Bechtel is one of the top Engineering, Procurement and Construction companies in the world. SAUDI ARABIAN MILITARY INDUSTRIES (SAMI) is a national holding company owned 100% by the Public Investment Fund (PIF), a sovereign wealth fund owned by the Kingdom of Saudi Arabia (KSA). Bechtel was contracted to provide Project Management/Construction Management (PM/CM) services to manage the design and construction of a Land Systems Industrial Complex (LSIC) for SAMI. As part of the Vision 2030, the Kingdom of Saudi Arabia aims to become self-sufficient in manufacturing military vehicles. In support of this goal, SAMI Land Systems (LS) are building the capabilities to manufacture vehicles locally, as well as developing Maintenance, Repair, Overhaul and Upgrade (MROU) facilities. Consequently, adequate infrastructure needs to be in place to create an efficient, reliable production system.
One of the key stages of Land Systems manufacturing strategy is to build the new LSIC in Al Kharj (south of Riyadh city) with manufacturing and assembly facilities with a footprint of over 80,000m2 capable of producing heavy and Artillery vehicles. This facility will be designed and built over the next 3 years. We invite you to join our team for this interesting opportunity! This position is contingent upon contract award.
Role Overview:
This position based in Riyadh with as-needed site visits to Al Kharj is for an Electrical engineer who will provide engineering design, review of design by the Design Consultant, field support services and oversight to the Design and Build Contractor and other services for various facilities and systems designs associated with SAMI projects. The successful candidate must have strong organizational and teamwork skills, proven problem-solving abilities, can-do attitude, and the desire to innovate solutions for timely and cost-effective project execution.
Job Responsibilities:
· Review contractor design drawings and specifications (including RFPs) for constructability and conformance to project requirements.
· Review and approve contractor's submittals for conformance with the requirements of the contract drawings and specifications.
· Review and approve design drawings, calculations, documents, shop drawings, samples of materials and components, catalog information, certificates of compliance and provide technical responses to Requests for Information (RFIs). Ensure requests for deviations or changes to any terms and conditions of the contract are coordinated and approved, as appropriate with Customer.
· Participate in pre-award meetings, as appropriate.
· Attend post-award contract meetings, such as post-award kickoff meetings, pre-construction conferences, informal or formal partnering meetings, schedule acceptance meeting, design review meetings, weekly progress meetings, and Facility Turnover Planning Meetings.
· Visit construction sites to monitor progress and resolve construction issues in a timely manner.
· Provide technical solutions to unforeseen problems that arise during the contract duration in coordination with the construction contractor. Notify the Customer immediately if an associated cost increase arises.
· Assist in identifying the need for a modification to scope, cost and/or schedule based on collaboration with the construction contractor and/or other entities.
· Provide technical support to the acquisition team for claims/disputes/terminations processing and resolution.
· Assist with construction quality assurance by performing code required special inspections or required observations.
· Witness acceptance testing of the various systems and structures as part of integral facility commissioning process.
· Evaluation and notification of any significant event or technical deficiency associated with subcontractor performance.
· Perform remote 3D Model design reviews with multiple design offices.
· Perform constructability reviews on solicitation packages whether they consist of performance and prescriptive requirements for design-build procurements or plans and specifications for design-bid-build procurements.
· Prepare and assess post award cost estimates. Perform technical analysis on contractor cost proposals.
· Coordination with Field Engineering and strong interdisciplinary coordination.
Basic Qualifications:
Grade 26 – BS degree in Electrical Engineering from an accredited college or university with 9 years of related experience.
Registered or Chartered Engineer (Electrical Engineering) in the United States, UK or equivalent.
Minimum Qualifications:
· Hands-on Microsoft office programs and other computer programs.
· Extensive knowledge application of National electrical Code (NEC) and ANSI/IEEE Standards.
· Extensive knowledge of electrical systems, schematics and electrical equipment layouts.
· Extensive knowledge of Low Voltage electrical distribution throughout a facility; between buildings and inside buildings.
· Strong understanding of engineering discipline drawings and system (ETAP) calculations such as short circuit and load-flow.
· Excellent oral & written communications skills.
· Experience in manufacturing or industrial type plant.
· Must be able to complete a pre-employment drug screen and background check.
· Must be able to obtain and maintain a Saudi Visa.
Preferred Qualifications:
· Experience with Facility Management, Project Management, or Construction Management on commercial/industrial type facilities.
· Knowledge of local, state, federal, and foreign country laws, codes & standards (Saudi & International), and other statutory requirements affecting electrical engineering design throughout the area of responsibility such as, but not limited to, Saudi Arabian Standards Organization (SASO), SEC SDCS-02 Construction Standard for Underground Networks – Parts 1 thru 7, and International Electro technical Commission (IEC).
· Knowledge of International Building Code (IBC) and Saudi Building Code Chapter 401 – Electrical.
· Coordinate transmission and distribution of Saudi Electric Company (SEC) specifications, standards and practices and comments into project design documents. Ensure consistency of design reviews for all electrical designs.
· Provide support to Construction Dept. Review construction shop drawings and materials submittals, technical queries as required. Attend site visits and inspections.
· Provide guidance on the preparation of electrical design calculations, lighting calculations load flow calculations, cable ampacity and volt drop calculations.
· Knowledge of local, state, federal, and foreign country laws, codes, and other statutory requirements affecting electrical engineering design throughout the area of responsibility.
· Ability to perform constructability reviews.
