THE ROLE AND ORGANIZATIONAL CONTEXT

WFP’s Private Partnerships and Fundraising Division (PPF) works with WFP units, offices and friend organizations around the world to engage in high-impact partnerships and fundraising activities with companies, foundations, non-governmental organizations and individuals. Together, they aim to harness the transformational power of the private sector by mobilizing funding, technical assistance, innovative solutions and awareness to help WFP fulfil its mission. The PPF Global Services team works with other divisions within the organization to ensure that partnership managers get the technical and strategic support they need in the areas of communications, contracting, due diligence and information management to build and grow strategic partnerships and campaigns while aligning with WFP’s rules and core values.

Job Purpose:

A new role reporting to the Head of Global Services, the PPF Process Officer will work with partnership officers and focal points in PPF and beyond, as well as with other relevant WFP divisions including the Legal Office, to help maximize the efficiencies of PPF processes and support the alignment of WFP’s partnerships with private sector partners with the normative framework of WFP. The position is based at WFP Headquarters in Rome, Italy.

KEY ACCOUNTABILITIES (not all-inclusive)

You will:

  • Proactively recommend potential enhancements to PPF processes aimed at maximizing efficiencies and supporting process optimization projects involving PPF as required, facilitating decision-making by PPF leadership, the Head of Global Services and other relevant stakeholders when needed by preparing relevant background papers.
  • Work with the PPF Information and Knowledge Management team on the digitalization of processes within PPF and the extraction of relevant data to monitor performance.
  • Act as PPF focal point for agreements with private sector partners and donors, managing the flow of inquiries and drafts developed and submitted by WFP partnerships officers globally, setting priorities and controlling quality before their review and clearance by WFP Legal Office.
  • Contribute to the development and review of memos and briefs for WFP senior leadership, notably in the context of the due diligence process.
  • Support WFP's efforts in preventing and mitigating conflicts of interest in relation to private sector partnerships and fundraising by working with partnership managers, PPF leadership and the Legal Office and contributing to process optimization as required.
  • Support the Global Services team in delivering trainings and presentations on compliance and processes to new PPF staff, focal points and other relevant stakeholders, while ensuring the right tools and guidance are available and regularly updated through relevant channels.
  • Assist PPF leadership in servicing committees, task forces, expert working groups and other bodies on matters related to legal processes in consultation with the Legal Office, preparing presentations, practical proposals and briefs to contribute to the formulation of WFP’s position, recommendations and exchange of knowledge and best practices.

QUALIFICATIONS AND KEY REQUIREMENTS

EDUCATION

  • Advanced University degree in International development, International relations, Law, Business, Public policy, Business, Marketing or relevant field, or first University degree with additional years of related work experience and/or training and courses. A degree and/or training in or post-graduate degree in Law is would be an advantage.

EXPERIENCE

  • At least 3 years of postgraduate professional experience in business process optimization, legal agreement drafting, due diligence, public-private partnerships, trainings and policy development.

LANGUAGE

  • Fluency (level C) in the English language.
  • Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or Portuguese (a WFP working language) is an asset.

  • Very good written and verbal communication skills.

  • Thorough research and analytical skills, with an ability to synthesize information across various sources and articulate findings and recommendations into clear written and oral presentations.
  • Very strong interpersonal skills, with an ability to deliver training and cultivate relationships across varying levels of seniority, internally and externally.
  • Excellent time management skills, with an ability to set priorities and track progress.
  • Ability to work fast and independently.
  • Knowledge of UN regulatory framework, due diligence, intellectual property, data privacy, and/or information technology law are all a significant advantage

TERMS AND CONDITIONS

Mobility is and continues to be a core contractual requirement in WFP. This position is however classified as “non-rotational” which means the incumbent shall not be subject to the regular reassignment process unless the position is reclassified as rotational. The selected candidate will be employed on a fixed-term contract with a probationary period of one year. This position is open to both internal and external candidates.

WFP offers an attractive compensation and benefits package in line with ICSC standards (http://icsc.un.org) including basic salary, post adjustment, relocation entitlement, visa, travel and shipment allowances, 30 days’ annual leave, home leave, an education grant for dependent children, a pension plan, and medical insurance.

The selected candidate will be required to relocate to Rome, Italy to take up this assignment.
