1. PROJECT BACKGROUND
The Municipal Support Program (MSP) is a five-year, USAID-funded program implemented by DAI. MSP aims to strengthen municipal-sector service delivery and promote local economic development in Jordan. MSP will strengthen municipal-sector service delivery by supporting improved governance and organizational culture through a focus on three interventions: key policy and service delivery reforms, municipal sector public financial management, and community engagement. Improved municipal service delivery will ensure that municipalities can respond effectively to citizens’ needs and create the conditions for investment and inclusive economic growth. MSP will also increase capital investment in the municipal sector. This investment is intended to catalyze local economic opportunities and further strengthen service delivery by supporting improved development planning, facilitating investor partnerships, increasing access to finance, and supporting renovation and construction of fixed assets including the provision of material resources. Across all interventions, MSP will increase the participation of marginalized groups, including women, youth, and persons with disabilities in municipal-sector decision-making. Participatory planning will improve marginalized groups’ access to public services and increase their economic opportunities. MSP will work across all of Jordan’s governates.
2. POSITION DESCRIPTION
Oversee and mentor project finance, grants, operations, and administrative teams ensuring adherence to DAI policies and procedures and USAID rules and regulations. Lead the formulation and implementation of all financial and administrative policies and procedures on labor and tax regulations as they relate to the program’s budget and finances. The Director of Finance and Operations will supervise the finance team, the subcontract and procurement team, the HR team, as well as the IT specialist. The role will report directly to the MSP Chief of Party.
3. KEY DUTIES AND RESPONSIBILITIES
- Oversee the finance team, human resources (HR) and administrative team, and procurement and grants teams.
- Serve as part of the program’s senior management team and provide tools and information that the technical teams need to conduct their work (including, but not limited to: budgeting, tracking, financial progress reporting, and higher-level analysis of data produced by the Finance and Procurement sub-teams).
- Act as the primary point of contact for DAI home office Project Manager on all home office requests related to finance and operations.
- Supervise the Finance Manager in preparation of the monthly financial field reports, bank reconciliations, and other project finance tasks.
- Take the lead on the preparation and submission of quarterly financial reports and other reports required under the contract, liaising with USAID as needed.
- Work with the Chief of Party to review and analyze budget estimates for allowability, allocability, reasonableness, and consistency.
- Establish and maintain compliant financial reporting records per record management policy and field manual.
- Provide oversight of all procurement processes, including determining procurement requirements, to identify and ensure the most appropriate procurement methods to ensure transparent processes are utilized.
- Oversee overall program grant implementation to ensure proposal and budget feasibility and grant activity schedule, equipment and material procurement standards are upheld as outlined in the MSP grants manual and Field Operations Manual (FOM).
- Review all grant and procurement activities for compliance with program policies and USAID regulations.
- Oversee the final review and close out of grant and procurement activities.
- Ensures use of the grants and procurements management system (in TAMIS).
- Establish project administrative policies in accordance with USAID rules and regulations, DAI policy, and Jordanian law, and train MSP staff accordingly.
- Oversee all administrative matters, including the recruitment and management of operational, procurement, finance, and administrative staff.
- Oversee the HR & Logistics Officer to ensure compliance with DAI policies, the MSP contract, and U.S. Government requirements for personnel management.
- Other duties as requested by the Chief of Party.
4. QUALIFICATIONS
- A bachelor's degree in Accounting, Finance, Business Administration or equivalent. Advanced degree MBA, CPA, or equivalent preferred
- At least 10 years of relevant experience and progressive responsibility in finance and operations in a senior role
- Experience leading and managing the financial aspects of USAID projects, including a demonstrated understanding of applicable finance-related USG contracting regulations
- Experience supervising staff and leading multiple teams
- Experience with enterprise accounting software, and Microsoft Office suite
- Demonstrated knowledge of internal controls and audit processes (e.g. procurement, local subcontract agreements, etc.)
- Previous experience with DAI policies, procedures, and systems (TAMIS, etc.) preferred
- Fluency in Arabic and English
