Finance Manager
The position is for a fixed term
Supervisor: Country representative/Country Director
The Finance Manager will oversee the program’s financial operations and will be responsible for ensuring compliance with all donors’ rules and regulations as well the organization Financial standing orders and standard policies and procedures, monitoring program expenditures, and producing financial reports.
Main Tasks:
Financial Management
- Oversee financial aspects of the program and ensure compliance with relevant donor requirements and the organization internal regulations.
- Produce timely, quality, and accurate financial reports and practices, including monthly financial reports and Budgets follow up reports.
- Lead preparation of financial forecasts for the overall operation and program.
- Coordinate the preparation country budgets in accordance with the organization and donor requirements.
- Supervise program budgets follow up, identify relevant / expected implementation discrepancies.
- Lead the internal and external audit process and preparations. Oversee relations with external audit firms.
- Supervise various financial support staff.
- Ensure effective internal controls and compliance with the organization policies and regulatory legislation.
- Ensure that the financial reports and relevant financial supporting documents are prepared and submitted, in accordance with the organization and with donor requirements,
- Ensure the allocation of expenses to relevant program and donor reporting.
- Ensure proper preparation of Financial Statements, cash books, list of expenses, bank accounts reconciliations, etc. in accordance with requirements
- Assist with new business development, including budget preparation and forecasting.
- Maintain overall budget control and monitoring of cash flows and forecasts, oversee budgeting and monitoring of direct and shared costs, spending plans, provide cost,
- analysis and make recommendations for determining effective resource utilization ensuring no deficit.
Special Tasks OPT (region) Remote work:
- Liaise with partner organizations to ensure completeness, correctness and accuracy of financial reports according to the organization policies and donors’ regulations.
- Review and prepare partner cash requests from HQ, ensure a tracking system and matching of advance payments and expenses reported.
Skills
- Qualifications we’re looking for
- Advanced degree in finance, accounting, or related field or equivalent work experience.
- A minimum of 4 years with a senior position in Finance Manager or Accountant for an NGO/INGO
- Strong analytical skills and accuracy in working with large amount of financial and other data
- Demonstrated knowledge of internal controls and audit processes.
- Experience in working with multiple donors, knowledge of EU, UN, US government funding an asset
- Advanced proficiency in Microsoft Office.
- Demonstrated ability to handle multiple tasks and work with diverse staff.
- Sensitivity to cross-cultural dynamics in the workplace.
- Fluency in written and spoken Arabic and English is required.
