1.Identifying opportunities on which to submit bids and feeding bid / no bid decision.
2. Submit annual budget and forecast plans based on market research.
3. Manage bids database records and results.
4. Set bid strategy to win bids, including pinpointing the company key differentiators.
5. Ensure responses to all proposals, quotations are as per the company’s standard.
6. Study tender documents including drawings, project specification, BOQ, scope of work,
contract details and conditions.
7. Address the technical and commercial risks relating to the bids and propose mitigation plan.
8. Study tender BOQ, quantities take off, sending enquiries to the vendors/ subcontractors to
get competitive quotations.
9. To build relationships and liaise with suppliers and vendors and manage daily
correspondence for quantities, costs and specifications.
10. Negotiating with specialist suppliers and/or subcontractors.
11. Preparing technical clarifications to client for discrepancies in tender documents after
reviewing, incorporating the changes after response.
12. Participate in pre- tender meetings, site visits and preparing site visit report to analyze the
project scope of work.
13. Analyze vendor technical offers and commercial as well in view of project specifications and
standards.
14. Preparing comparative statements to analyze and select the most appropriate vendors and
subcontractors based on financial, technical and other aspects.
15. Preparing required bid documents includes commercial and technical submittals.
16. Collect all vendors’ technical data sheets, vendor’s specification, drawings and compile in
line with tender documents to prepare technical bid submission.
17. Respond to clients’ and other stakeholders’ queries before, during and after the bid
submission.
18. Develop and maintain standardized Operating procedures for Bid & Estimation
Management.
19. Manage study, analysis, and evaluation of tender documents technically and commercially
in order to identify risk factors in coordination with the Projects Management and other
HoD’s, Division Manager and for the overall risk assessment and bid decision.
20. Lead preparation of technical and commercial proposal as per client requirements.
21. Review bid calculation (manpower, spare parts, and consumables, subcontractors, etc.).
22. Finalize estimation of all direct and indirect costs and consolidates tender documents for
top management review and approval.
23. Advises on contractual rights, remedies which has been taken into consideration during
tendering.
24. Manage the preparation and update of technical engineering services to support the active
projects, such as Time Schedules (CPM), Method statements, Material Lists and Material
Supply Plans, Shop drawings, Project planning, Quantity Survey, As Built Drawings and
close-out support, etc.
25. Prepare monthly status reports as related to tender wins/ losses to the Management.
26. Liaise with construction / operations team to establish execution / method statements and
reflect the same in estimation.
27. Keep liaison with Directors / Project Manager for the on-site actual execution of awarded
projects and lessons learned to be able to prepare future competitive tenders.
28. Manage and monitor the performance of direct report and provide guidance or early flags
as and when required.
29. Responsible to help engineering teams deliver projects as per schedule and ensure project
is delivered on time and within the budget through by liaising with the Projects Manager.
30. Provide planning and cost controlling support for all projects which includes variation
reporting, monitoring of milestone progress to the preparation of customer billing processes,
subcontractors progress payments, etc.
31. Negotiate with vendors and contractors to secure the best prices during the execution of
the contract.
32. Observe existing processes of direct reporting employees, analyses staff performance, and
address deficiencies accordingly.
33. Interpret / analyses data, compile / write reports, and deliver presentations when required
34. Submit daily / monthly reports, prepare project plans, budget, etc.
