Company Description

Oman Shell is currently executing activities to prepare for operations at Block 10 area with drilling activities. Road safety is identified as one of the main pillars to address to achieve safe operations. Therefore, several workstream identified to address road safety for Oman Shell activities and one of these is developing Safe Roads. The incumbent for this role will be managing this workstream activities and will be interacting with other teams of contractors and from Oman Shell HSE and wells team.

Responsibilities:

Follow up with Oman Shell Contractor DHL to carry out road hazard survey including the following review the scope for any changes, arrange for weekly cadence meeting, follow up for implementation of the survey, identification of HSE risks and development of mitigation plan to address the gaps and identified risks.
Implementation of road signage for the designated roads for Oman Shell Operations, this includes types of signages, required numbers, locations, and installations via contractor. Devise a plan on implementations distributed over project phases based on work plans in the field and Oman Shell activities.
Follow up with the dust suppression technology implementation, support the Contract Holder for assessing the suitability of technology, trial implementation in the field, developing plan for the larger scale deployment based on Oman Shell activities in the field.
Follow up with Geomatics team for the development of B10 maps and directions. All maps are developed based on GIS based tools and can be uploaded into the GPS navigation system devices.
Developing B10 road maintenance plan that covers periodical maintenance and civil works for wadi crossings, eroded graded sections, spoiled signages, road sections filling and compactions, black top maintenance, road maintenance based on adverse weather conditions, etc.
Set up traffic control points at different key sections of the roads for B10, agree scope with different related departments e.g., HSE, wells, etc. and develop contract for construction commissioning and operations for these points.
Develop assurance plan that covers signoff on different element of the Safe Roads project initiative covering as applicable Technical Authority (TA) signoff on road signages, dust suppressions technology, black top design and construction, culverts designs, high risk civil works activities, etc.
Shell Contracts & Procurements (C&P) and HSE processes: follow Oman Shell C&P process for contractors prequalification as approved Shell vendors covering E&C clearance, HSE assessment and Worker Welfare screening.
HSE training & coaching: provide HSE training induction to all new contractors and subcontractors involved in Safe Roads civil works, signage installation, black top works, grading works, etc. to ensure meeting Shell HSE standards.

Requirements:

This role only open for Omani nationals
The nature of this role is only for 2 years fixed contract
Strong general management professional from technical and or engineering background who can translate the requirements of various project teams into a solid action plan. This will require intuitive understanding of Safe Roads engineering scope, Shell C&P and HSE requirements, local Omani industrial landscape, and technical mindset to evaluate various risk/ opportunities options.
Previous experience in carrying out civil works for road constructions preferably in remote rural areas. Previous experience in identifying civil scope including required machinery and management of civil contractors.
Track record of delivering projects from design, commercial discussion, procurement, permitting& approvals, installation, commissioning, and operation & maintenance.
Previous experience in Contractor HSE Management including pre award and post award contractor HSE management as per Shell requirements.
Previous experience in road safety requirements as per Shell HSE Control Framework covering Driver, Professional Driver, Road safety Training and Vehicle Specifications HSE requirements.
Previous experience in working with Omani Regulators and knowledge of the regulatory approvals and requirements (e.g., EIA).
Fluent in Arabic and English, with strong verbal and written skills
Demonstrate leadership to drive and embed the HSE agenda across project teams. Strong influencing skills and courage to drive Oman Shell’s HSE strategy in the project.
Bachelor’s degree in Civil Engineering, Construction with previous experience in HSE in projects.
Previous experience in managing projects financials and abiding by project budgets and managing 3rd party payments as per Shell requirement.
Excellent relationship management skills for engagement with internal and external stakeholders
Experience working with Omani local companies and providing coaching and training to ensure compliance with Shell requirements and promote ICV.
