ORGANIZATIONAL CONTEXT
We are building a Consultant Roster of Human Resources Generalists, Specialists and Recruiters that will be comprised of highly competent professionals from around the world who can play a key role in helping our offices across a variety of HR activities such as Operational Services, Contracts, Technology & Analytics, Career Management, Talent Deployment, Talent Acquisition, Workforce Planning & Strategy, etc. We are looking for candidates of the highest integrity and professionalism who share our humanitarian principles and who are willing to accept positions in any of our Regional Bureau Cairo (RBC) and Country Offices. We select our Roster members on a competitive basis, and we are committed to promoting diversity and gender balance.
KEY ACCOUNTABILITIES (not all-inclusive)
The following key accountabilities stated below are indicative in nature, drawn from several potential future jobs that could arise in the Regional Bureau or the Country offices from time to time. It is not expected that an individual candidate need have work experience in ALL the below areas; hence please feel free to state only your areas of your specialisation as you submit the application. For those areas you have no work experience please feel free to indicate “Not applicable”.
- Contribute towards the development of HR country-specific plans and processes, and deliver HR operational activities or projects, following standard processes and ensuring alignment with wider WFP policies.
- Provide advice to managers and employees, understanding their needs and ensuring policies, procedures, processes, systems and tools are available and correctly applied to support them.
- Provide effective management of the employment relationship between WFP and its staff, by administering conditions of service, contracts and appropriate entitlements, and resolving employee relations issues.
- Deliver onboarding activities which ensure new employees have a positive experience of WFP, and are successfully integrated into their new role and the organization.
- Contribute to the delivery of organizational design activities that enable senior management to define and organize structures and jobs and allocate people to the right places in order to improve efficiency.
- Handle full cycle recruitment for the positions in the RBC Regional Office or Country Offices. Review and streamline the recruitment process through straight forward data analysis and putting forward some simplifications to contribute to process efficiencies and improvements. Ensure timely and establish a shorter return around time for recruitments
- Contribute to the development of effective talent acquisition strategies by using new technologies, social media, software and networks, to identify, attract, and hire the best talent in support of WFP strategic goals.
- Partner with managers to understand their specific functional staffing needs and implement solutions to meet these needs, following standard processes and ensuring alignment with wider WFP policies
- Collate and analyses data for the preparation of accurate and timely reporting, supporting a WFP wide view of HR activities that enables informed decision-making and consistent information for stakeholders.
- Guide and supervise junior staff, acting as a point of referral and supporting them with analysis and queries.

STANDARD MINIMUM QUALIFICATIONS
Education:
Advanced university degree in Human Resource Management, Public or Business Administration, Industrial Psychology or other relevant field, or First University degree with additional years of related work experience or trainings/courses.
Experience:
- Three or more years of postgraduate professional experience in Human Resources with an interest in international humanitarian development.
- WFP / UN experience and knowledge in specific processes and systems HR role is very desirable.
- Experience in managing small teams of staff with related areas of expertise, for more senior levels.
- Experience in leading or working on organization alignment activity is an advantage
- Talent acquisition / recruitment experience ideally within a fast-moving, highly dynamic organization. Knowledge of Talent Acquisition best practices.
Knowledge & Skills:
- Sound knowledge of HR concepts and principles with a broad knowledge of best practices, techniques and processes.
- Customer Orientation
- Good communication skills required to give and receive information and work with a variety of individuals
- Ability to partner with senior management and managers
- Ability to explain the rationale for human resources decisions and to gain buy-in from different stakeholders
- Ability to lead, coach and motivate a team. Ability to transfer knowledge, best practices to colleagues in a context-relevant and credible way
- Strong analytical – reporting skills to compile, maintain, analyze and prepare strong people reports to draw some (initial) conclusions and help key stakeholders make some informed decisions
- Knowledge of, or the ability to quickly assimilate, UN/WFP specific processes and systems
- Ability to work independently
- Proficiency in MS Office (Word, Excel, PowerPoint)
Language: International Professional: Fluency (level C) in English language. Intermediate knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) or Portuguese (one of WFP's working languages) is highly desirable.

This vacancy announcement is intended to build a Roster of qualified applicants for future HR Consultancy opportunities in WFP. The Terms of Reference (TOR) stated here is indicative and is a generic description of typical requirements. As such it is not tied to any specific open position or for any specific duty station. Interested applicants can make an expression of interest for future opportunities. All applications received will be reviewed, screened and will be put through a selection process to assess relevancy of their work experience and qualifications. Applicants who meet the selection criteria and clear the initial pre-screening, may be contacted for further assessments / interviews. The validity of the Roster is for 2 years (extendable based on mutual interest) from the time of completion of selection process.
