KEY ACCOUNTABILITIES (not all-inclusive)
Under the direct supervision by the Senior Programme Associate and overall supervision by the Head of Area-Office in Lashio, the incumbent will perform the following duties:
- Act as field office asset creation technical foal point, assess and evaluate all proposals of WFP-CPs Asset Creation Projects inclusive of Non-food Items (NFI). Projects will include under the scopes of Disaster Risk Reduction, Climate Adaptation and also related to rural infrastructure and agro-forestry.
- Conduct feasibility assessment for Assets Creation Activities in advance to present at Field office Project Review Committee (PRC) meeting.
- Assist the WFP and CP to comply with the WFP environmental and social safeguard requirements and coordinate and facilitate all environmental safeguarding monitoring and reporting activities for the projects.
- Ensure Assets Creation project proposals and designs are inline with WFP’s Enviromental Social Standard (ESS) guidelines.
- Prepare necessary documents and suggestions for PRC at both WFP Area-Office and country office levels.
- Actively liaise with Cooperating Partners and WFP country office focal points to facilitate for the Assets Creation projects.
- Prepare briefing notes for Donor/any Assets Creation mission.
- Ensure implementation, monitoring and supervision of the Assets Creation projects, by following relevant WFP rules, guidelines, and agreed contracts to comply with technical specifications.
- Build capacities of WFP programme staffs and/or Cooperating Partners’ staff for assessments, implementation, and monitoring of the Assets Creation projects.
- Monitor and inspect FFA and NFI projects, ensuring that relevant WFP norms are properly adopted, and supervise on-gong FFA and NF project to ensure that all contracts comply with technical specifications.
- Prepare the monitoring reports for any Assets Creation activities done by WFP-CPs and provide suggestion in order to highlight room for improvement.
- Assist to Country Office Programme Policy Officer for programme related issues.
- Update FFA/CFA/NFI database and prepare progress tracking sheet for report to WFP Country Office; compile and continually update a list of implemented and completed Food/Cash for FFA projects outputs in COMET and follow up activities.
- Coordinate with relevant counterpart Departments/Agencies and work closely with CPs to increase smooth implementation and quality outputs; to ensure that projects contribute to the long-term development of village communities.
- Conduct necessary technical surveys and assessments for outputs and outcomes of the Assets Creation projects and analyze ways for livelihoods improvement and sustainable development in the area.
- Organize and assist in conducting programme related meetings at the field office and taking other programme related responsibilities; Oversee and certify the budget for SO2-Activity 4 implementation under Field Office in line with signed FLA.
- Assist the WFP Gender focal and implementing partners in encouraging women’s access to economic skills development and sensitizing public opinion on gender issues and gender focused activities.
- Perform any other duties as requested by supervisor.
QUALIFICATIONS
EDUCATION
- Bachelor degree in majoring Civil engineering and/or equivalent degree/diploma in a field related to Civil engineering.
- Experience in both design and implementation of construction works.
WORK EXPERIENCE
- At least five years of progressively professional experiences preferably in rural infrastructure relating to rural/village roads, agriculture, irrigation and drainage. Preferably in rural development and environmental safeguards.
LANGUAGE
- Fluency in both oral and written of English and Myanmar. Communicable in local languages (Shan, Kachin, Ta’ang, Mon, Kayin) will be an added advantage.
