ORGANIZATIONAL CONTEXT

Central to its Cambodia programme, WFP has been working with the Ministry of Education, Youth and Sport (MoEYS) to implement school feeding since 1999 through the provision of hot, nutritious meals in schools and cash/food scholarships to vulnerable primary and pre-primary school children. From 1999 to 2022, this social assistance programme has benefited over two million school children with much work already done to transition school feeding to a nationally managed and funded programme. The programme currently reaches over 300,000 children in Cambodia and has an increasing focus on supporting the scale up of the government’s school feeding programme.

WFP is seeking to recruit a dynamic and experienced Programme Policy Officer – School Feeding to play a key role in supporting technical assistance to the National Home-Grown School Feeding Programme (NHGSFP), especially to review and strengthen the programme design, based on a thorough review of national and global evidences and best practices and through a piloting and learning approach.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Review and enhancement of the Home-Grown School Feeding programme design through managing research, studies, assessments and pilot projects, (i.e procurement, central procurement of rice/fortified rice for NHGSFP, inclusion, etc.), including organizing dissemination of learning across national stakeholders.
  2. Manage the design and implementation of an engagement strategy to ensure accountability to affected populations and support the integration of gender, AAP, disability, environment as cross cutting themes
  3. Support the preparation of study visits and South-South and Triangular Cooperation (SSTC) exchanges with countries with advanced programme design features that could benefit Cambodia’s programme.
  4. Liaise with local research institutions, academia, RBB and HQ and connection with the School Meals Coalition peer-to-peer community of best practices.
  5. Provide intelligence on new research and best practices and how they could apply to the Cambodia context
  6. Contribute to the design of the School Feeding Information System and national Monitoring & Evaluation framework, liaising with the M&E team, to ensure key aspects of the programme design are adequately tracked.
  7. Support compliance with donor and corporate requirements (USDA, KOICA, etc) including regular donor reporting, workplans, missions and other requests.
  8. Other tasks as required

DELIVERABLES AT THE END OF THE CONTRACT

At the end of the contract, the consultant will have delivered:

• An updated and enhanced Home-Grown School Feeding Manual and updated training modules.

• Strengthened and documented learnings and evidence on HGSF.

• Documented learning and recommendations from pilots to test programme design enhancement (procurement, nutrition, accountability).

• Engaging with a network of academia and partners on school feeding programme design, including with the School Meals Coalition's peer-to-peer community of practices and reseach consortium initiatives

QUALIFICATIONS & EXPERIENCE REQUIRED

Education: Advanced University degree in one of the following fields: social sciences, development economics, international development, nutrition or other related fields, or First University degree with additional years of relevant work experience and/or training/courses.

Experience:

  • At least five years postgraduate professional experience in a relevant field of work, with a background and interest in international humanitarian development. Desirable experience:
  • Experience managing social assistance and/or nutrition sensitive programmes.
  • Experience working with and reporting to USDA funded programmes – in a WFP or partner capacity.
  • Experience working within the government or providing technical assistance to the governemnt.
  • Experience in implementing UN operational programmes, while WFP programmatic and partnership experience is preferred.

Knowledge & Skills:

  • Technical skills and experience in designing food security and nutrition programmes, preferably those focusing on school feeding/home grown school feeding.
  • An understanding of food systems and how they relate to Home Grown School Feeding models and value chains.
  • Significant knowledge in mainstreaming gender into programme design, implementation and learning.
  • Excellent written and oral communications and reporting, presentation/facilitation skills.
  • Strong understanding of the project cycle and its implementation in the framework of effectiveness and accountability (including to affected populations).
  • Ability to work in a multi-cultural team and establish an effective working relationship with persons of different national and cultural backgrounds.
  • Excellent understanding of national and UN institutional frameworks.

Language: Fluency (level C) in English language both oral and written.
