Monitoring & Evaluation Coordinator/Research-Nationals Only

  • As part of NRC Jordan’s MEAL (Monitoring, Evaluation, Accountability and Learning) Department the Research Unit promotes evidence-based decision-making through NRC’s beneficiary intake and assessment tool, as well as through research. The M&E Coordinator leads the research team and its activities in line with the NRC Jordan’s strategic priorities. Through causal and exploratory research, the coordinator will effectively contribute to enhance NRC Jordan’s understanding of the consequences of its programming, improving internal systems, and promoting evidence- based decision-making on durable solutions.

    Responsibilities for Internal Candidates

    Generic responsibilities

    • Adherence to NRC policies, guidance and procedures.
    • Support and contribute to the development and implementation of monitoring and evaluation systems, including monitoring and evaluation standard operation procedures, guidance and tools.
    • Participate in programme design and proposal discussions, including theory of change development, log frame design and budgeting for monitoring and evaluation.
    • Support programme staff in planning for and executing monitoring and evaluation, including, data collection methodology and tools and data management, analysis and use.
    • Support the implementation, dissemination and use of evaluations, assessments and monitoring data in programme development, adjustment or review.
    • Contribute to organizational learning through supporting specific analysis, lessons learned and reports.
    • Capacity building and training of NRC staff on research, learning and evaluation technical and conceptual areas.
    • Supervise and mentor research staff in executing research, evaluation and learning plans.
    • Contribute to the design of MEAL staffing structure and resourcing, including collaboration with programme staff to identify and plan for research, evaluation and learning needs.
    • Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards & principles within NRC and amongst beneficiaries served by NRC.

    Specific responsibilities

    • Lead the NRC research team conducting qualitative and quantitative studies as well as assessments on durable solutions for refugees in Jordan to inform programming and advocacy.
    • Develop sampling strategies, questionnaires, data collection, research protocols, as well as conduct data analysis and write up reports for NRC-led research.
    • For research contracted to external consultants and firms, lead on procurement process as well as technical and operational oversight of the contracted consultant.
    • Coordinate the design and review of various assessments that screens and prioritizes beneficiaries, generates learnings as well as informs in-country advocacy and decision- makers.
    • Provide timely and robust information to promote the dissemination of learning, better project cycle management, and facilitate evidence-based decision-making through the provision of technical analysis, both internally within NRC Jordan and externally with partners and donors.
    • Provide technical support during the design and development of proposals submitted to institutional donors.
    • Validate Theory of Changes (ToC) and specific program assumptions to enhance the program quality in the successive phase of the implementations.
    • Contribute to strategy processes by producing and presenting relevant contextual information and learning.
    • Coach and mentor staff members to develop their skills and ensure high-quality evidence-based reporting as well as support efforts to enhance agency’s MEAL systems and standards by developing SOPs and technical guidelines.
    • Other activities as agreed and discussed with the senior management and program staff.

    Competencies

    Professional Competencies

    Generic professional competencies for this position:

    • At least 5 years’ experience in an international NGO preferably in an emergency or post- conflict setting, including M&E capacity and systems development.
    • Thorough experience with and knowledge of principles and current approaches to research and evaluation in relief and development programs, using both quantitative and qualitative methods
    • Understanding of data and information needs for program management and decision making.
    • Experience in facilitating the capacity building efforts of diverse colleagues, including local partner agencies. Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring and other formal and non-formal methods.
    • High level English language proficiency (speaking, reading, writing).
    • Analytic and computer skills, including MS Office (Word, Excel, Outlook, PowerPoint, Access).
    • Experience using STATA, Atlas-Ti/NVivo, or Python.
