BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The Hunger Monitoring Unit (RAMAH) in WFP’s Research Assessment and Monitoring (RAM) Division manages WFP’s global hunger monitoring systems, building upon the successes of the mobile Vulnerability Analysis and Mapping (mVAM) initiative. This entails the establishment and oversight of WFP’s near real-time food security monitoring systems in close to 40 countries, as well as developing and refining advanced analytical approaches – including predictive analytics capacities – in collaboration with internal and external partners to ensure timely and holistic views of the food security situation globally. Data from these systems flows into the HungerMap LIVE (hungermap.wfp.org), WFP’s global hunger monitoring system. This information is also published through Global and Regional Insights and Key Trends reports and other related resources, enabling decision makers to monitor the situation effectively and adopt early mitigation actions.
To support this effort, the Hunger Monitoring Unit seeks a Software Developer to support the development of the aforementioned activities and strengthen the data analysis pipelines and the systems for data reporting and visualization.

ACCOUNTABILITIES/RESPONSIBILITIES:

The Consultant will be responsible for the following activities:

  • Daily maintenance, development and enhancement of data pipelines
  • Design and implement production-ready data pipelines
  • Develop components for the data ingestion framework
  • Participate as a trainer in capacity-building events with WFP country offices, governments, and partners, in person or remotely as required
  • Ensure adherence to WFP policies regarding data, including data privacy, security, management, and code documentation
  • Participate in field missions as required
  • Run ad hoc analysis as required
  • Perform other tasks as required

DELIVERABLES AT THE END OF THE CONTRACT:

  • Consolidate current and new automation pipelines into resilient products
  • Contribute to current development efforts
  • Facilitate trainings on data security, storage, scripting and coding best practices
  • Facilitate trainings on software development

QUALIFICATIONS AND EXPERIENCE REQUIRED:

Education:

Bachelor’s degree in engineering, computer science, physics, mathematics or similar. Master’s degree preferred

Experience:

At least 3 years of experience in IT related field

Knowledge and Skills:

  • At least 2 years of Python programming skills and experience with data manipulation libraries (pandas, numpy, sqlalchemy etc.) is required
  • Experience in designing and querying SQL databases is required
  • Experience with developer tools (git, docker, etc.) is required
  • Experience with front-end stack (HTML5, CSS /SASS, JavaScript ES6+, React) is an asset
  • Experience with python web frameworks (flask) is an asset
  • Experience in GIS (QGIS, GDAL, PostGIS) is an asset
  • Knowledge of survey methodologies is an asset
  • Experience working with the humanitarian sector or in a social science field is an asset

Languages:

Excellent spoken and written English; spoken and written French highly desired.
