ORGANIZATIONAL CONTEXT

The position will report to a Field Nutritionist or designated of his/her municipality and in collaboration with the Cooperating Partner and Local Government authorities, the Field Monitor – Nutrition will assist in the implementation of the Community-based Management of Acute Malnutrition (CMAM) program in her/his assigned municipality.

JOB PURPOSE

To perform monitoring activities within a specific coverage area and provide reports to support the effective delivery of assistance packages.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Contribute to the overall coordination and implementation of the CMAM program in his/her designated Municipality;
  2. Under the guidance of the Nutritionist, participate in the joint regular monitoring visits organized by the government authorities at provincial and Municipality levels to the communities and program implementation sites, to ensure that the implementation plans and technical supervision is provided as per the Operational Plan;
  3. Ensure that local Health authorities are informed at all times of program progress, ongoing activities and any incidences that might require their intervention;
  4. Work closely with the Cooperating Partner staff in ensuring the quality, accuracy and timeliness of program data collected by the Community Health Agents;
  5. The Field Monitor will coordinate with the nutritionist and the implementing partner to organize, conduct and report on SBCC sessions related to CMAM and CBT activities;
  6. Assist in the coordination of regular meetings with local authorities and cooperating partners on the commodity pipeline, to ensure that there is accurate record-keeping in line with WFP’s guidelines and reporting any stock-outs so remedial action can be taken ASAP;
  7. Supervise the efficient and proper distribution of food items and vouchers at the program site and, provide feedback to the WFP Sub Officer and others on the distribution;
  8. Monitor and review the distribution and redemption of commodity vouchers, and verify that the related data management and reporting is accurate;
  9. Under the supervision of the nutritionist and the guidance from technical staff from the M&E section, conduct the post-distribution monitoring of CMAM and CBT activities, as well as monitoring of retailers or suppliers, as required;
  10. Act as the Focal Point in the field for activities pertaining to Accountabilty to Affected Populations (AAP), coordinating with his/her supervisor and, if necessary, to ensure the functionality of the Complaint and Feedback Mechanism and provide responses when needed;
  11. Assist his/her supervisor in the elaboration of the monthly report by collecting, searching and compiling information and data in a timely manner pertaining to the activities he/she monitors;

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Knowledge and experience of the WFP or UN agencies and public sector (Ministry of Education) especially on socio-economic development activities
  • Ability to communicate clearly both orally and in writing;
  • Ability to work in a team (Local authorities and WFP), and establish effective working relation with person of different national and cultural backgrounds;
  • Knowledge of spreadsheet software, such as Excel is an asset;
  • Experience in M&E systems, data collection and analysis, preferably relevant to specific area of development activities;
  • Demonstrated capacity/hands-on experience in capacity building of field staff is desirable;
  • Willingness to work either at municipality level.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education supplemented with experience or additional education in social services, nutrition or other related field

Language: Fluency in Portuguese is essential, knowledge of local languages are advantageous. Good working knowledge of English (oral and written) is desirable.
