ABOUT WFP

The World Food Programme (WFP) is the leading humanitarian organization saving lives and changing lives, delivering food assistance in emergencies and working with communities to improve nutrition and build resilience.

JOB PURPOSE

To support the stewardship of WFP’s resources, monitoring budgets, forecasting, analysing, reporting and providing core administrative support to enable effective management of funds, and ensure assistance to beneficiaries is undertaken in the most efficient and effective way possible.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of the Country Director (CD) the incumbent will be responsible for the following tasks:

1. Support corporate finance and resource management strategies and major ongoing programmatic initiatives, participating where appropriate using finance and resource management expertise.
2. Contribute towards the development of plans, processes and procedures ensuring compliance with wider budget programming policies, WFP strategy, policies and processes, and overall WFP standards.
3. Analyse and report on key data for financial status and outcomes of projects in accordance with corporate governance requirements, ensuring accuracy, deadlines, and accounting processes are complied with.
4. Create and review project budget plans and monitor ongoing project performance against budget, ensuring adherence to guidance and policies, and providing financial analysis and advice to optimise resources.
5. Monitor and provide advice on fund utilisation, and advance financing, loan and borrowing/repayment and refinancing arrangements; alerting Country/Regional Directors to approaching deadlines for unassigned funds and potential resource shortfalls/surpluses and proposing appropriate solutions.
6. Monitor the resource pipeline to maximise operational effectiveness, following standards and processes, and providing advice on resource allocations based on severity of pipeline shortfalls using relevant pipeline tools.
7. Collate and analyse data for the preparation of accurate and timely reports, to enable informed decision-making and consistency of information presented to senior management and external stakeholders.

8. Proactively contribute ideas to senior officers for improvement to systems, techniques, tools, processes, and procedures to better monitor and manage budgets and funds.
9. Support the capacity building of WFP staff in budgeting, fund management and operational planning through answering queries and updating training materials, manuals, and guidelines.
10.Represent the unit at internal meetings/committees/working groups as required, in order to obtain and provide information from a finance, budget and resource programming perspective.
11.Guide and supervise more junior staff, acting as a point of referral and supporting them with more complex analysis and queries.
12.Where necessary, deliver core administrative services, working with contractors and following standard processes to provide cost-effective, quality, and timely services to WFP staff and undertake basic Human Resource functions related to staff benefits, recruitment of local staff, and training.
13.Track and analyse data to identify opportunities for improvements to policies, systems, and procedures to minimise financial risks, improve the efficiency and effectiveness of operations, and ensure services are aligned with business objectives.
14.Deliver financial controls and insight into WFP performance, undertaking periodic risk and internal control assessments to identify areas which may present potential audit, compliance or financial risks.
15.Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy food and needed resources to affected areas at the onset of the crisis and contribute to technical recommendations and guidance and monitoring the management of financial risks.
16.Other accountabilities, as required.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Finance, Business Administration, Accounting or related fields, or First University degree in the same subject(s) with additional 3 years of related work experience plus membership in an international recognized professional accountancy body such as Association of Chartered Certified Accountants (ACCA), Institute of Certified Public Accounts (ICPA) or equivalent.

Language: Fluency in both spoken and written communication in English and Nepali languages.

Experience:

• At least three (3) years of postgraduate professional experience finance, accounting or related fields.
• Has experience reviewing and analyzing financial statements.
• Has experience implementing accounting and internal control processes.
• Has contributed to the development of operational or office related budgets.
• Knowledge of UN environment in general and WFP’s business and financial architecture and how it supports implementation of operations is desirable

OTHER SPECIFIC JOB REQUIREMENTS

Knowledge & Skills:

• Must be familiar with MS office.
• Familiarity with Enterprise Resource Planning (ERP) systems will be an advantage.
• Leadership and supervisory skills.
