BACKGROUND
Organizational Setting and Reporting Relationships: The UN Office for the Coordination of Humanitarian Affairs (OCHA) is part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA also ensures there is a framework within which each actor can contribute to the overall response efforts. OCHA's mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions
This job opening is being advertised for the position of a National Information Management Officer (NOC) located in Amman, Jordan, and reports to the Head of the Coordination Support Unit.
DUTIES & RESPONSIBILITES
- Under the general supervision of the Head of Coordination support (CSU) and within delegated authority, the Information Management Officer will be responsible for the following duties:
- Provide strategic and day-to-day management of the information management team and related staff, including deployment of the surge and other short-term staffing.
- Take overall responsibility for the management of information and the production and dissemination of high-quality information products, tools, and services.
- Oversee the drafting, stylistic design, editorial coherence, and production of all information and reporting materials intended for external use, such as maps, infographics, reports, press releases, bulletins, and situation reports.
- Manages, guides, develops, trains, and fosters teamwork and communication among staff under his/her supervision
- Maintain and Co-chair an IMWG with agenda structured around HPC in accordance with IASC guidance to facilitate humanitarian information exchange, promotion of data and information standards, and HPC deliverables.
- Engage with OCHA Hubs, WoS sectors, and counterparts to ensure that information activities are coordinated and consistent in approaches with all response areas to the Syria crisis.
- Provide support to WoS IM and Coordinators as necessary; provide expert training on the use and development of IM tools and platforms to OCHA staff and humanitarian partners; advocate for the use of data standards and common platforms.
- Design, develop and manage databases, spreadsheets, and other data tools; understand, document, and ensure the quality of high-value humanitarian data for accuracy, consistency, and comparability; consolidate operational information on a regular schedule to support analysis.
- Advise and lead from IM on Humanitarian Program Cycle (including MSNA, PIN, Severity calculation, HNO; HRP; PMR development), response tracking (4W), planning, the rollout of new tools, etc as required. Coordinate with other internal OCHA units and external partners including WoS sectors and NES-F.
- Organize, design, and carry out the evaluation and analysis of location-specific datasets through meaningful statistical techniques.
- Support assessment and needs analysis activities (e.g. MSNA), including humanitarian needs overviews; secondary data reviews; provide advice on assessment design to ensure data quality; manage platforms and tools that support data collection and analysis e.g. Kobo Toolbox, ODK.
- Develop, and maintain spatial baseline and operational datasets in accordance with relevant standards and guidance; produce and update high-quality IM products and online services; maintain a repository of spatial data and ensure that the data are documented and accessible to all humanitarian partners.
- Produce, update, and quality control IM products such as reports, charts, and infographics by turning data into graphical products to convey messages and a storyline; develop advocacy materials including posters, presentations, and other visual materials.
- Collaborate with internal and external clients; ensure IM resources/services are efficiently managed and used for service continuity and to keep sufficient IM capacity to deliver high-quality IM products on time.
- Participate in a related task force (Pop TF, IDP TF), working groups, and coordination (AAWG, AACell, CSU Call, ISG, etc) meetings internally and externally to support meaningful IM support on activities and deliverables.
- Evaluates the adequacy of existing information management and reference tools. Implements new technologies in information management to ensure that tools developed for efficient access to information are accessible to staff throughout the Organization.
- Advise the OCHA Head of Office on operational information management, including strategic and immediate priorities.
- Manage content on relevant web platforms, provide overall quality control for the platform and ensure content is current, comprehensive, and follows relevant metadata standards; work with external counterparts on related web platforms such as agency and cluster websites and OCHA-developed websites/tools such as the RPM to facilitate cross-site search and interoperability.
- Performs other related duties, as required.

Qualifications
Education:
- Advanced university degree (Master’s degree or equivalent) in political science, Computer Science, social science, public administration, international studies, economics, engineering, earth science/or other relevant disciplines with a minimum of five years professional experience in humanitarian information management, GIS, database management/Administration (familiarity with Kobo Tool, ODK, Survey Monkey, Adobe Illustrator, InDesign, ArcGIS, etc), data visualization, or data analysis is required.
- Alternatively, a bachelor’s degree with seven years’ experience in lieu of a master’s degree.
Experience:
- Minimum of 5 (five) years of professional experience in humanitarian information management, GIS, database management/Administration (familiarity with Kobo Tool, ODK, Survey Monkey, Mailchimp, Adobe Illustrator, InDesign, ArcGIS, etc), data visualization, or data analysis is required.
- Experience in the design and development of surveys, including user requirements, form design, survey implementation, data entry, data cleaning, and analysis an advantage.
- Experience in the usage of computers and office software packages (MS Access, MS Excel, MS PowerPoint, MS Word) is required.
- Work experience within the UN system or an International Organization is desirable.
- Data Management: Design, develop and manage databases, spreadsheets, and other data tools; understand, document, and ensure the quality of high-value humanitarian data for accuracy, consistency, and comparability; consolidate operational information on a regular schedule to support analysis.
- Good knowledge of GIS systems and supporting software (ESRI ArcMap10.2 are required), and
- Extensive work experience in IM coordination, and HPC data analysis (including JIAF, PIN, Severity, Response, etc.) with a strong background in database, GIS, Adobe suites, Kobo, R-Script, etc.
Language Requirements:
- Fluency in written and spoken English is required
