Bechtel is one of the top Engineering, Procurement and Construction companies in the world. SAUDI ARABIAN MILITARY INDUSTRIES (SAMI) is a national holding company owned 100% by the Public Investment Fund (PIF), a sovereign wealth fund owned by the Kingdom of Saudi Arabia (KSA). Bechtel was contracted to provide Project Management/Construction Management (PM/CM) services to manage the design and construction of a Land Systems Industrial Complex (LSIC) for SAMI. As part of the Vision 2030, the Kingdom of Saudi Arabia aims to become self-sufficient in manufacturing military vehicles. In support of this goal, SAMI Land Systems (LS) are building the capabilities to manufacture vehicles locally, as well as developing Maintenance, Repair, Overhaul and Upgrade (MROU) facilities. Consequently, adequate infrastructure needs to be in place to create an efficient, reliable production system.

One of the key stages of Land Systems manufacturing strategy is to build the new LSIC in Al Kharj (south of Riyadh city) with manufacturing and assembly facilities with a footprint of over 80,000m2 capable of producing heavy and Artillery vehicles. This facility will be designed and built over the next 3 years. We invite you to join our team for this interesting opportunity! This position is contingent upon contract award.

The Project Controls Manager will be a key member of the project team. The ideal candidate will have significant leadership experience and a clear understanding of project management within KSA.He/she will have previous Project Controls experience of large scale (>$1Bn) projects, ideally within KSA or the wider Middle East. He/she will have a cultural awareness of the nuances of operating successfully within KSA and have proven success in managing client relationships at a senior (executive) level.

Essential Job Duties:

o The coordination of project reports and dashboards as necessary.

o The preparation of Earned Value procedures for employment by SAMI in their oversight and management of individual projects.

o The establishment of Project Controls processes aligned with SAMI requirements.

o The provision of wider Project Controls advice and guidance to SAMI staff. The coordination of Project Controls presentations to management.

o Maintaining close liaison with Bechtel Infra PC Functional Management to ensure adherence to policy and best practice.

o The coordination and preparation of the Project Financial Status Report (PFSR).

o The routine coaching, tasking and performance management of assigned Project Controls staff and such additional professional tasks as are directed by the Bechtel Project Manager.

Selection Criteria:

o Have previous Project Controls project experience within KSA or the wider Middle East and across a broad range of infrastructure projects.

o Have a bachelor’s degree plus a minimum of 15 years of professional experience or, in lieu of a degree, 21 or more years of professional experience.

o Must be able to obtain and maintain a Saudi Visa.

o Demonstrate experience and skill in directing cost engineering functions, including cost estimating, cost control, and cost analysis. Demonstrate experience and skill in directing, planning, and scheduling functions, including schedule development, control, and analysis.

o Have expertise in the delivery, communication, and training of risk management.

o Demonstrate experience and skill in establishing criteria for Project Controls activities. Show proven leadership skills in personnel administration, and in the training of technical and nontechnical personnel. Be expert in oral and written communication, with demonstrated ability to present PC information to Bechtel and client management.

o Demonstrate skill in identifying, analysing, and solving problems.

o Be a self-starter, capable of operating independently and proactively with confidence.

o Have significant experience and a cultural understanding of project management; and Have previous experience of PFSR coordination and delivery.

o The successful candidate will also meet some of the following desirable criteria: Be fluent in both oral and written Arabic. Have previous defence / military / security project experience.

o Show an advanced level of knowledge of engineering, procurement, contracts, construction, and startup work processes.

o Show knowledge of engineering and construction management customarily acquired over time through specialized instruction or practical experience.

o Show knowledge of current industry and technical developments.

o Show a working knowledge of change management; and Have experience of knowledge transfer and the development of local employees.
