ORGANIZATIONAL CONTEXT

WFP’s mission is to help the world achieve Zero Hunger by 2030 as per the Sustainable Development Goal (SDG) 2. It works to ensure that the poorest and most vulnerable, particularly women and children, can access the nutritious food they need.

The Myanmar CSP 2018-2022 approved by the WFP Executive Board in November 2017 and it aims to contribute to three Strategic Outcomes that are aligned to four Strategic Results of SDG 2 (Zero Hunger) and SDG 17 (Partnerships for Development). A total of eight Activities are planned to be implemented to achieve the contributions to the three Strategic Outcomes.

Under the Integrated Road Map (IRM) WFP has committed to a new way of working, linking not only all activities to the defined Strategic Outcomes, but also linking the resources used for implementing the activities to the results achieved.

The three strategic outcomes are:

  • SO 1: “Crisis-affected people in food insecure areas meet their food and nutrition needs all year round.” Life-saving food and/or cash will be provided to women, men, girls and boys affected by natural disasters, armed conflict, and inter-communal violence.
  • SO 2: “Vulnerable people in states and regions with high food insecurity and/or malnutrition have access to food all year round.” WFP will provide food/cash assistance to vulnerable populations, while providing technical assistance to support the government in strengthening its social protection programmes, food systems and emergency preparedness capacity.
  • SO 3: “Children under 5 in Myanmar have improved nutrition in line with national targets by 2022.” WFP will contribute to increasing the availability and access to safe and nutritious food for vulnerable and affected populations in crisis and non-crisis situations to enhance their nutrition and resilience. WFP will also support the government in implementing national nutrition actions, including SBCC, preventive nutrition specific and sensitive interventions, and scale-up of management of acute malnutrition.

JOB PURPOSE

Provide effective coordination with the relevant stakeholders and specialized technical support to a full range of policy and programme activities that effectively meet food assistance to the crisis affected people.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of SO1 Manager and the overall supervision of Head of Programme, Programme Policy Officer (EPR) will be responsible for the following duties:-

  • Ensure timely emergency response to disaster or conflict affected population in coordination with local authorities, cooperating partners and Country Office functional units;
  • Assist in all matters related to the delivery of WFP emergency assistance and bring to attention of relevant Country Office functional units for any administrative constraints arising from rapidly evolving emergency situations in the field;
  • Conduct field visits including assessment and monitoring missions in support for emergency response;
  • Develop Emergency Preparedness and Response Package (EPRP) including risk analysis and concept of operations in conflict and disaster scenarios. Periodically monitoring the management of risks and report on any actions taken;
  • Ensure that Standard Operating Procedures (SOPs) on emergency response are developed and practiced;
  • Reassure linkages to vulnerability analysis and mapping (VAM) including food security analysis and choice of transfers (food and/or CBT) in emergency response and to ensure proper nutrition interventions are developed to reduce gaps;
  • Support Field Offices in developing strategies and plans for emergency response in coordination and consultation with other relevant CO functional units, partners and local authorities;
  • Develop and maintain relationship with state, region and local authorities in conflict affected areas and disaster prone areas;
  • Identify stand- by partners and prepare agreement in coordination with field support unit to be ready for any emergency response;
  • Formation of emergency roster and capacity building of the team members;
  • Prepare and report periodically based on internal and external requirement;
  • Ensure compliance with WFP policies, criteria and procedures with respect to food assistance.

Transfer Modalities (Food, Cash, Voucher) Demonstrates ability to analyse and consolidate quantitative and qualitative information from different sources (e.g., market studies) to inform transfer modality selection and programme development.
Broad Knowledge of Specialized areas (i.e. Nutrition, VAM, etc.) Demonstrates the ability to interpret basic data in the context of WFP specialised fields to contribute to technical programme design, implementation and monitoring.
Emergency Programming Displays ability to translate understanding of programme principles in emergencies and protracted conflict situations into relevant, effective, and context specific approaches.
Strategic Policy Engagement w/ Government Develops thorough recommendations using multiple inputs (e.g., government counsel, research, own experience) to strengthen national or subnational entities and government owned food and nutrition security programmes.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree preferably in disaster management, social or development studies, business administration or other related field, or First University degree with additional years of related work experience and/or training/courses.

Language: Fluent in written and oral skills in both English and Myanmar

At least five years of progressively responsible experience in managing large-scale development, humanitarian and emergency response operations, including coordination with internal and external stakeholders;

Knowledge & Skills:
• Experience in leading large work-force/human resources from multiple disciplines;
• Experience in partnerships with national governments and advising senior national staff;
• Skills and experience in overall management, leadership, team and consensus building, time and financial management, report writing, planning, prioritizing and negotiating with clear results orientation;
• Experience in managing/chairing committees on procurement and logistics services;
• Experience in developing and managing relationships and national capacity building initiatives with UN agencies, NGOs, private sector and/or government organizations;
• Experience in monitoring operational successes and suggesting areas of improvements;
• Experience in supervising teams of professional and support staff.
