Organizational Setting and Reporting Relationships: The UN Office for the Coordination of Humanitarian Affairs (OCHA) is part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA also ensures there is a framework within which each actor can contribute to the overall response efforts. OCHA's mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions
This Temporary job opening is being advertised for the position of a National Information Management Officer/Humanitarian Affairs Officer (NOA) located in Amman, Jordan and reports to the Head of Coordination Support Unit.
Responsibilities: Within limits of delegated authority, the Humanitarian Affairs Officer (HAO) at this level will be responsible to support the overall coordination of humanitarian response in Syria and analyses and format high-level products. In particular, the HAO will perform the following duties:
Ensures accurate information collection in support of humanitarian analysis and response:
- Reviews incoming field reports, prepares summaries of field activities and flags important issues to senior management.
- Actively participates in the Humanitarian Program Cycle (HPC) process, including the HNO, HRP, monitoring and annual report processes.
- Gathers and verifies information on issues affecting the humanitarian situation, emphasizing opportunities for response.
- Supports regional analysis and interfaces with the Information Management working group to extract key action points that need follow up from assessments undertaken.
Ensures facilitation of information sharing among partners:
- Pro-actively shares information with OCHA and relevant stakeholders on pertinent issues.
- Identifies key pieces of information that will assist with organizational decision-making with a particular focus on improving gap analysis and humanitarian response.
- Ensures the development of coordination and cooperation mechanisms among stakeholders.
- Engages with the different response areas to strengthen the humanitarian response by partners.
- Supports existing coordination mechanisms and meetings, including through the preparation of minutes, readouts, analysis and follow-up actions.
- Establishes relationships with key stakeholders, including non-traditional humanitarian actors in areas of operation to ensure humanitarian information flow from OCHA to partners and vice versa and ensure their participation in operations.
- Coordinates with relevant stakeholders to create and maintain humanitarian access.
- Timely prepares meeting minutes and note underlining next steps.
Ensures proper monitoring and reporting:
- Supports the collection of field information to monitor and improve ongoing response, coordination activities and information products.
- Prepares succinct reports on the key humanitarian issues in the districts and workings
Data Analysis
- Supports the design, development and manage the content of spreadsheets and other data tools; documents and ensures the quality of high-value humanitarian data for accuracy, consistency and comparability; supports the consolidation of operational information on a regular schedule to support analysis
Data Visualization
- Format HPC related products such as HNO, HRP, monitoring reports and others.
- Assists in the production and updating of information products such as reports, charts and infographics by turning data into graphical products to convey messages and a storyline.
- Develops advocacy materials including posters, presentations and other visual materials.
- Supports the production and updating of high-quality products and online servicesPerforms

Qualifications
Education: Advanced university degree (Master's degree or equivalent) in political science, social science, international studies, public administration, economics, engineering, earth sciences or a related field is required. A first-level university degree in combination with an additional two (2) years of qualifying experience may be accepted in lieu of the advanced university degree
Experience:
- A minimum of two (2) years of progressively responsible experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management, or other related area is required.
- Experience in information management, information systems, data management, data visualization, or other related area is required.
- Experience in emergency situations (complex emergency or natural disaster) is desirable.
- Experience in a humanitarian context within the UN Common System or other comparable international organization is desirable.
- Experience in GIS and mapping is desirable.
Languages: Fluency in written and spoken English is required
Other Skills: Describe any additional qualifications:
- Ability to use IM tools and services, such as MS Excel, ArcGIS, Adobe Illustrator, InDesign, Mailchimp, etc.
