Overview NRC currently has more than 2,000 staff in the Middle East region assisting people displaced by conflict in Syria. As a leading humanitarian organization, we support displaced persons by implementing programs across the Shelter, Education, Food Security, Information Counseling and Legal Assistance (ICLA) and Water, Sanitation and Hygiene (WASH) sectors with strong protection and resilience focus integrated into our programs. In the Middle East, NRC has over 3000 staff dedicated to assisting people affected by the conflict in Jordan, Syria, Lebanon, Iraq, and Palestine. Its humanitarian interventions are based upon its programming expertise in the Core Competencies of Shelter, Education, Water and Sanitation Hygiene, Food Security, along with Information Counselling and Legal Assistance (ICLA) to forcibly displaced people. The Syrian Crisis is well into its eight-year, but the level and intensity of conflict in the country remain high. Humanitarian and protection need continue to grow inside of Syria as a result of the ongoing conflict and consequent complex emergency situation in which displacement is both massive and widespread. The purpose of this position is to work in collaboration with the Shelter and Water, Sanitation and Hygiene Information Management Team Leader to ensure that the programme information is recorded and analyzed with the objective of improving programming, recording interventions, donor reporting, and incorporating lessons learned into future programmes. Projects in this area are delivered through remotely managed Norwegian Refugee Council staff.
Our Ideal Candidate
We are seeking a motivated professional individual to join our Syria Response Office’s team. The ideal candidate must have a Bachelor’s Degree or above in information systems management, business administration, computer science, or similar, with experience working in project implementation in humanitarian/recovery contexts. We are particularly looking for an individual with experience with information management techniques and establishing information management systems. We are also aspiring to find a candidate with technical data management expertise including qualitative and quantitative data analysis.

Specific responsibilities
• Technical Support:
As delegated by line manager, provide technical support to Shelter and WASH projects, this includes – but not limited to – building mobile data capture support as a service for field teams, and maintaining the library of Mobile Data Capture forms for common project cycle data capture activities; reference at any time.
• Project Implementation:
As delegated by line manager, responsible for ensuring good practice in Norwegian Refugee Council Mobile Data Capture form design, and remote support, training on the design and the surveys conducted according to the activity. As well as ensuring good practice in Norwegian Refugee Council Mobile Data Capture form design, and remote support, training on the design and the surveys conducted according to the activity and performing weekly spot-checks on the collected data quality.
• Assessments:
As delegated by line-manager, responsible for supporting Shelter and WASH technical components of Area Office-level needs assessment. This will include Support analysis, reporting and visualisation of data capture efforts when it is needed during the Rapid Needs Assessments (RNAs), Multi-Sector Needs Assessments (MSNAs), Detailed/Sectoral Assessments.
• Project Monitoring and Evaluation M&E:
As delegated by line-manager, responsible for accurate and high quality Monitoring and Evaluation (M&E) of Norwegian Refugee Council Shelter and WASH related activities, including information management and archiving. This will include – but is not limited to – output and outcome monitoring conducted by Norwegian Refugee Council, maintain confidentiality and observe data protection and other associated guidelines by protecting the safety and dignity of beneficiaries’ details, and Perform Routine data processing and entry exercises and assist in data analysis and preparation of periodic updates. Monitoring and Evaluation (M&E) activities will be conducted in accordance with the Syria Response M&E Strategy, tools and guidelines.
• Protection Mainstreaming:
Responsible for supporting protection mainstreaming in Shelter and WASH related activities throughout the project-cycle. This includes – but not limited to – ensuring safety and dignity of beneficiaries, understanding their diverse needs, enabling meaningful access to Norwegian Refugee Council’s services, ensuring adequate accountability to affected populations, ensuring adequate participation and consultation, and supporting the realisation of their human rights. All project activities will be conducted in accordance with the Protection Mainstreaming Strategy, tools and guidelines.
• Collaboration:
The position-holder is responsible for maintaining a collaborative working environment with other team members, both within the Shelter/WASH project team, within other Core Competencies and with the Support Team.
Generic professional competencies
Experience from working as an Information Management Technical Assistant in a humanitarian/recovery context.
Previous experience from working in complex and volatile contexts.
Documented results related to the position’s responsibilities.
Fluency in English and Arabic both written and verbal.
Context/ Specific skills, knowledge and experience
Minimum 2 years of experience of project implementation in humanitarian/recovery contexts.
Bachelor Degree or above in information systems management, business administration, computer science, or similar.
Experience of working in complex and volatile contexts.
Documented results related to the position’s responsibilities.
Knowledge about own leadership skills/profile.
Technical data management expertise including qualitative and quantitative data analysis.
Advanced skills in Microsoft tools and specifically in Excel.
Experience with information management techniques and development.
Knowledge of the context in Syria is desired.
Ability to work independently in a result-oriented multi-tasking and multi-cultural environment.
