Consultancy Services for Training Course on Proposal Writing
1. Introduction and Background information
The objective of the intervention “Developing skills for employability of Syrian refugees and vulnerable youth in Jordan” is to enhance employment outcomes, in particular for Syrian and vulnerable Jordanian youth and women, and more specifically to develop skills for semi-skilled workers in cooperation with the private sector.
This intervention is a part of a larger program, QUDRA II. QUDRA II is the second phase of a large multi-country, multi-donor program named “Qudra– Resilience for Refugees, IDP’s, Returnees and Host Communities in response to the protracted Syrian and Iraqi Crises”. QUDRA II will be implemented by five European development agencies.
The overall objective of QUDRA II is “to contribute to mitigating the destabilizing effects of the protracted Syrian and Iraqi crises and to better respond to the resilience needs of refugees, internally displaced persons (IDP), returnees and host communities”.
The intervention “Developing skills for employability of Syrian refugees and vulnerable youth in Jordan”, this is to be achieved through, a) effective partnerships between vocational training institutions and private enterprises contributing to demand-driven and work-based vocational training, b) training of 2000 Syrian refugees and vulnerable Jordanian youth including 40% women, and c) improving human resource management of private enterprises.
2. Purpose the Proposal Writing Training Course.
The proposal writing training course contributes to Result 1 of the project: “Public-private partnerships for labour market-relevant vocational training are operational in targeted areas”. The operational partnership is assumed to reduce the gap between the vocational training providers outcomes and the employment requirements, to improve the relevance of vocational training for semi-skilled worker level occupations and facilitate an effective transition from the world of training to the world of work. Within this framework, the proposal writing training course supports the vocational training corporation PMU staff through providing them with the needed theoretical and practical skills to enhance their capacity in writing technical proposal in a scientific approach.
Targeted group:
The training course will be mainly targeted towards the projects management staff of the Vocational Training Corporation (VTC)
3. Course Scope and Methodology
3.1 Course Scope
The course scope will be focusing on providing the VTC’s PMU staff (15 participants) with up-to-date skills related to proposals technical writing.
3.1.1Course Objectives
3.1.1.1 Broad Objective
The broad objective is to provide the participants with the needed theoretical and practical skills to write technical proposals effectively and efficiently.
3.1.1.2 Specific Objectives
The specific objectives are to:
- Know fundamentals of effective technical proposal writing
- Identify principles of technical writing
- Proposal writing tools and techniquesWrite appropriate words and phrases to improve tone in writing.
- Write winning technical proposal.
3.2 Course Methodology
It is recommended that the course will be carried out through multiple face-to-face training techniques including group discussion, working groups, and practical exercises.
3.2.1 Description of core tasks
Develop 4 days proposals technical training course agenda including training topics and timing.
- Provide training material including presentations, handouts, practical exercises and pre and post assessment tools.
- Deliver 4 days training through multiple face-to-face training techniques including group discussions, working groups and practical exercises.
- Develop completion report providing pre and post results as well as capturing qualitative feedback from attendees.
4. Timeframe
The training course is expected to be executed for approximately (6) working days including 4 days for the training course delivery and 2 days for reporting carried out during Week 4, September 2022.
5. Deliverables
The consultant(s) will submit the following deliverables:
- Course Agenda (English and Arabic)
- Training material including presentations, handouts, practical exercises and pre and post assessment tools (in Arabic).
- Final report including (in English):
- attendance sheets
- pre- and post-assessment results
- qualitative feedback
6. Profile
Individual consultants or frames (both profit and non-for-profit) must fulfill the following criteria:
- Registered training and consulting company.
- A graduate degree in PMP, Public administration, or related field.
- Minimum of 10 years’ relevant professional experience in projects management capacity building
- Approved experience in delivering training activities.
- Experience with similar assignments.
- Able to take a collaborative approach as heshe will work closely with project staff and VET providers.
- Excellent communication and report writing skills
- Fluency in English
7. Place of the consultancy
The consultancy will be carried out at a training/hotel venue through coordination with Enabel’s team.
8. Roles and responsibilities
The consultant(s) is expected to adhere to the requirements and deliverables as stipulated in this ToR.
9. Contact persons for the assignment
The consultant will report to the Intervention Manager based in Amman.
