AND SCHEDULE
The schedule of delivery is expected to be as follows:

A technical assessment of structural and systematic gaps in legislation, policies and practices, noting the extent it can render migrant domestic workers vulnerable, from their point of arrival to departure and in line with international standards and conventions.This should be accompanied with relevant actionable recommendations by timeframe (short-, medium-, and long-term) and stakeholders, as relevant: October – November 2022 (20 days)
Inputs to key informant interview guides and/or requests for data for different stakeholders to understand the lived experience of migrant domestic workers: October – November 2022 (3 days)

VII. REQUIRED EDUCATION AND EXPERIENCE

Advanced degree in law, migration studies, political economy, sociology or a similar discipline;

A minimum of 5 years of technical experience in the field of migration, preferably with a focus on domestic work;

Demonstrated research and technical experience on topics related to migrant domestic workers including carrying out secondary data collection;

Strong knowledge of international labour standards relating to migrant domestic workers including terms and conditions of employment, private recruitment agencies, conditions of work and accommodation, equality and social security is required;

Strong knowledge of the Gulf states’ labour migration management systems is strongly desirable.
VIII. LANGUAGES

Professional fluency in spoken and written English is required. Knowledge of Arabic is recommended.
IX. CONFIDENTIALITY AGREEMENT
Contracted consultants are not permitted to use any of his/her gathered data, reported findings, contributions to the draft and final reports to further his/her personal research.
