ORGANIZATIONAL CONTEXT
This job is found in WFP Yemen Country Offices based in Sana'a and generally report to the Head of Unit.
Job holder will lead and advise on services for a specific geographical location, for example supporting a specific region, or to operate in a CO where the complexity of meeting food assistance needs is moderate. Job holders may also manage a small team of staff.
JOB PURPOSE
To manage the OIM-PR functional area for the Yemen Country Office, leading all Country Office Operational Information Management and Performance Reporting (OIM/PR) activities, requirements and outputs. To coordinate the collection and analysis of operational, situation and programme performance information to inform Country Office, Regional Bureau and Headquarters senior management.
Reporting directly to the Country Director or their delegate, the incumbent will lead the Country Office OIM/PR Unit and will oversee and coordinate all OIM/PR activities contributing to the establishment and presentation of a standard and consistent operating picture of WFP operations and associated results that facilitate informed and timely decision-making at all levels of the organisation.To lead, oversee and coordinate all Operational Information Management & Performance Reporting (OIM & PR) activities contributing to the establishment and presentation of standard and consistent operating picture of WFP operations and associated results that facilitate informed and timely decision-making at all levels throughout the organisation.
KEY ACCOUNTABILITIES (not all-inclusive)
- Lead and coordinate the production of all corporate OIM/PR outputs as well as other reports/external products necessary for providing essential information on the food security situation in Yemen as well as WFP’s operation in the country.
- Lead the development and execution of the Country Office OIM/PR strategy, supporting the development, implementation, and assurance of defined quality standards in all process and products.
- Manage and supervise the Country Office OIM/PR unit and graphic designers in the production of all OIM/PR-related outputs.
- Lead Country Office ad-hoc and emergency reporting, including emergency OIM/PR coordination, drafting of reports, and managing emergency information flows to internal and external stakeholders.
- Collate, analyse, and communicate the ‘Essential Elements of Information,’ pertaining to the operational environment in Yemen and available human, financial and physical assets to facilitate access to timely and accurate information used at country, regional and corporate level: Ensure country-specific input to WFP’s corporate operational reporting, facilitate and maximize the exchange of information and data flow between functional area networks in WFP, and provide operational awareness and understanding of events that may have humanitarian and/or operational impact. Include this information in a Daily Operational Brief disseminated internally, to the Regional Bureau and relevant WFP offices globally as well as in ad-hoc updates for the Leadership Group and other reporting products as required.
- Manage the relationship and coordination with the RBC OIM unit, including representing the Country Office in regional OIM/PR functional area enhancement and capacity building efforts.
- Facilitate the OIM/PR link with WFP Headquarters (HQ) as the Country Office focal point for the WFP HQ Emergency Operations Division (EME) Operations Centre (OPSCEN) by ensuring the flow of information to HQ senior management and for HQ-owned OIM-PR products, including the Daily Operational Brief, Emergency Dashboards and other ad-hoc requests.
- Manage any inter-agency reporting needs, collaborating with counterparts in other UN agencies to ensure consistency in humanitarian information and to complement WFP analysis and information.
- Lead the Annual Reporting Exercise as the exercise as the Yemen Country Office Annual Country Report (ACR) Coordinator in collaboration with the Country Office Programme, Monitoring and Evaluation, Supply Chain and Budget and Programming functions. This includes process and project management, stakeholder coordination, as well as data analysis and drafting of narrative sections, working closely with relevant functions to meet deadlines.
- Support the Country Office and Regional Bureau by preparing, organizing, and providing support to the Operational Task Force (OTF) and Strategic Task Force (STF).
- As needed, prepare talking points, advocacy messages and briefing documents about the political, humanitarian and security situation in Yemen for high-level officials within WFP to meet with various policy makers.
- Coordinate between the Country Office OIM/PR and Government Partnership functions; supporting the Country Office Government Partnerships/Donor Relations Officer(s) as and where needed, including drafting of donor reports and proposals; as well as supporting as required other Government Partnerships-related matters/processes.
- Oversee and approve the information collated from media and local internal and external sources to facilitate and maximise the exchange of information and data flow between functional area networks in WFP, to provide operational awareness and understanding of events that may have humanitarian and/or operational impact.
- Oversee and approve the collation, drafting and dissemination of political and humanitarian analysis pertaining to WFP current or future responses and donor policies, trends and preferences to ensure country specific input to WFP’s operational reporting.
- Collaborate with counterparts in WFP Divisions, supporting performance of activities and ensuring an aligned and consistent approach to information management, analysis and performance reporting.

STANDARD MINIMUM QUALIFICATIONS
Education:
You have:
- Advanced University degree in Political Science, Economics, Statistics, Information Management or Journalism, Business Management, Social Sciences or other relevant field, or First University degree with additional years of related work experience and/or training/courses.
Experience:
You have:
- Minimum five years or more of postgraduate professional experience in a relevant field of work, with a background and interest in international humanitarian development.
Language:
You have,
- International Professional: Fluency (level C) in English language.
- Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or Portuguese (a WFP working language).

• Sound theoretical understanding of OIM concepts and principals with a broad knowledge of best practices, techniques and processes.
• Strong analytical skills with the ability to analyse and interpret information and draw out the key messages.
• Strong oral and written communication skills, able to clearly articulate insights to stakeholders in WFP.
• Ability to lead, motivate and develop small teams of junior staff.
• Knowledge of common business principals and processes and the ability to quickly assimilate UN/WFP specific processes and systems.

TERMS AND CONDITIONS
- This position is required for 1 year with a possibility of extension up to 4 years subject to the operational needs and availability of funding in Yemen Country Office.
- A limited Fixed-Term Appointment (LFT) position is a non-mobile staff appointment in the international professional category for a limited period, to a max of 4 years.
- WFP offers an attractive compensation and benefits package in line with ICSC standards (http://icsc.un.org) including basic salary, post adjustment, relocation entitlement, visa, travel and shipment allowances, 30 days’ annual leave, home leave, an education grant for dependent children, a pension plan, and medical insurance.
- The position is based in Sana'a, Yemen and the selected candidate will be expected to relocate.
