Project Description:
The WESE program is five-year USAID-funded project designed to engage, leverage, and partner with the private sector as well as public social service initiatives to encourage women's participation in the workforce; generate demand for financial services; promote tailored, market-based solutions to women's economic empowerment; and strengthen GBV prevention and response such that women become more economically and socially resilient.
WESE activities integrate, mutually reinforcing private and public sector-led approaches that aim to change power relationships, transform structures, and build agency to effect results along critical change pathways. The program interventions are designed to lead women in priority governorates feeling safe, valued, and empowered at work; motivated and able to embrace financial autonomy; and respected and free from violence in their homes, communities, and workplaces.
The program works closely with market-based partners to develop, lead, scale, sustain, and champion innovative solutions, recognizing the economic AND social benefits of gender-inclusive, empowering policies and practices.
Job Summary:
The accountant is responsible for day-to-day accounting tasks associated with the WESE project. The accountant is responsible for applying accounting procedures to program structures, cycles, and needs. The position involves reviewing, processing expense reports and records; reconciling invoices with GL; and assisting with financial reports.
Primary Responsibilities and Duties:

  • Prepares journal entries and record transactions into the accounting system;
  • Receive and review payment requests for completeness, accuracy of documentation and correct project budget line item;
  • Review cost share documentation received for compliance, completeness and accuracy; enter information into reporting trackers;
  • Assist Finance & Subgrants Manager and Senior Finance Officer with monthly and year-end closing activities and accrues expenses for the project at the end of the financial year;
  • Reconcile petty cash accounts to accounting books;
  • Prepare payments for the payroll tax, social insurance and other statutory withholding requirements;
  • Ensure that staff travel advance requests and advances for activities are processed in a timely manner;
  • Review and process trip expense reports, reviewing for completeness, accuracy, allowability and appropriate coding; prepare trip expense reports when requested in special circumstances;
  • Assist in tracking program activity budget(s), monitor expenditures and help prepare financial reports;
  • Process advances and reimbursable expenses to subrecipients in a timely manner;
  • Assist program team in handling finance tasks related to events and interventions;
  • Ensuring appropriate internal controls are in place for the project;
  • Respond to routine inquiries related to accounting and finances and assist with preparation for annual independent and A-133 audits;
  • Scan and file all accounting documentation on a monthly basis;
  • Other duties as assigned.

Required Qualifications:

  • Bachelor's degree in Accounting or Business Administration.

Knowledge, Skills, and Abilities:

  • A minimum of 2-3 years of demonstrated experience in the accounting and finance area;
  • Knowledge of the international development funding arena desirable;
  • Familiarity with OMB 2 CFR 200 and USAID rules and regulations;
  • Excellent oral, written communications, and problem-solving ability;
  • Excellent computer skills in Microsoft Office Suite (especially Excel);
  • Accuracy and attention to detail;
  • Professional verbal and written abilities in both English and Arabic;
  • Ability to train/mentor staff in accounting requirements;
  • Ability to multitask under tight deadlines

Effort, Reporting and Other Administrative Requirements:
The accountant is a full-time position that reports to the Senior Finance Officer who will coordinate all aspects of his/her employment, including but not limited to job description, duties, qualifications, working environment, and performance.
Working Environment:
This position will interact with the finance and program team, vendors and tax authorities. May travel to various locations within Egypt, specifically WESE defined governorates.
