BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The United Nations World Food Programme is the world's largest humanitarian agency fighting hunger worldwide. To achieve its mission, WFP has been entrusted with a dual mandate: to meet emergency and protracted relief food needs (saving lives) and to support economic and social development (changing lives). WFP recognizes that strong and sustained national capacities are critical to addressing the multiple causes of hunger over the long term. Agenda 2030 provides WFP with both the imperative and the opportunity to leverage its extensive field presence and operational knowledge to become not only the operational partner of choice for governments, but also a strategic capacity enabling partner.
In that light, the WFP Regional Bureau for Western Africa (RBD) is looking for a Programme & Policy Officer to support the ongoing effort to operationalize WFP’s Country Capacity Strengthening (CCS) strategy in the region. The Officer will work with the Regional CCS Advisor to diagnose CCS needs; improve the design of approaches, services, and activities pertaining to capacity strengthening; align RBD’s CCS approach with the overall corporate policy and strategy and empower Country Offices to effectively plan and implement CCS on the ground. Additionally, the Officer will also leverage WFP’s South-south Triangular Cooperation, which focuses on facilitating knowledge transfers between developing countries, as a viable option to explore solutions to CCS-related problems.
ACCOUNTABILITIES/RESPONSIBILITIES:
Under the direct supervision of the Regional CCS Advisor and overall guidance of the Regional Programme Cycle Advisor, the Programme & Policy Officer will be responsible for carrying out the following tasks and responsibilities:
- Assist the Regional CCS Advisor in providing support to COs: this includes co-facilitating CCS-related workshops; synthesizing and analyzing information collected from the ground; drafting strategic documents, reports, and papers; maintaining communications with focal points; and monitoring progress and/or setbacks on the ground.
- Knowledge management: document processes and lessons learned from RBD’s experiments with different CCS approaches in the region.
- Task management: develop and manage a task portfolio of RBD’s CCS initiatives and support to COs; manage a list of contacts and focal points related to each initiative and support.
- South-south triangular cooperation (SSTC): identify and manage a portfolio of SSTC opportunities and strategically leverage those opportunities to allow cross-pollination of ideas and knowledge transfers between countries whenever appropriate.
- Perform other related duties as required.
REQUIRED QUALIFICATIONS AND EXPERIENCE:
Education: Advanced University Degree and/or equivalent experience with emphasis in one or more of the following disciplines: political sciences, economics, agriculture, international relations, social sciences, development studies or a field relevant to international development or humanitarian assistance.
Experience: At least 3 years of post-graduate national and international experience in strategic planning, knowledge management, programme design, monitoring, and policy development. Work experience in strategy formulation and problem-driven diagnostic is an asset.
Knowledge & Skills: Ability to facilitate and structure discussions using participatory methods; strong analytical skills; ability to synthesize unstructured information into a coherent story; strong writing and presentation skills; ability to manage and keep track of project portfolio; good interpersonal skills; ability to work in multicultural settings.
Languages: Proficiency/level C of French and English.
