The World Food Programme (WFP) is the world's largest humanitarian agency fighting hunger worldwide. The Policy Unit is currently hiring an expert to provide support to programme and policy work related to climate crisis, adaptative social protection, resilience and disaster risk reduction (DRR).

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

Operating in Haiti since 1969, WFP has progressively adopted a broad portfolio of both humanitarian and development activities in support of the Government’s work on developing sustainable solutions for addressing hunger and malnutrition, working with donors, United Nations agencies and nongovernmental organizations (NGOs).

Recently, WFP has been diversifying its portfolio along the humanitarian and development spectrum with preparedness and immediate response emergency operations; recovery and resilience activities, including the implementation of capacity strengthening for social safety nets, school meals, nutritionsensitive activities as well as progressive local purchases; and the provision of emergency logistics, telecommunications and aviation services.

In Haiti, school meals are an important social safety net in fighting malnutrition. It complements the government’s efforts to guarantee basic education for all children, increasing enrolment and retention rates, as well as preempting short-term hunger that negatively impacts their learning abilities.In January 2016, the government approved its first National for School Meals Policy and Strategy. A workplan was established to reach 2030 target of a nationally owned school meals programme. The document identifies three main objectives for the programme: (i) provision of food services; (ii) support the local economy and local production; and (iii) development of national capacities.

As the largest implementer of school meals in Haiti, WFP’s programme benefits 300,000 students with a daily hot meal in nine of the ten Haitian departments in the school years 2020-2021 and 2021-2022.

Among these, 100,000 students are supported by the McGovern Dole International Food for Education and Nutrition Programme, of the United States Department of Agriculture (USDA) and 160,000 students are supported by Canada, through traditional School Feeding. Additionally, about 100,000 students benefit from Home Grown School Feeding.

To ensure implementation of various activities related to the provision of school meals, WFP partners with different national and international NGOs.

The McGovern Dole programme has three main objectives: (i) Support improvements in literacy; (ii) Increase the use of health services; (iii) Improve dietary practices of pre-primary and primary schoolchildren. To ensure implementation of activities related to these specific goals, WFP partners with a specialized cooperating partner.

ACCOUNTABILITIES/RESPONSIBILITIES:

Under the direct supervision of the Head of School Feeding, the incumbent will be responsible for the management of WFP Haiti Traditional School Feeding operations, inclusive of the McGovern Dole specific Activities.

A) Regarding operation management on Traditional School Feeding Programme:

  1. Coordinate internally with other functional areas, namely Supply Chain and Resources Management, to ensure a consistent pipeline of food to schools and beneficiaries (inclusive the pipeline of international and local purchase of dry food for HGSF Programme)
  2. Follow up on the resource situation of programme, including commodity and cash availability, ensuring the best use of funds;
  3. Manage WFP traditional school feeding operations, ensuring negotiations and administrative followup of Field Level Agreements signed with cooperating partners, including respective budgets
  4. Manage cooperating partners’ performance by closely following the progress of operations, activities and reports;
  5. Identify, highlight and mitigate potential risks to programme delivery, service up-take and effectiveness of the interventions; keeping reliable databases/dashboards up-to-date on food delivery and distribution, list of schools assisted, number of beneficiaries covered by the programme;
  6. Ensure that feedback channels are made available to beneficiaries and functional (e.g. hotline, call center) and plaints and irregularities treated in a timely manner;
  7. Conduct periodic visits to the targeted schools and provide specific inputs and recommendations to improve the quality of the programme based on the field findings;
  8. Contribute to the timely delivery of donor periodic reports, including the preparation of informative, advocacy and dissemination materials to be published on communication channels.
  9. Participate in assessments and analyses regarding the choice of objectives, activities, beneficiary targeting, transfer modalities and appropriate food products for WFP school meals programme;
  10. Ensure SBCC, Gender and Protection elements are mainstreamed and embedded in the WFP approach and activities, in coordination and with the support of specialized team members; B) Regarding Mc Govern Dole project management, specifically:
  1. Ensure with the cooperating partner the project's methodological coordination of activities related to its three main objectives: literacy, health and school feeding
  2. Collaborate effectively with internal and external counterparts to ensure timely consultations with the donor (US Government – USDA)
  3. Ensure due and timely communication to USDA WFP focal point in Washington to provide all relevant information required by the donor
  4. Ensuring administrative follow-up of Field Level Agreements signed with implementing partners, including respective budgets
  5. Follow the progress of project operations and activities, especially its strong component of specific reporting, monitoring and evaluation
  6. Work with the Monitoring & Evaluation unit in defining monitoring needs and producing project analysis and reports
  7. Timely delivery of donor periodic reports, including the preparation of informative and dissemination materials to be published on communication channels

Any other task as required by the supervisor

DELIVERABLES AT THE END OF THE CONTRACT:

    1. An effective coordination with the Supply Chain, Programme units and partners for timely delivery of food and NFI distributions to schools is implemented and running.
    2. In coordination with the Resource and Programming Unit, budget management of Traditional school feeding funding is monitored.
    3. An effective coordination with partners and timely management of legal agreements are achieved.
    4. Monthly meetings with key donors and update on programmatic achievements are planned and implemented.
    5. Report narratives and result frameworks completed and submitted in due time to traditional school feeding donors and additional donor reports upon request.
    6. Corporate planning such as food procurement plan, NFI plan, implementation plan are up to date and on track with expenditures.
    7. Invoices are treated and paid within the period agreed in the contractual agreements with partners and vendors.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

University Degree in International Affairs, Economics, Education, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or Secondary Degree with additional years of related work experience and/or trainings/courses.

Experience:

At least 3 years of previous experience in managing large-scale humanitarian food security, nutrition, education, health projects and teams

At least 2 years of previous experience managing School Feeding programmes

(previous experience in managing Mc Govern Dole funds is a strong asset)

Knowledge

& Skills:

Capacity to create, maintain, analyze and review activity budgets and plans for large programs

Understanding of the food security, nutrition, and education sectors

(specifically in Haiti is an asset)

Proven ability to work in partnerships with a wide range of local and international development actors

Strong knowledge of monitoring and evaluation technics including analysis of data from diverse sources to be used for decision making

Demonstrated capacity to work and deliver quality outputs under pressure and tight deadlines

Proven leadership abilities to resolve potential conflicting situation, to propose concrete solutions to complex issues that involve all interested parties.

Advanced knowledge of Word, Excel, PowerPoint, Outlook is a must.

Languages:

Fluency (level C) in written and spoken French and English are mandatory. Knowledge of Spanish and/or Haitian Creole would be an asset.
