JOB PURPOSE

To lead and manage a WFP Field Office to ensure the effective and efficient management of human and financial resources and delivery of WFP programs and activities. A large emphasis is placed upon building and maintaining relationships with local governments, UN agencies and other partners in the area to reinforce WFP’s visibility.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Manage and lead WFP Provincial operations within the area of assignment to ensure timely and effective deployment of food assistance and other programmes.
  2. Collaborate with Government stakeholders for strategic partnerships to mobilize resources for WFP activities and positioning of WFP as technical assistance partner of the Government in the Province.
  3. Create linkages with Academia, Think Tanks, Technical Institutes, at Provincial level for WFP positioning.
  4. Engage and maintain strategic research upstream policy dialogue to build Government capacity by evidence generation.
  5. Develop Annual Work Plans with Government partners.
  6. Coordinate with Country Office to develop cost-effective and sustainable programmes with short, medium and long term outcomes for the Province that align with the objectives of the Humanitarian Development Nexus (HDN) and Sustainable Development Goals (SDG).
  7. Hold accountability for the deployment of Country Office initiatives, policies and strategies in the province.
  8. Effectively manage the Provincial Office to ensure transparent and efficient people management and the continued development of a cohesive and high performing team.
  9. Ensure efficient use of financial resources for achievement of set objectives with guidance from the relevant units in the Country Office.
  10. Hold accountability for the security of WFP staff, operations, premises and assets in the Provincial Office to ensure that WFP security and safety standards are locally set and followed.

OTHER SPECIFIC JOB REQUIREMENTS

In support of WFP operations in the areas of nutrition, emergency response & preparedness food security, Resilience, Drought/Flood Management, and Climate Change

    1. Support the development and implementation of the nutrition, food security, Resilience, Drought/Flood Management, and Climate Change component in line with WFP policies, guidelines, Executive Board decisions, and directives.
    2. Provide support to the development and implementation of the nutrition, livelihood and resilience programmes, in line with WFP’s policies, guidelines, Executive Board Decisions, and directives.
    3. Collaborate with governments and other partners in identifying where food assistance can be usefully deployed at the local level and provide support and technical expertise for the planning, formulation and implementation of food assistance programmes, including advice on the context- specific transfer modalities (food, cash or vouchers).
    4. Develop and coordinate data gathering and monitoring systems and conduct timely monitoring and evaluation activities.
    5. Forge and nurture external partnerships to improve assistance packages and support complementary strategies; identify potential areas for collaborative approaches and initiatives.
    6. Develop and sustain liaison with local government authorities, international and local NGOs, UN agencies, donors, civil society, beneficiaries and other partners and media engaged in the field of food security.
    7. Engage with beneficiaries, inspect storage places and points where WFP commodities are received, in order to ensure compliance with WFP policies and that progress is made in the achievement of project objectives.

STANDARD MINIMUM QUALIFICATIONS & EXPERIENCE

Education: Advanced University degree in Economics, International Development, Agriculture, Water, Food Security, Disaster Management, Social Sciences or other related field

Experience: Minimum 7 years of post-graduate professional/ managerial level work experience (management of office or large team and in emergency response & preparedness food security, Resilience, Drought/Flood Management, and Climate Change)

Language: Fluency (level C) in English and Urdu language.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

1- Has developed, or supported in the development of, multi-discipline work plans to support the achievement of WFP (or other organization’s) strategic aims within a defined area.

2- Has experience in field operations, preferably in a hardship duty station or emergency situation and in the areas of emergency response & preparedness food security, Resilience, Drought/Flood Management, and Climate Change.

3- Has field experience via field rotations or working in a sub-office, and through field postings.

4- Gained experience of analysing local situations, assessing risk accurately and supporting managers and leaders in decision making that is sensitive to this.

5- Gained broader exposure across areas within a function (i.e. policy, programme etc.)

6- Has gained experience managing mid-size financial budgets, balancing multiple priorities effectively. Has experience leading a mid-size to large team to ensure the effective delivery of objectives.

Collaborates with governments and other partners to identify opportunities for food assistance programmes in-line with WFP’s strategic aims locally, and negotiates the optimal approach to delivery against these.
