Program: Jordan Economic Reform Activity Task Order 1

Reporting to: Grants Manager

Duration: Long-Term

BACKGROUND

The Jordan Economic Reform Activity Task Order 1 (ERA TO1) is a 5-year, $54 million program funded by USAID, which aims to support the Government of Jordan (GOJ) to prioritize and implement economic reforms. Through coordination with the GOJ, the Jordanian and international private sector, other donors, and Jordanian civil society, ERA TO 1 will (1) advance economic reforms, (2) strengthen the business enabling environment, (3) increase exports and local, regional, and international investments, and (4) respond to emerging priorities.

POSITION DESCRIPTION 

The Grants Coordinator will serve as a member of the larger Operations component of the project team and will report to the Grants Manager. The Grants Coordinator will contribute in the administration of the grants portfolio and will be responsible to assist for implementing and monitoring grants and technical activities, including performing evaluations and assessments of potential grantees, designing agreements and scopes of work, monitoring financial and operational implementation, and ensuring that close-out is done in accordance with ensuring full utilization of grants in compliance with Chemonics International and applicable federal regulations across the entire grants cycle.

DETAILED RESPONSIBILITIES 

  • Significantly contributes to management of full award cycle for grants and agreements, including solicitation, review, execution, implementation management, monitoring, communication with recipients (as delegated by the Grants Manager), and closeout of grants.
  • Assist the technical team on the development of the various requests for proposals and applications, work with the Grant Manager on the release of NOFOs and assist in the evaluation process and selection of recipient.
  • Ensure that all contract-specified related regulatory requirements for grants (including ADS, CFR, and OMB) are met in a satisfactory and professional manner.
  • Ensures proper negotiation of terms and conditions for sub-grants, local subcontracts, and amendments.
  • Assist the Grants Manager in reviewing sub-award budget estimates in conjunction with project finance team to ensure all costs conform with USAID and Chemonics International regulations and policies.
  • Coordinates with the Grants Manager and work with the Chief Technical Officer, and the technical team to strengthen sub-awardees’ (grantee/subcontractor, etc.) technical management capacity.
  • Works together with the Grants Manager to increase the capacity of sub-grantees to ensure that they follow USAID regulations and as needed.
  • Coordinates, as delegated by the Grants Manager, with finance, M&E, and technical focal points on progress of grants. Contribute to the M&E reporting needs to reflect implementation of grants activities.
  • Reviews and ensures the accuracy of the tracking system and of all Annual Program Statements (APS) and Requests for Applications (RFAs) ensuing data is fully recorded on AirTable.
  • Maintains documentation and grants files in accordance with USAID regulations and Chemonics International guidelines.
  • Manages the Grants email account by receiving and answering all emails with the supervision of the Grants Manager.
  • Assists in the implementation and monitoring of Project sub-awards.
  • Identifies issues and risks related to grant activity implementation and communicates them in a timely manner to the Grants Manager.
  • Ensures that all sub-grant related activities are in compliance with corporate grants policies and all federal acquisition regulations, including FARs, AIDARs, and ADSs.
  • Ensure collaboration and coordination, sharing of information, needs, and progress across all functions and components of ERA to implement as one team including but limited to GESI, MEL, Communications, and all component team leads.
  • Contribute to and/or lead as assigned periodic planning documents, progress, and impact reports for USAID and other partners.
  • Operate with integrity and assurance of confidentiality, commitment to excellence, compliance with all USAID rules and regulations, contractual requirements, and Chemonics international policies, systems, and values.
  • Perform other duties assigned by the Grants Manager to support the execution of the Grants Fund activities and fulfilment of its targets on a timely basis.

MINIMUM QUALIFICATIONS 

  • Bachelor’s degree required; advanced degree preferred.  
  • Minimum of five (5) years of experience with the design, administration, management, and monitoring of grants required.
  • Ability to work in a professional and cordial manner with fellow staff, implementing and cooperating partners, and relevant NGOs and government agencies.
  • Strong interpersonal skills and ability to work with culturally diverse staff. 
  • Prior experience with large-scale USAID grant management contracts and familiarity with USAID grant management, policies, and procedures.
  • Knowledge of Jordan operating environment strongly preferred.
  • Fluent Arabic and English required.
  • Proven analytical and problem-solving skills.
  • Experience writing business memos and business analysis strongly preferred.
  • Demonstrated knowledge and familiarity with Jordan’s operating environment is preferred.
  • Strong interpersonal skills and ability to work with culturally diverse staff. 
  • Strong Arabic and English communication skills (oral and written).

LOCATION OF ASSIGNMENT 

The Grants Coordinator will be based in the project’s office in Amman, Jordan.
