BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
Over the past years, the United Nations World Food Programme (WFP) has responded to unprecedented emergencies while maintaining ongoing operations. This increased demand stretches the organization, so WFP needs to find new ways needs to find new approaches and ways of working to ensure we are channelling every available resource to the people we serve. The Management Services Field Support Branch is seeking to fill a Business Operations Strategy (BOS) – UN Reform consultancy position working out of our Rome-based HQ (remote or on-site, as determined).
Engagement with Management Services Division:
The UN Secretary General’s Reform Agenda aims at achieving Business Operations Reform under five targets, governed by the workstream ‘Repositioning the UN Development System’ (UNSDG), under the leadership of the UNDG Development Operations Coordination Office (DOCO).
Among the five targets, MSDS is responsible to support field offices on Business Operation Strategies 2.0 development and implementation through strategic support, capacity building and coordination between six functional services lines: Administration, Procurement, Finance, ICT, Logistic and HR.
Within delegated authority, the MSDS BOS UN Reform Consultant will receive input from WFP focal points and subject matter experts (SMEs) under the five UN Reform targets and contribute to deliberations by the BOS Task Team (TT BOS), Change Management Support Team (CMST) and the Cross Divisional Governance Team (CDGT).
This role, MSDS BOS UN Reform Consultant, plays a key role in supporting and guiding our Management Services colleagues at the Regional Bureau and Country Offices, through the development and strengthening of working relations with the United Nations Country Team (UNCT), Regional Bureau Forums, and potential partners of the Host Government. This position is expected to provide coordination, lead training and capacity development and engage with inter-agency partners to represent Management Services in BOS activities.
Under the direct supervision of the Chief, MSDS, and in close collaboration with the field support team, the MSDS BOS UN Reform Consultant will perform the following duties:
ACCOUNTABILITIES/RESPONSIBILITIES:
- Support the implementation of UN Business Reform at the Corporate, Regional, and Country levels.
- Participate and contribute to cross-functional collaboration with internal WFP stakeholders and leverage partnerships with other UN agencies
- Advocate for WFP’s strategic interests and opportunities, especially related to efficiency and effectiveness, via joint UN operations
- Participate in DCO-organized BOS/LSSC (Local Shared Service Center) Task Team and provide strategic inputs, representing field perspectives and challenges to discuss at the inter-agency level
- Participate and contribute to BOS guidance review exercise as BOS/LSSC TT member on upgrading global guidance and BOS portal system improvement activities
- Guide and advise Regional Bureaux and Country Offices embarking on UN Reform/Common premises projects in close collaboration with other relevant HQ Units
- Support the expansion/set up of BOS Practitioner Network at RB and CO levels
- Provide capacity building of WFP Staff at Regional Bureau and Country Office level related to planning and implementation of common services.
- Coordinate information sharing, guide and advise Regional Bureaux and Country Offices in the region:
- Ensure WFP functional area preparedness and readiness through the dissemination of information regarding UN Business Reform and provide guidance on common service offers, common service acceptance and opportunities for the establishment of Local Shared Service Centre within MS service lines
- Monitor and actively contribute to corporate cross-functional commitment to BOS activities
- Develop a collaborative mechanism for interaction with the various task teams and SMEs on issues related to country-level operations
- Monitor BOS Annual Review Exercise in WFP COs and provide technical guidance to ensure WFP’s CBA is reviewed and updated with adjusted realistic estimations
- Support the development of SOPs where relevant
- Analyse the resources and processes in line with existing procedures and regulations in WFP:
- Ensure timely reporting and information sharing on implementation for monitoring and decision-making
- Contribute to providing BOS progress updates to various stakeholders (I.e. CCI committee/ CSMT, etc.) related to Management Services funding streams
- Review guidelines and procedures on BOS implementation, in line with WFP’s position
- Draft inputs to EB on WFP BOS progress and efficiency gains under BOS
- Ensure/Advise on the compliance with WFP policies with joint services planned at the Common UN premises and possible options
- Supporting WFP’s co-chairing role, as required.
