BACKGROUNG AND PURPOSE OF THE ASSIGNEMENT:

Over the past few years, the United Nations World Food Programme (WFP) has responded to an unprecedented level of emergencies, many in high-risk areas, while maintaining ongoing operations. The Security Division, under the framework of the UN Security Management System, ensures these operations consider the safety and security aspects of its personnel, facilities, and assets. The current operating context demands more agility and greater support and services from the Division. This increased demand puts both pressure on the organization as a whole, as well as the need for greater efforts in ensuring the safety and security of these operations.

The Security Division relies on timely, accurate, comprehensive, and relevant security-related data and information to support WFP operations and decision-making. Security-related information is collected and processed constantly around the world by security personnel. This requires improved understanding of the data and information to provide actionable security support to Regional Bureaux and Country Offices for effective security risk management. In the midst of digital transformation of the Division, technology solutions facilitate this change, contributing to enhanced agility of the Security Division to support WFP global operations. The adaptation to technology and improved use of data requires solutions that optimizes what and how we work. This position is in the Business Transformation Unit of the Policy & Enabling Services Branch of the Security Division.

ACCOUNTABILITIES/RESPONSIBILITIES:

The incumbent, under the direct supervision of the Head of the Business Transformation Unit, is expected to:

  1. Develop and coordinate a structured approach to manage SEC workplan and BT projects

  • Create and contribute to divisional project planning and implementation; engage and liaise cross-functionally with relevant teams in HQ, RBx and COs.

  • Support and communicate the development of functional work plans, ensuring compliance with wider WFP policies, standards and strategies.

  1. Coordinate the evolution of the SEC Technological Framework

  • Lead the technical configuration with vendors and/or TEC counterparts to translate business requirements into technical specifications.

  • Manage test scenarios and test cases, review quality, accuracy and comprehensive coverage or functionality and requirements.

  • Technical advice on solutions to business problems and on new technologies

  • Perform feasibility studies and analysis of identified solutions based on business requirements

  • Align IT framework to corporate standards, including possible data integration and collaboration with other WFP areas and other entities outside WFP.

  • Advise on relevant planning and budgeting with technical expertise in IT solution development, functionality, performance, aesthetics, and sustainability.

  • Identify indicators for improved performance, efficiency and effectiveness, plan and design data collection approach.

  • Analyze data collected; produce accessible information products, including visualizations, to make tracking progress more accessible for different audiences.

  1. Support digital transformation to new processes and practices

  • Map processes, workflows, and design, when necessary, propose change and continuous operational improvement that supports business capabilities, by defining needs, modeling the business, and recommending solutions.

  • Participate in identifying business needs and propose ideas for new or improved systems, tools and processes that assist meeting WFP objectives.

  • Seek new ways to innovate and improve internal operations.

  • Minimize disruption in introducing new technologies and facilitating new solution adoption, creating, and providing training content and user support

  • implementing an appropriate Change Management Plan

  1. Support Maintenance and Continuous Improvement of the SEC Technological Framework

  • Data Layer

  • Coordinate and liaise with TEC and UNDSS on the technical aspects of the corporate and UN security data framework, respectively

  • Design data pipelines to facilitate improved data accuracy and timeliness

  • Integrate and model data into the security data warehouse and, when necessary, the corporate data warehouse

  • App Layer

  • Support Maintenance, upgrade, or enhancement of the systems in coordination with technical teams

  • Monitor system utilization to measure performance and continued effectiveness, including records of issues and any maintenance and development efforts undertaken

DELIVERABLES AT THE END OF THE CONTRACT:

  • Effective recommendations on systems design and applications to meet business requirements developed.

  • Documentation of the functionality provided for all technical systems supported including issues of the systems and any maintenance and development efforts.

  • Core security data ingested in data warehouse modelled.

  • Training materials developed for new and updated solutions.

  • Timely support provided to existing systems.

QUALIFICATIONS AND EXPERIENCE REQUIRED:

Education:

Advanced university degree in computer science, information systems, or related field, or a first-level university degree with additional years of related work experience.

Experience:

At least 5 years of progressively responsible international experience in project or program management, coordination, or related area is required.

Experience in designing and implementation of technology projects is required, including work on mobile applications. Experience in full-stack programming, applications integration in multiplatform frameworks and, and testing.

Experience with data visualization tools, such as Tableau or Power BI is required

Knowledge & Skills:

  • Strong analytical and problem-solving abilities

  • Knowledge of cyber security principles

  • Client-oriented and user-centric approach in solutions

  • Good analytical abilities, both quantitative and qualitative: ability to perform advanced analysis and produce high-quality written materials, as well as text documents.

  • Knowledge in process optimization, business process analysis and design

  • Knowledge of data governance and data privacy principles

  • Collaborative spirit to liaise with a wide range of people at all levels and across different cultures, with credibility and diplomacy; demonstrated ability to facilitate cross-functional collaboration.

  • Time management skills with an ability to plan ahead, anticipate requirements, problems and obstacles, and an ability to juggle competing priorities successfully, and to work on tight deadlines;

  • Self-motivated and able to work independently and/or in team.

  • Detail-oriented with a client-oriented approach in solutions

Languages:

Excellent command of spoken and written English (fluency/level C knowledge). Intermediate knowledge of another official UN language is desirable.
