Background and Rationale
The Local Health System Sustainability Project (LHSS) is a United States Agency for International Development (USAID) funded four-year project started in January 2020. Following LHSS’s initial activities in support of Jordan’s COVID-19 diagnostic capacities, LHSS continued to strengthen the capacity of public sector laboratories in RT-PCR, Rapid Antigen Testing (RAT), and genomic sequencing through a series of theoretical and practical trainings, including those for TOT. LHSS also conducted a baseline review for 13 MOH PCR units for COVID-19 readiness and used the findings to develop improvement plans and address identified gaps with these units in partnership with the Central Laboratory (CL). As part of the improvement plan implementation, LHSS supported a quality standards awareness and bio-risk management training course for 38 laboratory technicians from the PCR units and other units within the CL.
Because the Central Laboratory is a national reference laboratory with its own diagnostic services, and also oversees the quality of lower-level MOH laboratories across Jordan, the MOH has initiated efforts to move forward with local accreditation. Accordingly, in FY22, LHSS supported MOH CL in their journey towards accreditation by conducting a review of the 10 Central Laboratory units against the Health Care Accreditation Council (HCAC) Laboratory Accreditation Standards- 2021 edition. Using these findings, LHSS drafted unit specific plans detailing the actions needed to comply with each measurable element of HCAC laboratory standards . In FY23, LHSS will continue to support MOH CL by ensuring proper implementation of action plans to fulfill HCAC laboratory standards’ requirements.
LHSS is looking for a consultant to support LHSS Lab team in ensuring the proper implementation of action plans to assist MOH CL in their journey towards accreditation. The consultant will be required to jointly with LHSS lab team ensure that developed action plans are being properly implemented through
assisting, advising, developing, and review of MOH CL standard operating procedures as described in the action plans, and participating in follow-up field visits to MOH CL units.
This position will report to the LHSS Health System Strengthening Advisor.
Expected Tasks
- Jointly with LHSS lab team conduct site visits to ensure the proper implementation of the developed action plans.
- Support MOH in developing and reviewing 32 standard operating procedures (SOPs) in accordance with HCAC Lab accreditation standards 2 nd version 2021.
- Review the all-employee files to ensure that the developed human resource SOPs are properly implemented.
- Designing and overseeing implementation of a customer satisfaction survey, analyzing findings, and drafting a final report.
- Conduct a monthly progress evaluation (update monthly evaluation on standards status)

Qualifications:
- Bachelor of or science Master’s degree in Medical laboratory, Biology, etc. or any other relevant field.
- Proven experience in managing, overseeing, implementing laboratory accreditation.
- Comprehensive knowledge of HCAC laboratory accreditation standards 2 nd edition (2021) implementation requirements, preferable laboratory surveyors.
- Proven experience in similar assignment including developing policies and standard operation, procedures, conducting assessment, surveys, and audits.
- Possess excellent interpersonal skills including facilitation and coaching skills.
- Experience in working with governmental entities such as MOH is preferable
- Fluent in Arabic, professional fluency in English is essential .
