ABOUT WFP

The United Nations World Food Programme is the world’s largest humanitarian organization, saving lives in emergencies and using food assistance to build a pathway to peace, stability and prosperity for people recovering from conflict, disasters and the impact of climate change. WFP is the 2020 Nobel Peace Prize Laureate, in recognition of “…its efforts to combat hunger, for its contribution to bettering conditions for peace in conflict-affected areas and for acting as a driving force in efforts to prevent the use of hunger as a weapon of war.

BACKGROUND

WFP Philippines is currently implementing its Country Strategic Plan (CSP) from 2018 to 2023. It aims to contribute to four Strategic Objectives that are aligned to four Strategic Results of SDG 2 (Zero Hunger) and SDG 17 (Partnerships for Development). A total of 5 Activities are currently implemented to achieve the contributions to the four Strategic Objectives.

Under the Integrated Road Map (IRM) WFP has committed to a new way of working, linking not only all activities to the defined Strategic Objectives, but also linking the resources used for implementing the activities to the results achieved.

The four Strategic Objectives (SO) are:

  • SO1: Crisis-affected people in the Philippines are able to meet their food and nutrition needs during and immediately after an emergency.
  • SO2: Women, boys and girls in provinces prioritized by the government have adequate and healthy diets to reduce malnutrition in line with government targets, by 2022.
  • SO3: Vulnerable communities in Mindanao have improved food security and nutrition, in support of government targets, by 2022.
  • SO4: National and Local Government Authorities have enhanced capabilities to reduce vulnerabilities to shocks, by 2022.

Organizational Context

The Programme Policy Officer will be working under the supervision of the Head of Research, Assessment and Monitoring (RAM), receiving guidance from the Head of Sub-Office and regular feedback from the Deputy Country Director on work performed. The job holder will be involved in programme or policy activities or similar nature and analytical work of limited complexity.

JOB PURPOSE

To help ensure that robust Monitoring, Review and Evaluation Plans aligned to WFP corporate standards are developed to generate quality evidence on the lives of beneficiaries and inform policy, strategy and programme design and implementation. This includes coordinating monitoring activities, managing evaluations, and positioning WFP as a reliable partner for governments to build monitoring and evaluation strategies. The incumbent will also help Programme team show the progress of activities on required performance indicators and generate relevant alerts for any potential areas of improvement on a regular basis for decision making with specific management at Sub-Office level in Cotabato. The incumbent will have a strong role in ensuing data quality and timeliness through adequate follow up from the field and other responsible units.

KEY ACCOUNTABILITIES (not all-inclusive)

↵Within delegated authority, the Programme Policy Officer will be responsible for the following duties:

  • With primary focus on M&E functions, support the Head of RAM in the overall development and implementation of Monitoring and Evaluation (M&E), Vulnerability Analysis, and Mapping (VAM), Cash Based Transfers, Gender, accountability to affected population and protection component of the activities, plans and processes, and ensure alignment with wider programme policies and guidance;
  • Support the Programme Unit with a particular focus on the activities in BARMM to ensure the needed M&E systems are in place and implemented to allow the transfer of food and cash to beneficiaries;
  • Support the development of systems and tools for the monitoring and assessment of food assistance needs in line with innovative methodologies and best practice. This includes support in developing monthly monitoring coverage plans for the monitoring assistants for all activities, assess monthly achievement and share summary with programme and Sub Office (SO) team, support in development or revision of monitoring tools in line with corporate guidance as needed.
  • Perform data analysis for various surveys using SPSS and other software and prepare expected outputs (graphs, tables, short reports etc.) for further dissemination.
  • Ensure data readiness and availability for various corporate, donor and other reports and assist in drafting M&E bulletins, donor and other reporting.

KEY ACCOUNTABILITIES (contd.)

  • Support preparation of analytical annual country reports by ensuring data readiness for all relevant indicators for the outputs and outcomes in the corporate beneficiary management system (COMET).
  • Coordinate data gathering and implementation of monitoring systems ensuring that rigorous quality standards are maintained and liaise with internal counterparts to ensure effective collaboration and monitoring ongoing projects;
  • Support the capacity building of WFP staff, partners and national government in the areas of monitoring and evaluation, food security and nutrition vulnerability analysis, gender and protection to effectively inform preparedness and respond to food assistance needs. This includes leading and guiding major M&E initiatives such as the management of the Food Security Convergence Model Evaluation and the development of an M&E manual for the BARMM Government.
  • Support the VAM officer to conduct food security and vulnerability analysis and the preparation of timely reports on food assessment needs in line with wider VAM policies, processes and guidance to enable effective decision-making on the development of country strategy, policies and programmes;
  • Guide and supervise M&E focused programme support staff, acting as a point of referral and supporting them with analysis and queries;
  • Represent WFP during meetings with partners to contribute to technical discussions, exchange of knowledge and experience, and seek for appropriate interventions (based on an evidence base), and areas for potential collaboration.
  • Act in an assigned emergency response capacity as required to meet emergency food assistance needs; and
  • Others as required.

STANDARD MINIMUM QUALIFICATIONS

Education

Bachelor’s or Master’s degree in Economics, Food Security, Statistics, Data Science, Public Health/Nutrition, Geography or other related field.

Experience

Minimum 3 years of professional experience (with Master’s degree) or 5 years of relevant work experience (with Bachelor’s degree) in planning, programming, implementation, vulnerability assessment mapping, monitoring and evaluation of technical cooperation programmes related to food and nutrition security. Background and familiarity with emergency operations and understanding of nutrition issues in Asia and global context is highly preferred.

Language: Fluency (level C) in English language and the duty station’s language, if different. knowledge of local languages (Maguindanao, Hiligaynon) is an advantage.

REMUNERATION PACKAGE

  • Approximate monthly total salary: PHP 79,162 min to PHP 105,544 max
