UNDP Jordan delivers direct policy and technical support to provide effective solutions to the development challenges including lack of socio-economic opportunities, exclusion, vulnerability, and marginalization.

Jordan is one of the pilot Countries on risk insurance in the agriculture sector to protect vulnerable small farmers, based on a diagnostic study carried out by UNDP, to identify risks related to natural disasters and climate change.

The collaboration between the insurance industry and the development sector has grown significantly over the last five years. Key initiatives, such as the Insurance Development Forum, InsuResilience Global Partnership, and the Ocean Risk and Resilience Action Alliance, have evolved into significant policy and standard-setting partnerships, bringing together countries, the development sector, and the private and mutual/cooperative sectors of industry. Increasingly, these partnerships are moving beyond policy to programming, with a strong focus on not only delivering insurance and risk financing solutions to countries and communities but also on long-term transformational change of insurance markets.

Globally, The Insurance and Risk Financing Facility will deliver innovative protection solutions in 50 developing countries by 2025. Currently, the facility is operational in 27 countries. The IRFF supports the development of innovative insurance products and services that are aimed at vulnerable people and communities while also investing in the long-term transformation of insurance markets.

UNDP will work towards developing and delivering insurance, disaster risk finance, and risk management solutions together with countries and communities, as well as collaborating with partners to transform insurance markets through enhancing legislation, regulation, and institutional capacity.

A National Task Force has been formed by the government of Jordan representing the relevant stakeholders and chaired by the Central Bank of Jordan. A work plan will be developed to coordinate the effort and stakeholders required to complete the technical assistance programme.

In addition, there are technical aspects to insurance, risk finance, and risk management that the country office will be required to support the National taskforce on. This support will also extend to a coordination and relationship management role for the UNDP country office in support and facilitation of the National Task Force and its members, inter alia the Central Bank of Jordan (Chair), the Ministry of Agriculture, National Center for Security and Crisis Management, the Ministry of Finance, the Ministry of Environment, other relevant national stakeholders including the Insurance regulator, community stakeholders and the private sector (Insurance companies and Insurance Association).

In light of the above, the UNDP Office in Jordan envisages hiring a Project Manager to support the execution /implementation of the technical assistance to support the country office deliver intervention projects designed to develop inclusive insurance, rsk finance, and sector risk modeling and management in Jordan

Duties and Responsibilities

The Project Manager will be responsible for the overall management of in-country activities, ensuring a proper work plan and budget is in place and implemented within set timelines, with an effective national team and strong partnerships.

The PM will ensure implementation mechanisms such as a National Task Force and technical working groups are established and met regularly, that all planned workshops, technical studies, and other activities are organized in a timely manner, and that they meet expected quality standards. Key duties and responsibilities include:

  1. Management and technical support

  1. Oversee and facilitate the sound provision of the IRFF technical assistance programme

  1. Oversee the identification, selection, and supervision of national consultants and experts, in close collaboration with the UNDP Country Office and the IRFF Regional Advisor.

  1. Develop a work plan for the successful implementation of the technical assistance programme in Jordan;

  1. In consultation with the UNDP Country Office and Global IRFF Team and supported by the Regional Specialists, elaborate/revise the work plan and budget and submit draft work plans/budgets timely for the bi-annual budget revision process (30 June and 31 December of each year);

  1. Supervise the work of national experts and institutions to ensure outputs are delivered on time, within the set budget, and to high-quality standards; facilitate, guide, and monitor the work of the National Task Force.

  1. Organise all relevant project workshops in a consultative manner, involving a wide variety of biodiversity finance stakeholders, including the government, private sector, NGOs, donors, and academia;

  1. Follow up on the regular convening of the National Steering Committee, undertake the same for any other proposed coordination mechanism, and write meeting reports to be shared with the UNDP CO and IRFF global;

  1. Ensure timely identification of risks in implementation at the national level and communication to the global IRFF team;

  1. Design capacity development materials; provide technical support in conducting capacity-building initiatives, and prepare guidelines and tools to support programme quality assurance. 

  1. Provide training and capacity building for all stakeholders in inclusive insurance, risk finance, and risk management 

  1. Conduct and support research, dialogue, and policy reviews on relevant themes including financing for development, drivers of informal economy; the impact of economic shocks, debt management, taxation policies, insurance and risk facilities, financial inclusion, MSME development, investment trends, and others.

  1. Reporting/Communication/M&E

  1. Signal any delays in national deliverables compared to the workplan to team leader and senior management;

  1. Lead project monitoring, reporting, and evaluation at the national level, draft monthly and quarterly reports for review by the IG team leader and Country Office Senior Management.;

  1. Develop workshop reports for the inception workshop and all technical workshops;

  1. Develop briefing notes, case studies, press releases, web articles, and other media products as required;

  1. Review all national-level deliverables to ensure quality and consistency with the IRFF methodology.

  1. Manage and facilitate knowledge management and information sharing across the established network of stakeholders and within the CO.

  1. Determine IRRF-related research and; manage research processes and partnerships

  1. Facilitate analysis and development of relevant materials: advocacy papers, policy notes, and knowledge products

  1. Guide and contribute to advocacy and policy dialogue in support of the IRFF programme

  1. Coordination

  1. Facilitate the coordination, knowledge, and awareness building with/ of key stakeholders in the country, in support of a conducive environment and national support structures enabling inclusive insurance and risk financing in Jordan.

  1. Develop and manage the relationship for the insurance program with the Central Bank of Jordan and associated Members of the National Task Force, other relevant Government Ministries, and private sector participants (primarily the insurance industry stakeholders), coordinate all program activities, and provide technical assistance as required ;

  1. Coordinate and manage all activities related to risk modeling and INFF actions with the Central Bank of Jordan and associated Members of the National Task Force s/he will also work closely and coordinate with other initiatives in the CO supporting the INFF in Jordan.

Required Skills and Experience
– Education:

Min. Education requirements

7 years experience with Bachelor in Finance, Economics,Development Management, Public Policy or related fields and/or 5 years experience in a Master’s degree

– Experience:

Min. years of relevant work experience

  • At least 5 years of experience with Master’s degree, or 7 years experience with Bachelor’s degree, preferably in the implementation of projects relevant to insurance and risk finance, sustainable finance, or financial inclusion

  • Prior experience with UNDP projects would be an asset.

  • Experience in collaborating with international and national experts and institutions.

  • Exposure to environmental issues or biodiversity is highly desirable, but not required.

  • At least 2 years experience in project and/or program management

  • Excellent understanding of key relevant areas and stakeholders and how they function, insurance legislation, regulation and institutions, industry stakeholders, and how to engage with the public sector is highly desirable

  • Experience in high-level knowledge of the important technical aspects of inclusive insurance and risk finance is highly desirable.
