Procurement and Supply Chain Management Specialist

The main objective of this Specialist – Procurement and Supply Chain Management position is to support procurement and supply chain management (SCM) activity implementation under the guidance of the Senior Program Manager (SPM) and according to the MTaPS Jordan Work Plan. Activity implementation requires technical expertise and effective communication and collaboration with national counterparts and other stakeholders.

As required, s/he will also provides technical assistance to other country activities and works with the SPM and other MSH technical staff on opportunities, new and existing tools, and country implementation programs related to strengthening pharmaceutical management systems.

MAIN DUTIES AND RESPONSIBILITIES:

Technical Support 50%

  • Support overall implement program activities related to procurement and SCM under the guidance of the SPM and in collaboration with MTaPS technical experts.
  • Assist the SPM in coordinating program activities between national counterparts, stakeholders, and technical experts at MTaPS home office and in country.
  • Have strong understanding of procurement best practices and policies and assist the SPM and MTaPS technical experts in implementing them with stakeholders.
  • Provide technical and administrative support in the assessment of current supply chain and developing institutional supply chain management policies and procedures with MOH stakeholders.
  • Identify performance metrics for measurement, comparison, and evaluation of factors affecting the supply chain.
  • Apply technical knowledge and expertise in the development of guidelines, technical documents, training material and other technical and communication tools related to pharmaceuticals procurement best practices and supply chain management.
  • Conduct field visits as needed to follow up on the implementation of different activities.
  • Track, document, and share – in writing and verbally – activity implementation for regular updates and provide draft material for quarterly and annual progress reports systematically and according to program standards.
  • Identify training needs and evaluate/document field activities to ensure that all lessons learned are effectively incorporated into current best practices.
  • Perform other technical tasks as may be required.

Coordination and Communication 30%

  • Represent the program at various technical meetings with other cooperating agencies and participate in various working groups as required, including making technical presentations on key activities and achievements of assigned areas as needed.
  • Report, in writing and verbally, to the SPM regularly and in a timely manner any progress, results, or challenges in activity implementation.
  • Draft well-written documents, in English and/or Arabic, illustrating good practices, success stories and anecdotes to be posted in newsletters, websites, press releases, and other visibility tools.
  • Work closely with the Finance and Administrative (F&A) teams in country and in home office, as needed, to coordinate program activities and events and ensure optimal and timely planning.
  • Support the SPM in planning and monitoring activity budgets in coordination with the F&A team.
  • Coordinate with other MTaPS technical teams and activities ensuring harmonized approach in line with objectives of the program.
  • Work closely with the SPM to ensure technical work plans are being implemented in a timely and technically sound manner.
  • Maintain close liaison with government counterparts on progress, challenges, and ways forward and provide regular and timely updates to the SPM.

Monitoring and Evaluation 20%

  • Provide initial drafts and/or input, in Arabic and/or English, as requested by the SPM, for monitoring, evaluation, and learning documents and progress reports.
  • Regularly share program progress updates with the SPM, CPD, and home office teams in technical meeting and on M&E platforms.
  • Support the collection and validation of data for program indicators and report and update relevant components of the M&E plan accordingly.

QUALIFICATIONS

Education:

Required:

  • Degree in procurement and supply chain, business management, health management, industrial engineering, or a related field.

Experience:

Required:

  • Bachelor's and 4-6 years of experience, or Master-s and 2-4 years of experience relevant health procurement and supply chain management.

Preferred:

  • Experience with public health programs in developing country context supported by bilateral agencies such as USAID or international agencies such as the Global Fund, FAO, WHO and World Bank.

Knowledge, skills and competencies:

  • Excellent writing and presentation skills in Arabic and English are essential.
  • Strong organizational skills and ability to work in a team-oriented, culturally diverse environment.
  • Excellent interpersonal skills, sound judgment, communication skills, training experience, ability to identify and resolve policy and operational constraints.
  • Strong computer skills; Excel, MS Word, MS Project, PowerPoint.
  • Demonstrated competence to assess priorities and manage a variety of activities in a time-sensitive environment and meet deadlines with attention to detail and quality.
  • Functional competencies: Highly motivated, resourceful, results driven and persistent. Ability to think strategically, gather and analyze information to make appropriate decisions.
  • Ability to work independently, within a team, and to maintain a healthy and enabling environment.
  • Core MSH competencies: adaptability, communication, problem solving, creativity and innovation, timeliness of work, quality of work and team relationships, resource utilization.

Physical demands: Ability to travel domestically up to 30% of time as required to support the progress of program activities. Keyboard use, pulling drawers, lifting papers <10lbs., etc.
