ORGANIZATIONAL CONTEXT

The WFP multi-country Office (MCO) in the Caribbean covers 22 countries and territories in the English and Dutch-speaking Caribbean region and implements multi-country technical assistance and capacity-strengthening for emergency preparedness and response (EPR). WFP Caribbean is strengthening regional and national capacities by supporting the Caribbean Disaster Emergency Management Agency (CDEMA) and national governments to improve EPR functions, while collaborating with bi-lateral organisations, UN agencies and other stakeholders to coordinate efforts in designing and implementing effective, cost-efficient and gender sensitive programmes and emergency responses to minimise the impact of shocks on vulnerable populations.

The successful candidate would be responsible for supporting base-level data preparedness efforts that would inform emergency programming for WFP, and through this contribute towards any national or regional emergency preparedness and response initiatives in the Caribbean.

JOB PURPOSE

The Data Preparedness Officer will report to the lead of the WFP MCO Research, Assessment, and Monitoring (RAM) unit.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Support data and mapping requests that would elevate baseline data preparedness for WFP and CDEMA.

2. Compile and maintain minimum data, layers and mapping requirements for preparedness and immediate response for priority countries, including but not limited to data cleaning, feature attribution, geometry, and metadata checks.

3. Provide any additional support on data processing and mapping as required.

4. Provide guidance to internal and external teams as required, acting as a point of referral and assisting them with technical support, analysis and reports.

DELIVERABLES AT THE END OF THE CONTRACT

The data layers should be disaggregated and georeferenced to the lowest administrative boundary available and include base layers such as population projections, administrative boundaries, transportation, buildings, shelters, and any available vulnerability indicators.

All data should be cleaned, geo-referenced, attributed, and stored offline into the spatial data infrastructure and uploaded to online data portals which are accessible to all.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Data, Spatial Data analysis and mapping, emergency response, and any other related field or First University degree with additional years (3 years) of related work experience or training/courses.

Experience: Minimum of one year of postgraduate experience with an advanced university degree in the field of data analysis and mapping, or a closely related area such as information systems, early warning, and emergency response, and three years of post-graduate experience with a first university degree

Knowledge and skills:

Intermediate knowledge of geographic information systems (GIS) and statistical analysis software;
• Familiarity with quantitative and qualitative survey techniques;
• Advanced computer skills, including at least intermediate skills in Office suite – word processing, spreadsheet, database and GIS applications. Working knowledge of basic statistics.
• Desirable: Experience in early warning and remote sensing applications and familiarity with associated specialty software.

Language: Fluency (level C) in English language.

This position is open to CARICOM member states and associate members. Bearing in mind the necessities of service and programmatic priorities, this post is open to nationals of the CARICOM member states and associate members.

Employment Particulars

Type of position: Short Term. Full Time

Type of Contact: Service Contract Level 8 (SC-8)

Duration on Contract: 6 months with the possibility of extension, based on organizational requirements.

Duty Station: Caribbean Multi-Country office. Will be determined.

Travel Requirements: The WFP Caribbean Office cover the 22 English and Dutch-speaking Caribbean countries. The selected candidate may be required to travel from time to time, both regionally and internationally, to support missions, emergency responses, training, etc.
