WFP’s Regional Bureau for the Middle East and Northern Africa (RBC), based in Cairo, Egypt, provides strategic guidance, policy/technical support and direction to WFP operations and activities in 16 countries: Algeria, Armenia, Egypt, Iran, Iraq, Jordan, Lebanon, Libya, Moldova, Morocco, State of Palestine, Syria, Tunisia, Turkey, Ukraine and Yemen. These country offices aim to assist roughly one-third of all of WFP’s beneficiaries (approx. 30 million) in some of the most critical humanitarian emergencies of our time. RBC is also active in the ‘Changing Lives’ side of WFP’s mandate, helping national governments and local communities improve nutrition, livelihoods, school feeding, social protection, climate and disaster risk reduction and other programmes that build resilience and support development.

JOB PURPOSE

Behavior changes are required among individuals and households but also changes and leveraging of the food, health, education, and social protection systems. Improving knowledge and practices supports availability, accessibility, and consumption of healthy diets as well as uptake of essential complementary health and nutrition services. Healthy diets are crucial to reduce the risk of all forms of malnutrition, promote healthy growth and development and prevent obesity and non-communicable diseases (NCDs) throughout life. The scale of cash/CBT programming and the increased focus on food system, food value chains and on social protection present unprecedented opportunities to influence diets, and SBC is required in order to empower recipients of this assistance to meet their essential needs and maximize the nutritional value of their purchases.
The Middle East and North Africa (MENA) region is undergoing a nutrition transition. The coexistence of insecurity, food insecurity, undernutrition, micronutrient deficiencies, overweight obesity alongside migration, urbanization, and COVID-19 is a growing challenge in the MENA region.
The scale up of SBC in MENA region is critical, many countries requested technical support to initiate or continue integrating this approach. The new WFP MENA SBCC strategy (2021-2030) will allow RBC countries to move forward.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the supervision of the Regional Head of School Based Programmes and Nutrition, the purpose of this consultancy is to support the country offices in the design and implementation of quality nutrition programmes including the nutrition integration and the scale up of the demand, availability and access to healthy diets across WFP COs operations and countries food, health, social protection and education systems.

  1. Provide technical assistance to country offices on nutrition-specific and nutrition-sensitive programming and policy issues including the choice of objectives, activities, transfer modalities and commodity choice in line with WFP standards and processes.
  2. Contribute to emergency preparedness actions, providing technical recommendations on contingency planning, risk analysis and early warning related to nutrition risks, providing response capacity as required.
  3. Provide guidance and technical support on how to make WFP and national school meals programmes more nutrition sensitive.
  4. Contribute to knowledge management around nutrition integrated approach, including the documentation of processes, good practices, and learnings.
  5. Other as required in agreement with the supervisor.

DELIVERABLES

Aligned with above responsibilities, the Consultant deliverables are the following:

  1. A significant contribution is made to the development of the RBC nutrition vision, strategy, plan of work, and actions in accordance with the priorities of the COs, the multi-year Country Strategic Plans (CSPs), and the Interim Country Strategic Plans (ICSPs).
  2. In country and remote nutrition technical assistance provided to enhance emergency planning and response related to nutrition, particularly in Yemen, Syria, Algeria, and other countries experiencing a food crisis.
  3. The integration of nutrition across RBC/regional priorities (emergency response, refugee self-reliance, youth engagement, climate and water scarcity, social protection), across systems (food, health, education, social protection), and across WFP COs operations is supported by regional, in-country, and remote technical assistance.
  4. Support provided to RBC and COs on nutrition related M&E, assessments, studies, evaluation, analysis including on transfer modalities (in-kind/CBT/rations’ optimization, nutritional adequacy), SBCC formative research and food fortification.
  5. Working closely with the RBC School Feeding Focal Persons and in relation to the Regional Implementation Plan (RBIP) for the School Based Programme:
    • An analysis is conducted of RBC school meals/school feeding rations and school feeding models including the available evidence.
    • To improve the nutritional value of the snacks and school meals including nutritious fresh foods, recommendations and country support are given.
    • A mapping is done, and an analysis is conducted of where WFP stands in the region with the integration of nutrition awareness in the school feeding programme.
    • Countries benefited from recommendations and support to scale up the nutrition integration including the development of nutrition awareness materials and the school health and nutrition interventions implementation.
    • Support countries especially Libya to develop a nutrition sensitive Home-grown school feeding Theory of Change including the M&E framework.
  6. Countries are better able to integrate nutrition into their operations and to contribute to government capacity strengthening.
  7. Other as required in agreement with the supervisor.

REQUIRED EXPERIENCES FOR ENTRY INTO THE ROLE

Education

A University Degree in Public Health or Nutrition is required.

Experience

  • A minimum of 6 to 10 years of experience in implementing and advising nutrition specific and nutrition sensitive programme
  • Demonstrated experience working in public health and/or nutrition related field
  • Experience working in nutrition specific and sensitive programming in country office is required.
  • Experience working in humanitarian assistance and development context is required.
  • Experience working at regional level is desirable.

Knowledge & Skills

  • Knowledge of global nutrition architecture.
  • Experience working in collaboration with technical experts from multiple units and stakeholders.
  • Experience representing international organization at high level event.
  • Excellent written and oral communication skills
  • Good interpersonal skills and ability to work in multicultural settings
  • Ability to work independently and meet deliverables with minimal supervision

Languages:

  • Fluency in spoken and written English is required.
  • Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese is desirable
  • Fluency (level C) in Arabic and/or French language will be an added advantage.
